重慶在美資企業(yè)心中地位愈發(fā)重要
——中國(guó)美國(guó)商會(huì)發(fā)布2010白皮書

5月24日，中國(guó)美國(guó)商會(huì)攜手中國(guó)西南美國(guó)商會(huì)和中國(guó)上海美國(guó)商會(huì)在重慶舉行了2010年美商會(huì)白皮書發(fā)布會(huì)。白皮書主要從美國(guó)企業(yè)的角度，對(duì)中國(guó)的投資環(huán)境作出分析，進(jìn)而提出具體的政策調(diào)整建議，促進(jìn)中美兩國(guó)經(jīng)濟(jì)合作。調(diào)查的內(nèi)容包括金融、能源、環(huán)境、人力資源等，調(diào)查的區(qū)域涵蓋了環(huán)渤海區(qū)域、長(zhǎng)三角、珠三角、西南地區(qū)等我國(guó)重要經(jīng)濟(jì)極。 這份每年都會(huì)定期發(fā)布的中國(guó)投資環(huán)境調(diào)查報(bào)告，今年首次加入了對(duì)重慶的調(diào)查內(nèi)容。使重慶也成為美國(guó)商會(huì)研究樣本，該白皮書將被呈送至中美兩國(guó)高層以及全國(guó)主要城市管理機(jī)構(gòu)，為其提供決策參考。

在渝外資企業(yè)代表齊聚一堂

中國(guó)美國(guó)商會(huì)已是第十二年發(fā)布《美國(guó)企業(yè)在中國(guó)》白皮書。今年的白皮書尤其強(qiáng)調(diào)了中美兩國(guó)攜手?jǐn)[脫全球經(jīng)濟(jì)衰退，繼續(xù)保持和鞏固強(qiáng)勁復(fù)蘇的重要性。針對(duì)重慶的現(xiàn)狀，白皮書在人才培訓(xùn)、暢通交通、能源緊張等方面提出了詳細(xì)的建議。

白皮書調(diào)查指出最看好重慶的三大產(chǎn)業(yè)，一是酒店業(yè)。重慶酒店業(yè)發(fā)展迅猛，已有11家五星級(jí)酒店，在建的達(dá)10多家，其中5家計(jì)劃在今年開業(yè)，酒店總數(shù)達(dá)243家，帶動(dòng)4萬(wàn)余人直接就業(yè)，22萬(wàn)余人間接就業(yè)，在西部城市名列前茅。“隨著西南地區(qū)經(jīng)濟(jì)與旅游業(yè)的發(fā)展，酒店業(yè)將整體呈現(xiàn)快速增長(zhǎng)態(tài)勢(shì)。”參與白皮書編寫的中國(guó)西南美國(guó)商會(huì)副主席陳連京告訴記者。二是制造業(yè)，重慶現(xiàn)已成為全國(guó)最大汽車制造基地及重點(diǎn)國(guó)防工業(yè)研發(fā)生產(chǎn)基地，摩托車產(chǎn)業(yè)及機(jī)械裝備制造業(yè)將進(jìn)一步促進(jìn)該地區(qū)作為制造業(yè)基地的發(fā)展。三是法律服務(wù)業(yè)。

“不過(guò)，人才、交通和能源，仍是重慶打造長(zhǎng)江上游地區(qū)商貿(mào)物流中心的三大障礙?！标愡B京說(shuō)。白皮書建議，企業(yè)一方面應(yīng)通過(guò)內(nèi)部培訓(xùn)加快人才開發(fā)，另一方面政府也應(yīng)加大實(shí)施激勵(lì)政策，進(jìn)一步吸引沿海地區(qū)及海外人才。白皮書還指出應(yīng)重新評(píng)估能源分配系統(tǒng)，重點(diǎn)關(guān)注重慶市龍頭產(chǎn)業(yè)的發(fā)展需要。美資企業(yè)希望政府改善人才、交通和能源使用三方面存在的問(wèn)題，完善重慶的投資環(huán)境。

These regu larly pub lished investigation reports o f China's investm en t environm ent in troduced the investiga tion o f Chongq ing fo r the first tim e o f this year.

This is the twe lfth year that the Am erican Cham ber o f Comm erce pub lished the White Pape r . This year the White Paper espec ia lly em phasized that Sino-US w orked hand in hand to get rid o f g loba l recession and w ill continue to m aintain and conso lida te the im portance o f strong recovery. The Am e rican Cham ber o f Comm erce in Southw est o f China has ac tive ly pa rtic ipated in w riting the White Paper, and m ade spec ific p roposa ls abou t econom ic deve lopm en t o f the southwest area o f China.

The White Pape r investiga tion poin ted ou t tha t there are 39% o f Am erican com panies are p lanning to en ter in 15 second line c ities inc luded Chongq ing because they have very strong con fidence about the pu rchasing powe r o f Chinese consum ers.

Th ree m a jo r industries a re rea lly popu la r in Chongq ing. One is ho te l ind us try, “w ith the deve lopm ent o f tou rism and econom y in Southwest reg ion, the ho te l industry is show ing rap id g row th o f ove ra ll.” said the Vice President o f the Am erican Cham ber o f Comm erce in Southwest China LJ Chen. The second is m anu fac turing, and the last one is lega l se rvice. The White Paper investigation show s that there are 167 law yers ou t o f m illion peop le in Chongq ing, which is the c ity w ith the highest percentage in the w est reg ion. Lega l p ro fessiona l's team p rovides so ft power for Chongq ing's econom ic d eve lopm en t.

The Wh ite Pap e r recomm end s tha t enterp rises shou ld acce lera te the deve lopm en t o f ta len ts th rough interna l training, and the gove rnm en t shou ld m ake po licy to furthe r introduce ta lents from coasta l reg ion and overseas. The Am erican en terp rises hope the governm ent can im p rove these three issues to im p rove the investm en t environm en t o f Chongq ing.
