Chinese Academy of Tropical Agricultural Sciences（hereinafter referred to as＂CATAS＂），mainly focusing on the scientific research and development of tropical agriculture，isa national scientific research institute managed by Ministry of Agriculture and consists of 14 scientific research units，namely tropical crops genetic resources institute，rubber institute，perfume and beverage institute，south subtropical crops institute，agricultural product processing institute，tropical biotechnology institute，environment and plant protection institute，coconut institute，agricultural machinery institute，science and technology information institute，analysis and testing center，Haikou experimental station，Zhanjiang experimental station as well as Guangzhou experimental station.It has 77 science and technology platforms above the level of province and department as ell as2 post-doctoral scientific research workstations，including national engineering research center，cultivation base of state key laboratory co-sponsored by province and ministry as well as key laboratory of ministry of agriculture.Keeping the foothold of Hainan and Guangdong，CATAS is open to tropical area and the world，possesses relatively strong research ability in tropical agriculture and wins high prestige at home and abroad.

Tropical and South Tropical Agricultural Experimental Station CATAS（hereinafter referred to as experimental station）is a newly built subdivision of CATAS.Affiliated to Guangzhou experimental station and mainly focusing on the development requirement and actual conditions of tropical and subtropical agriculture in China，the experimental station has fully exerted the social service function of CATAS and built the operation mechanism which is both public and market-oriented.Based on Jiangmen，the experimental station has fully played the role of window and bridge，improved the ability of science and technology serving local place，enlarged the influence in tropical and south tropical area，promoted scientific and technological innovation ability in Jiangmen City，driven and supported modern agricultural development there as well as enhanced international competitiveness.

Jiangmen City is located in the central and southern Guangdong Province，having Pengjiang，Jianghai and Xinhui under its jurisdiction and Taishan，Kaiping，Heshan and Enping in custody.It is one ofmain production areas of grain，vegetable，fruits，aquatic products and poultry products in Guangdong Province and also the largest grain and vegetable production base in the Pearl River Delta as well as an important supply base of fresh agricultural products in Hongkong and Macao.Guangdong Province is one of those with relatively well-developed modern agricultural industry and high agricultural benefits in China.Taking up 1.5%of total cultivated land area in China，agricultural GDP in Guangdong Province accounts for over 6%in China［1］.With the quick popularization of modern agricultural development in Guangdong Province，those successful construction modes have been promoted in the surrounding cities［2］.As a major agricultural city，Jiangmen has already planned the development of modern agriculture to create modern agricultural system［3］.The municipal committee and city government allocated 2 200mu of state-owned land and city finance provided 68.6 million yuan for the high-standard construction of modern agricultural comprehensive demonstration base in Jiangmen（hereinafter referred to as demonstration base），which was planned as core area by the national modern agricultural demonstration area in Kaiping City in Guangdong Province in 2011（Chinese Ministry of Agriculture，number［2010］22）［4］and undertaken a group of state and provincial projects.

1 Origin and progress of the experimental station

1.1 OriginIn order to quickly improve agriculture and the construction of modern agricultural demonstration bases，Jiangmen City highly emphasizes the cooperation with agricultural scientific research institute.The government of Jiangmen City hassigned cooperation agreement with Chinese Academy of Agricultural Sciences，Chinese Academy of Tropical Agricultural Sciences（CATAS），Chinese Academy of Fishery Sciences as well as Planning and Designing Institute of Ministry of Agriculture successively，becoming the first prefecture-level city in China to sign agricultural science and technology cooperation agreement with＂the four major academies＂which are directly affiliated to the Ministry of Agriculture.In the agreement with CATAS，government of Jiangmen City promised to list CATAS as the key supported subject of agricultural science and technology cooperation，provide preference in construction planning，project approval，projectest ablishment as well as project outlay and coordinate governments at all levels to support the construction of bases，parks and demonstration as well as the implementation of agricultural scientific research projects in Jiangmen City.20 mu of land in modern agricultural demonstration base in Jiangmen has been planned for scientific research construction in order to offer excellent service for the researchers from CATAS and the related matching facilities for scientific research activities.CATAS also made the promise that CATAS will strengthen all-round cooperation with Jiangmen City in co-constructing agricultural science and technology park，quickening the development of distinctive agriculture in Lingnan，building modern agricultural industry system，ecological restoration and sustainable utilization of resources，studying development approach for modern agriculture and construction ofnew countryside，cultivating high-level agricultural professionals as well as establishing technical platform of modern agricultural industry.CATAS will also apply for national projects together with relevant scientific research units in Jiangmen City，strengthen technology transfer and support for Jiangmen as well as take advantage of talents，technology and projects to provide more support for the project construction，technological innovation and personnel training in Jiangmen.

CATAS highly valued the scientific and technological cooperation with Jiangmen City.On August 3，2011，the president of CATAS，Wang Qinghuang led 11 researchers in person and negotiated about cooperation with the mayor Liu Hai（the current secretary of municipal party committee）at great length.President Wang indicated that he had great confidence in technological cooperation with Jiangmen City and they would strengthen cooperations in technology，talents and projects，quicken the construction of＂modern agricultural science and technology center CATAS（Jiangmen）＂and jointly establish modern agricultural comprehensive demonstration base in Jiangmen as the agricultural science and technology park with distinctive tropical and subtropical features，standing in Jiangmen and radiating the south China and to be the demonstration base combining agricultural technological innovation， achievement transformation， talent cultivation， resources integration and development of distinctive agricultural products.The mayor said that CATAS is a national scientific research institute directly under the Ministry of Agriculture and have relatively strong scientific research ability in tropical agriculture as well as high prestige at home and abroad.The city committee and government will support CATAS in the construction of bases，parks and demonstration projects aswell as the implementation of agricultural scientific research projects.CATAS established amid level subdivision，Jiangmen Tropical and South Subtropical Agricultural Comprehensive Experimental Station（hereinafter referred to as experimental station）CATAS，on December 6th，2011，which is affiliated to Guangzhou experimental station（CATAS，number［2011］490）.

1.2 ProgressThe construction of this experimental station has captured high attention of CATAS.Nearly all the management stuff in CATAS have come to the station for inspection，guidance and communication with the agricultural bureau in Jiangmen，which also have organized research groups to CATAS for three times.The agricultural bureau in Jiangmen has offered great support and convenience for researchers of the experimental station in work and daily life.Experts from those brother institutes like genetic resources institute，rubber institute as well as environment and plant protection institute also have provided valuable resources.And the experimental station has achieved certain progress.

1.2.1 Temporary stay point for scientific researchers and official launch of the experimental station The agricultural bureau in Jiangmen has actively improved the work and living conditions for those researchers in Guangzhou experimental station and provided temporary stay point in the demonstration base.Taking advantage of the Third Agricultural Fair in Jiangmen in 2012 and under the witness of four major institutes directly affiliated to the Ministry of Agriculture as well as Jiangmen City，the secretary of the party of CATAS，Lei Maoliang，and the secretary of city committee in Jiangmen，Liu Hai，unveiled for the experimental station，which marked that Guangzhou experimental station has made an important step in＂based on Jiangmen and creating windows＂as well as building the bridgehead of CATAS.

1.2.2 Scientific research experiment demonstration Agricultural bureau in Jiangmen provided 50 mu of land in demonstration base for experiment and 720 m2of greenhouse for Guangzhou experimental station.Since 2011，Guangzhou experimental station has carried out some projects with basic research funds like＂observations on ecological adaptability of new cold-resistant oil palm＂，＂introduction and cultivation of millettia speciosa champ＂，＂introduction trial of new varieties of pineapple＂，＂demonstration of new varieties of colored bell pepper＂，＂research on key technology of dendrobium candidum production＂，＂demonstration of new varieties of okra＂，＂collection and preservation of calophyllum inophyllum germplasm resources＂and＂demonstration of new varieties of edible cassava＂.In order to fully utilize the land resources，the 50mu of testing land was planted with oil palm as the major crop and interplanted with millettia speciosa champ，pineapple，stylosanthes，cassava，okra and soybean.The 720 km2greenhouse was planned for the demonstration of dendrobium can-didum，tropical cymbidium，colored bell pepper，millettia speciosa champ and calophyllum inophyllum.The demonstration was as successful as expected and became the only shining point in demonstration base aswell as themajor content for visiting by the Ministry of Agriculture during the Third Agricultural Fair in Jiangmen in 2012.

1.2.3 Smooth promotion of capital construction projects The construction of experimental base of CATAS（Jiangmen），namely the experimental base in the station，has been listed into the construction planning of agricultural science and technology innovation ability in China（2012－2016）［4］.The application of Jiangmen City allocating 20 mu of construction land to CATAS has received approval from the office of land and resources in Guangdong Province（Bureau of Land and Resources in Guangdong，number［2013］104）.The compensation and resettlement scheme announcement issued by bureau of land and resources in Kaiping City has passed the public notification period（Bureau of Land and Resources in Kaiping City，number［2013］04）and the following work is to deal with land use certificate.

2 Construction ideas

2.1 Joint construction of CATAS and the city and resources sharingCATAS and Jiangmen City jointly construct the experimental station with Guangzhou experimental station and agricultural science and technology innovation center as the representative respectively，applying for double listing.Unincorporated internal institute of CATAS has been established，which is tropical and south subtropical agricultural comprehensive experimental station of CATAS（Jiangmen）.The corporate scientific research institute in Jiangmen City has also been built，consisting of working staff from both Guangzhou experimental station and agricultural science and technology innovation center in Jiangmen.Resources in the demonstration base are shared and jointly managed.Offices，laboratories，land as well as the implementation of all projects in the demonstration base are under the overall planning of the construction institutes.

2.2 Jointly applying for projects and striving for supportfrom the province and departmentThe station should be further supported based on the requirements of Jiangmen City as well as technological advantages in CATAS.Meanwhile，active application for projects of Ministry of Agriculture and Guangdong Province should be implemented with joint efforts，especially for projects of industrialized demonstration，with the goal of improving technological contents in the demonstration base.Science and technology should be spread to the countryside，serving agriculture，rural area and farmers and trainings are to be held in order to enlarge the influence.

2.3 Jointly sharing the fruits of scientific researchAchievements of scientific research in the experimental station are shared by CATAS and Jiangmen City.Participants and units will be ranked according to the contribution.Achievements will be first applied and promoted in Jiangmen City.

3 Restrictive factors

3.1 Lack of laboratories and perfect experimental bases

There are no laboratories in the demonstration base，therefore the newly purchased equipment in Guangzhou experimental station cannot be installed and used.Researchers have to do experiments in other units and cannot work in the base steadily.The whole 2 200 mu of demonstration base is still in construction and adjustment，thus only marginal land and corners can be used by experimental station.Since the land does not belongs to CATAS，Guangzhou experimental station cannot apply for restoration support and excellent demonstration effect is hard to be provided.

3.2 Lack of rationally structured talent teamThere is no full－time administrative staff in Guangzhou experimental station and the current researchers are engaged in scientific research，technology promotion as well as management.Besides，Guangzhou experimental station is in the preliminary transforming stage.Young scientific researchers have just graduated from school and are not familiar with tropical crops，thus they cannot perfectly carry out the technologies exhibited in the demonstration base because of lacking the guidance of academic leaders who have strong scientific research ability.Furthermore，the brother institutes are far away and cannot promptly help to solve the technical issues in the project implementation，which also affects the achievement demonstration.

3.3 Lack of project support and difficulties in co-constructionThe current projects in the experimental station are based on basic scientific research funds，which are small，scattered and lack continuity while agricultural science and technology innovation center in Jiangmen is mainly engaged in capital construction.Due to lack of industrialized projects，workers in Guangzhou experimental station and agricultural science and technology innovation center in Jiangmen cannot jointly participate in project implementation，thus the co-construction and dual listing of the experimental station have not been in progress.

3.4 Lack of benefit affiliating mechanism and inadequate attention of research institutesSince there is no benefit affiliating mechanism between the experimental station and those research institutes，institutes with actual achievements have not been concerned with the work of experimental station though Guangzhou experimental station has made great effort and leaders as well as offices in authority have cared much，which has resulted in weakness of the experimental station and postponed construction.

4 Countermeasures

4.1 Quickening the construction of supporting conditions

Guangzhou experimental station，as the backing unit，should strengthen the communication with bureau of agriculture in Jiangmen City as well as bureau of land and resources in Kaiping，manage land use certificate of the20mu of construction land according to legal procedure and make sure the timely application and implementation of capital construction projects.Besides，working and living conditions in the base should be further improved so that scientific researchers can feel secure when working here and demonstration effect can be obviously improved.

4.2 Equipping rationally structured talent teamTalent team should be rationally structured through introduction and distribution of human resources to make sure that professionals in scientific research，promotion and management are relatively stable with clear division.The current professionals in Guangzhou experimental station cannot satisfy the construction requirements，therefore it is suggested that professionals in the brother institutes can be introduced to the experimental station with titular positions.

4.3 Striving for project supportWithout project implementation，people will go away or become lazy and land can be wasted.Therefore，project support from CATAS，Jiangmen City，Ministry of Agriculture and Guangdong Province should be achieved to maintain the routine management，especially those large industrialized projects，which can encourage professionals in Guangzhou experimental station and agricultural science and technology innovation center in Jaingmen to jointly participate in project implementation and truly achieve the co-construction of experimental station.

4.4 Establishing benefit affiliating mechanism and striving for full supportRelevant offices in CATAS should play a leading role in building the benefit affiliating mechanism between the experimental station and research institutes，making those institutes with achievements take the work in experimental station as their own.
