中國福州港與馬來西亞巴生港簽署《友好港合作意向書》
6月15日,中國福建省福州港口管理局與馬來西亞巴生港務局在馬來西亞首都吉隆坡簽署《友好港合作意向書》,締結成為友好港。
福州港位于中國大陸東南部,是中國沿海主要港口之一和綜合運輸體系的重要樞紐。巴生港位于馬六甲海峽,是馬來西亞最大的港口。目前福州港已有2條集裝箱航線掛靠巴生港。此次雙方簽約成為友好港,未來將在港口建設、運營、信息技術、招商引資、人員交流等領域展開合作,促進雙方港口業(yè)和航運業(yè)發(fā)展,服務21世紀“海上絲綢之路”建設。
中國與東盟致力于提升藥用植物資源保護與開發(fā)合作
6月15-22日,廣西—東盟藥用植物資源保護與生產(chǎn)培訓班在中國南寧舉行。老撾、柬埔寨、緬甸等東盟國家從事藥用資源管理和研究的人員在中國廣西進行學習與交流。
近年來,中國中醫(yī)藥資源的過度開發(fā)使得一些藥用資源面臨枯竭的窘境。東盟國家藥用資源種類多、產(chǎn)量大,但是部分東盟國家在傳統(tǒng)醫(yī)藥技術等方面的推廣應用尚顯薄弱。因此,中國與東盟加強藥用植物資源保護與開發(fā)合作,將有利于雙方實現(xiàn)資源和技術的優(yōu)勢互補以及傳統(tǒng)醫(yī)藥資源的共享。
越南電力領域吸引外商投資
近日,由中國南方電網(wǎng)公司、中電國際和越南煤炭集團電力公司在越南平順省共同投資建設的永興煤電項目開工。該項目以BOT模式建設運營,總裝機容量為2臺60萬千瓦級火電機組,建設期48個月,特許運營期25年。
近年來,隨著越南經(jīng)濟迅速發(fā)展,電力供需矛盾日益突出。至2025年,越南需要520億美元投資于電力發(fā)電。為籌資建設電力項目,越南政府鼓勵私人和外資投資電力項目。相關企業(yè)可以尋找機會在越南投資建設電站項目。
中越合資建設越南首家可降解塑料袋生產(chǎn)廠
越南《經(jīng)濟時報》6月11日報道,越南塑料公司和中國廣州生物降解塑料公司簽署合資聯(lián)營協(xié)議,雙方擬在越南隆安省塑料工業(yè)區(qū)建設可降解塑料袋生產(chǎn)廠,總投資額約1000萬美元,年產(chǎn)量3000噸。其中,越方出資51%,中方出資49%。該廠生產(chǎn)原料為淀粉,預計于2017年建成并投入生產(chǎn)。
印尼正式對中國游客免簽
6月12日,印度尼西亞政府宣布正式對中國等30個國家的游客實施免簽證政策。今后,中國大陸游客無需簽證即可在印尼以游客身份停留不超過30天。印尼內(nèi)閣秘書處表示,通過增加免簽對象國,有望使2015年印尼外國游客人數(shù)從2014年的944萬增加至1100萬人,增加10億美元外匯收入。
全球首家“海上絲路孔子學院”在泰國成立
6月24日,由泰國27家教育機構聯(lián)合申辦的“海上絲路孔子學院”揭牌儀式在泰國博仁大學舉行。泰國隆財基金會理事長趙昆通猜在致辭中表示,“一帶一路”是中國促進周邊國家共同發(fā)展的偉大構想。2015年是中泰建交40周年,該學院的成立,旨在為更好地提升作為海上絲路樞紐的泰國的漢語教育水平,為促進中泰兩國各領域交流服務。目前,泰國已建立14所孔子學院和18個中學孔子課堂,學習漢語的人數(shù)超過85萬。
緬甸6月批準15個投資項目
緬甸投資委員會表示,2015年6月1日至今,已批準內(nèi)資、外資及合資項目15個。項目涵蓋制造業(yè)、建筑業(yè)、房地產(chǎn)、服務業(yè)、旅游業(yè)等領域,具體包括Thuhtay島酒店、辦公及商業(yè)地產(chǎn)租賃、成衣制造、飲料、包裝、塑料制品、魚鉤、食品和水泥制造以及工程機械租賃等。
近年來,緬甸經(jīng)濟的快速發(fā)展,給外來投資者提供了越來越多的投資機會,相關企業(yè)可結合自身的優(yōu)勢及緬甸的內(nèi)部需求赴緬投資。
泰國吸引投資全面開發(fā)經(jīng)濟特區(qū)
為吸引更多的投資者進駐泰國的經(jīng)濟特區(qū),泰國出臺鼓勵投資優(yōu)惠政策。據(jù)悉,優(yōu)惠政策包括在特區(qū)內(nèi)免征機器以及出口產(chǎn)品原材料的進口稅;在經(jīng)濟區(qū)設廠的企業(yè)可以使用外國勞工。
此外,泰國新增13個行業(yè)可獲投資最高優(yōu)惠,包括農(nóng)業(yè)、漁業(yè)及相關產(chǎn)業(yè),陶瓷制造,紡織品、成衣和皮革制造,家庭用品制造,珠寶和首飾業(yè),醫(yī)療器械生產(chǎn),汽車、機械及零部件生產(chǎn),電器和電子產(chǎn)品生產(chǎn),塑膠,藥品,物流,開發(fā)工業(yè)園或工業(yè)區(qū),旅游業(yè)等有關產(chǎn)業(yè)。
馬來西亞各界促政府全面對中國游客免簽證
據(jù)《南洋商報》6月22日報道,馬來西亞內(nèi)閣近期已同意試驗性落實中國團體游客赴馬來西亞免簽證措施,具體落實日期將待馬來西亞旅游部公布確認。馬來西亞各界對此表示歡迎,更促請政府早日全面對中國游客免簽。
業(yè)內(nèi)人士認為,根據(jù)泰國對華免簽證后中國游客由200萬飆升至400萬的情況看,若馬來西亞對中國游客免簽證,則中國游客數(shù)量保守估計將增長50%。這對于從2014年以來,市場出現(xiàn)下滑現(xiàn)象的馬來西亞旅游業(yè)來說,將打開一個全新的局面。
新加坡國際港務集團與中國廣西合資經(jīng)營新集裝箱碼頭
6月10日,新加坡國際港務集團與中國廣西北部灣港務集團、新加坡太平船務有限公司簽署合資協(xié)議,將在中國廣西欽州市合資經(jīng)營新的集裝箱碼頭。
據(jù)悉,合資公司將經(jīng)營及管理長達1533公尺的碼頭,集裝箱處理能力是每年300萬個標準箱,將發(fā)展為一個世界級的設施,為現(xiàn)代的超級箱運船只服務。該碼頭也將備有特超巴拿馬型碼頭起重機。預計將在2015年第四季度開始啟用。
中國需求拉動馬來西亞燕窩價格上漲
馬來西亞《東方日報》6月23日報道,自2013年底中國批準馬來西亞合格燕窩出口中國后,馬來西亞燕窩出口中國數(shù)量大增,帶動該國燕窩價格上漲近20%。
目前,中國是馬來西亞燕窩的主要市場,馬來西亞燕窩總產(chǎn)量90%出口中國。其中,2015年1-5月,燕窩出口比2014年同期增長50%以上,需求旺盛促使價格上漲15-20%。燕窩市場的全面復蘇,將給相關的燕窩進出口企業(yè)帶來千載難逢的機遇。
越南擬打造世界一流大米品牌
日前,越南總理阮晉勇批準了《2020年越南大米品牌戰(zhàn)略及2030年愿景規(guī)劃》,計劃將越南大米打造成世界一流品牌,提高越南大米國際市場價值,搶占國際市場份額。越南是世界大米出口大國,但因其大米品質(zhì)不均且未創(chuàng)建大米品牌,加之在國際市場上缺乏競爭力。為打造世界一流大米品牌,越南將推出一些具體措施,包括改善種子質(zhì)量、農(nóng)業(yè)技術扶持、加強質(zhì)量管理等等。
中越邊境兩個重點口岸7月1日起延長通關時間
近日,經(jīng)中越兩國協(xié)商,從2015年7月1日起,中越友誼關—友誼、東興—芒街口岸將延長通關時間。這將使中越邊境重點口岸通關便利化水平得到提高,促進雙邊貿(mào)易發(fā)展。
通關時間延長后,友誼關—友誼口岸人員通關時間從北京時間08∶00-20∶00調(diào)整為08∶00-21∶00;貨物通關時間從北京時間08∶00-17∶30調(diào)整為08∶00-19∶00。東興—芒街口岸人員通關時間從北京時間08∶00-20∶00調(diào)整為08∶00-21∶00;貨物通關時間仍保持現(xiàn)行的北京時間08∶00-20∶00。
印尼青睞中國鋼軌道岔伸出2.2億美元“橄欖枝”
6月15日,印尼交通部鐵路總局對中國土木工程集團有限公司印尼代表處發(fā)放《鋼軌道岔采購二期項目中標通知書》,正式將該項目交由中土集團公司實施,合同金額2.26億美元,采用中國政府優(yōu)惠出口買方信貸。合同內(nèi)容主要包括供應3000公里鋼軌和500組道岔,供貨期24個月。
中國企業(yè)參與的印尼加里曼丹鐵路將于2015年8月動工
據(jù)印尼《國際日報》6月15日報道,按照印尼政府計劃,中國中鐵股份有限公司參與的總投資額達50億美元的印尼加里曼丹鐵路項目將于2015年8月動工建設。
據(jù)悉,該項目由印尼Mega Guna Ganda Semesta公司和中國鐵路股份有限公司組成的財團共同投資,并由中國鐵路股份有限公司負責建設。項目總長480公里,途經(jīng)東加里曼丹?。s160公里)和中加里曼丹?。s320公里),預計建設工期約3.5年。
中國廣西成中國—東盟水果進出口水陸并進重要基地
6月23日,中國廣西首個海港進境水果口岸在中國西部大港防城港正式運行。此前一天,首批從泰國進口的86噸山竹和榴梿通過貨輪運抵中國廣西防城港,標志著泰國至中國廣西水果快速航線開通。
以往,泰國、緬甸、越南等東盟國家的水果主要通過中國云南勐臘、中國廣西憑祥等陸路口岸走邊貿(mào)進入中國,水路主要通過中國廣州、中國上海等港口進境。2015年一季度,中國廣西各口岸共進出口水果35.9萬噸,較2014年同期增加8.7%,成為中國最大的水果進出口通道。
緬甸多種商品進出口將無需申請許可
緬甸《妙瓦底日報》6月17日報道,緬甸商務部將于2015年7月宣布對畜牧水產(chǎn)與農(nóng)村發(fā)展部允許出口的魚類、服裝、高價值水產(chǎn)品以及傳統(tǒng)食品的出口將無需再申請出口許可證。同時還將取消化工產(chǎn)業(yè)及其相關物資、醫(yī)用手術器械(需持衛(wèi)生部證明)、教學用具、油墨、相關化妝品的物資、輪胎配件、絲綢等商品的進口許可申請。
June 23, 2015 (China Daily) -- China will increase support for crossborder e-commerce as the world's second-largest economy shifts from manufacturing to higher-value services, the government said. China's e-commerce industry has been booming in recent years, with companies like Alibaba Group Holding Ltd and JD.com Inc benefiting from a rising middle class with more disposable income. The government released policy guidelines that include tax policies aimed at boosting domestic consumption and pilot projects to ease overseas payments, according to a statement posted on the central government's website www.gov.cn. Chinese e-commerce firms will be given state support on international projects while credit insurance services will also be introduced.
June 17, 2015 (China Daily) -- The State Council, China's cabinet, issued a statement officially supporting the creation of a strategic emerging industries board on the Shanghai Stock Exchange, to help high-growth and innovative enterprises raise funds through the capital market. It is the first time the central government has given its official nod to such a move, said analysts, who now expect the board to be in place soon. The launch has been widely viewed as Shanghai's effort to catch up with domestic rival, the Shenzhen Stock Exchange, which has already been successfully attracting technology and innovation-driven companies to list on its Nasdaq-style startup and growth enterprise board, known as ChiNext. "It is obvious that head-to-head competition between the two stock exchanges over initial public offerings for startup companies is growing," said Xu Hongcai, an economist at the Beijing-based China Center for International Economic Exchanges.
June 5, 2015 (China Daily) -- China is set to regulate pure electric vehicle makers' production conditions from July 10 and encourage innovative companies to join the research and production. The future EVs should have a max speed faster than 100 km/h. The regulation said that future trial-produced EVs should number at least 15 units, with a driving range per charge no shorter than 100 km and can accelerate from 0 to 50 km/ h within five seconds. It requires that an EV maker must be a company registered in China and that it has thorough research and development experience in concept design, system and structure engineering, testing and finalizing the model. A company is also required to have intellectual property rights in an EV, and master the core technologies in its control system, power battery system, vehicle integration and lightweight structure. And the carmaker needs to be capable of testing related technologies.
June 5, 2015 (China Daily) -- China has opened a market for short-term loans to foreign banks, giving them access to cheaper yuan funding as policymakers encourage greater global use of the currency. All overseas yuan clearing and settlement banks that participate in the interbank bond market can conduct repurchase agreements and move the funds abroad, the People's Bank of China said in a statement. There are 107 offshore lenders that can exchange debt with their local counterparts and the change will make repos possible for most of them, including HSBC Holdings Plc and Standard Chartered Plc. The change comes as China seeks to bolster the case for the International Monetary Fund to grant the yuan reserve status later this year.
June 6, 2015 (China Daily) -- China will come out with a five-year plan (2016-20) for the development of its strategic emerging industries and to further boost its innovation efforts, the nation's top economic planner said. The National Development and Reform Commission highlighted a number of priorities for reform, including facilitating an innovative drug approval process, opening low-altitude airspace, opening up of broadband services to private investors and promoting charging facilities for electric vehicles. At the same time, the government will also encourage strategic emerging enterprises to expand channels for fund raising through initial public offerings, bond issues and crowd funding. Wang Changlin, head of the research department of industrial economics under the NDRC's Academy of Macroeconomic Research, told China Daily that related investigations and studies are underway.
June 5, 2015 (China Daily) -- The National Development and Reform Commission, one of the three agencies that deal with antitrust activity and investigations, is drawing up guidelines covering monopolistic conduct and the abuse of intellectual property rights, an official involved in the effort said. The guidelines will affect IPR products and service providers, a broad group that includes the information technology and telecommunications industries, the medical sector, vehicles, machinery and seeds for the agriculture sector and other technology-intensive activities. In April, the State Administration of Industry of Commerce, one of the three regulators, announced a set of rules collectively called the Prohibition of Abuse of IPR to Eliminate or Restrict Competition, which will take effect on Aug.1.
June 13, 2015 (China Daily) -- The rules covering investors' use of margin trading and short selling were relaxed in a draft document released by the China Securities Regulatory Commission. Deng Ge, the CSRC spokesman, told a news conference that the CSRC will drop restrictions that are no longer compatible with the current conditions involving margin trading and short selling. The revised rules scrap a requirement that investors wanting to use these methods must trade with the same securities brokerage for more than six months, as well as a requirement that the clearing and settlement capital must be placed in escrow with a third-party financial institution. Deng said that the overall risks of margin trading and short selling are manageable, but he urged securities firms to maintain a "prudent" balance between the scale of their business in these areas and their capital.
June 11, 2015 (Xinhua) -- The State Council, China's cabinet, released for public opinion a draft law on environmental taxes, which proposes business taxes for pollutants, solid waste and noise. The draft proposed rates ranging from 350 yuan ($57) to 11,200 yuan on various industrial noises according to the decibels level. It also set rates of 1.2 yuan on a stipulated quantity of air pollutants, 1.4 yuan on a stipulated quantity of water pollutants, and a range of 5 to 30 yuan for each ton of different kinds of solid waste. Rates will be doubled for emissions in excess of the stipulated amount. Taxes may also be halved if emissions are below half the national standard. Provincial governments may "appropriately" raise rates taking local environmental conditions into account.
