慈城古縣城的保護(hù)性開發(fā)，是寧波西北地區(qū)發(fā)展的中心項(xiàng)目。其中的古縣城衙署建筑群因位于古縣城整體布局的核心部位，而成為“重中之重”。

古縣城衙署建筑群在總體布局上既嚴(yán)格遵循了清代縣衙的形制，又兼顧了現(xiàn)今作為博物建筑群的使用靈活性；以中心軸線和兩側(cè)軸線相互映襯，并以橫向廊道聯(lián)系，充分考慮了建筑群的內(nèi)部各種交通流線的需求：通過合理的交通組織，將整個(gè)建筑群組成有不同分區(qū)的有機(jī)整體。既滿足了古建文物的要求，又滿足了博覽建筑的旅游觀光要求。為了充分反映古縣衙建筑群的文物價(jià)值，通過考古發(fā)掘而發(fā)現(xiàn)并確認(rèn)了原唐朝古縣衙制磚砌甬道，在位于二堂的明間以現(xiàn)代手法特殊設(shè)計(jì)建造了保護(hù)性的展示廊，極大地提升了該建筑群的歷史意義。古縣城衙署建筑群在造型上體現(xiàn)了地方古縣城衙署建筑群與衙署官式風(fēng)格相結(jié)合的特色，又充分反映慈城特有的建造地域性。不僅在建筑物的造型處理上使用地方元素，如山墻、巷道等；還直接體現(xiàn)在建造手段上，如石構(gòu)墻基、清水磚墻等。大部分節(jié)點(diǎn)的設(shè)計(jì)和施工直接來自于當(dāng)?shù)孛窬拥膶?shí)物留存，使傳統(tǒng)建造文化遺產(chǎn)得以延續(xù)而復(fù)興。

The protective development of Cicheng Old Town is the core project of northwest Ningbo's regional development, in which the old government office complex assumes top priority due to its central location in Cicheng's master plan.

The general layout of the old government office complex not only strictly follows Qing-dynasty principles, but also gives consideration to functional flexibility of modern museum complex. Connected by transverse corridors, its central and lateral axes correspond to one another and fully satisfy internal circulation requirements; the entire architectural complex is logically organized into an organic whole with various zones, which fulfill the needs of both relic preservation and museum sight-seeing. During archaeological excavation, a brick-paved path has been discovered and identified as belonging to the Tang dynasty. To fully reflect the value of the ancient complex as cultural relics, a protective exhibition gallery is built to modern design along the open bay of the 2nd hall, thus greatly increasing the architectural complex's historical value. Its form embodies combined characteristics of ancient government office complex and official architectural styles, while demonstrating Cicheng's distinctive regionalism. Local elements are used not only in the treatment of architectural forms, such as gables and alleys, but also directly reflected in construction, such as stone wall foundation and plain brick walls. The majority of details and their construction come straight from building remains kept by local residents, hence the continuation and revival of traditional constructional legacy.
