牽手歐盟中小企業(yè)中心,“鳳凰計(jì)劃”的棋盤越來(lái)越大—專訪歐盟中小企業(yè)中心主任張建華

歐盟中小企業(yè)中心與OTEC的強(qiáng)強(qiáng)聯(lián)手不僅能為前者帶來(lái)更多的啟發(fā),也能為后者平臺(tái)上高層次人才帶來(lái)更多的機(jī)遇。
歐洲是一個(gè)創(chuàng)新人才輩出的地方,愛立信、大眾、宜家、Skype等等,他們改變了生活方式、改變了商業(yè)模式。其中Skype最初是一家來(lái)自瑞典的創(chuàng)業(yè)公司,壯大之后被微軟收購(gòu)。事實(shí)上,有不少總部在美國(guó)、在納斯達(dá)克敲了鐘的國(guó)際企業(yè)都起源于歐洲,帶著大洋彼岸的基因和血液。
他們的思維和技術(shù)成形于歐洲,走出歐洲是為了擴(kuò)大市場(chǎng)。提到市場(chǎng),就沒有誰(shuí)不對(duì)中國(guó)朝思暮想。雖然民眾熟知的外國(guó)品牌大都是巨型的全球化企業(yè),但多年來(lái),不計(jì)其數(shù)的中小企業(yè)都帶著他們的產(chǎn)品和技術(shù)來(lái)到中國(guó)尋找機(jī)會(huì),但有一部分因?yàn)樗敛环o(wú)奈打道回府。2010年,一個(gè)專門為了幫助他們了解中國(guó)市場(chǎng),應(yīng)對(duì)市場(chǎng)挑戰(zhàn)的機(jī)構(gòu)成立了—?dú)W盟中小企業(yè)中心(即EU SME Centre,下文簡(jiǎn)稱“中心”)。
歐盟中小企業(yè)中心由歐盟資助成立,為來(lái)自歐盟國(guó)家的中小企業(yè)提供全面、實(shí)用的支持性服務(wù),包括協(xié)助他們更好的應(yīng)對(duì)進(jìn)入中國(guó)市場(chǎng)面臨的挑戰(zhàn);中心擁有來(lái)自商務(wù)拓展、法律、行業(yè)標(biāo)準(zhǔn)和人力資源領(lǐng)域的專家團(tuán)隊(duì),為歐盟中小企業(yè)提供基礎(chǔ)服務(wù)和技術(shù)型商業(yè)解決方案;包括提供報(bào)告、培訓(xùn)、咨詢和政策倡導(dǎo)服務(wù)。
歐盟中小企業(yè)中心主任張建華告訴《留學(xué)》記者,中心服務(wù)于歐盟28個(gè)成員國(guó)的中小企業(yè),特別是那些來(lái)自尚未在中國(guó)設(shè)立商務(wù)貿(mào)易代表的成員國(guó)。通過中心,很多來(lái)自歐盟的中小企業(yè)就能夠獲得他們?cè)?jīng)求助無(wú)門的信息和指導(dǎo)。目前,中心由六家歐洲商會(huì)聯(lián)合管理,包括英中貿(mào)易協(xié)會(huì)、荷比盧工商協(xié)會(huì)、中國(guó)意大利商會(huì)、中國(guó)法國(guó)工商會(huì)、EUROCHAMBRES、中國(guó)歐盟商會(huì)。
張建華舉了個(gè)例子:“比如辦證這件事兒吧。在英國(guó),一兩周就能申請(qǐng)下來(lái)一個(gè)營(yíng)業(yè)執(zhí)照;但是在中國(guó),有的卻需要半年,這半年要跑很多部門、辦理很多手續(xù),對(duì)于初來(lái)乍到的外國(guó)企業(yè)來(lái)說就非常困難?!边@半年,沒有營(yíng)業(yè)許可的企業(yè)不能從事商業(yè)活動(dòng),對(duì)于資金不充沛的中小企業(yè)來(lái)說是一個(gè)巨大的考驗(yàn)。

由于都是照章辦事,張建華坦言,這一過程對(duì)于外商來(lái)說倒是沒什么“文化沖擊”,但要跑很多有關(guān)部門、填寫很多表格,就夠喝上一壺了。歐盟中小企業(yè)中心雖然不能為他們代勞,但可以為企業(yè)指明方向,讓企業(yè)有個(gè)好的開始。
接下來(lái)就是尋找客戶或合作伙伴,例如產(chǎn)品進(jìn)口經(jīng)銷商、投資方等,外來(lái)企業(yè)在尋找有關(guān)中國(guó)市場(chǎng)的可靠信息時(shí)往往面臨困難,這也成為中心的核心服務(wù)之一。對(duì)于技術(shù)合作的需求,中心會(huì)借助歐洲企業(yè)網(wǎng)數(shù)據(jù)庫(kù) (Enterprise Europe Network)為歐洲研究所和企業(yè)與中國(guó)市場(chǎng)進(jìn)行匹配與對(duì)接,促進(jìn)中歐技術(shù)交流與合作。另外,中心與各國(guó)使館和商會(huì)也積極促成各種商展和對(duì)接活動(dòng),甚至不乏國(guó)家層面的商展,由各國(guó)駐華大使和我國(guó)商務(wù)部官員親自站臺(tái)。“和鋪天蓋地的商貿(mào)展不同,”張建華表示:“歐盟中小企業(yè)中心創(chuàng)造的是更為精準(zhǔn)的洽談機(jī)會(huì),很多會(huì)談都是小型的,但達(dá)成合作的成功率也更高?!?/p>
為此,歐洲中小企業(yè)中心也與中國(guó)各級(jí)政府和眾多的組織機(jī)構(gòu)達(dá)成了良好的合作,其中就包括北京市國(guó)際交往的重要窗口和文化通道,朝陽(yáng)區(qū)政府。
作為歐盟28國(guó)中小企業(yè)的“在華教練”,歐盟中小企業(yè)中心既了解中國(guó)的發(fā)展趨勢(shì),也了解歐盟企業(yè)的優(yōu)勢(shì)和訴求。
如今中國(guó)的海歸人才逐年激增,他們職業(yè)規(guī)劃已經(jīng)不再釘死在北上廣,那么外來(lái)企業(yè)對(duì)于地域的選擇是否有同樣的趨勢(shì)?張建華解釋:“很多歐盟的中小企業(yè)并不了解中國(guó),所以他們對(duì)于地域的選擇通常有兩個(gè)方向,第一就是選擇自己知道的城市,比如北上廣深;第二就是緊跟同行業(yè)巨頭的腳步,比如汽車產(chǎn)業(yè)的中小企業(yè)會(huì)首選武 漢?!?/p>
去年,由歐盟中小企業(yè)中心和英中貿(mào)易協(xié)會(huì)共同推出的新報(bào)告顯示,現(xiàn)在正是歐洲中小型企業(yè)贏得在中國(guó)更大市場(chǎng)份額的最佳時(shí)期。新的報(bào)告主要關(guān)注了兩大關(guān)鍵市場(chǎng):食品飲料和醫(yī)療設(shè)備。
盡管中國(guó)國(guó)內(nèi)競(jìng)爭(zhēng)激烈,但由于行業(yè)標(biāo)準(zhǔn)提高、政府對(duì)食品安全問題的重視以及人口老齡化對(duì)醫(yī)療保健需求增加等現(xiàn)象,歐洲中小型企業(yè)在華發(fā)展機(jī)會(huì)仍比比皆是。張建華告訴記者,目前,中歐企業(yè)間合作有三個(gè)熱門方向,即“出口貿(mào)易、投資和技術(shù)轉(zhuǎn)移/專利轉(zhuǎn)移”。而熱門的行業(yè),當(dāng)然不止于食品和醫(yī)療領(lǐng)域,而是覆蓋了各行各業(yè)。
中國(guó)的商業(yè)腳步走得很快,如何幫助在華企業(yè)與時(shí)俱進(jìn)也是一個(gè)大課題。在這方面,歐盟中小企業(yè)中心走得很快。張建華向記者舉了個(gè)例子:“比如微信吧,這是中國(guó)的大創(chuàng)新。我們專門研究了微信在推廣上的使用技巧,并培訓(xùn)來(lái)華的歐盟中小企業(yè)。這些企業(yè)在中國(guó)沒有認(rèn)知度,也沒有資金做大型廣告,對(duì)于他們來(lái)說,通過微信進(jìn)行圈子輿論的傳播是最好的方式。”
另外,面對(duì)中國(guó)的電商氣候,歐盟中小企業(yè)中心也在做下一步的布局,如何通過電商為更多的歐盟企業(yè)帶來(lái)機(jī)會(huì)?歐盟的中小企業(yè)是自建平臺(tái)還是與各大平臺(tái)合作?都是需要進(jìn)一步規(guī)劃 的。
與朝陽(yáng)海外學(xué)人創(chuàng)業(yè)大會(huì)(OTEC)就是其中的重要一步,朝陽(yáng)區(qū)擁有大量的國(guó)際化資源,從2009年起,該區(qū)政府就通過“鳳凰計(jì)劃”吸納了大量海外高層次人才,這些全球化高端人才了解并實(shí)踐著如何連接中國(guó)和國(guó)際的商機(jī)、技術(shù)和產(chǎn)品。歐盟中小企業(yè)中心與OTEC的強(qiáng)強(qiáng)聯(lián)手不僅能為前者帶來(lái)更多的啟發(fā),也能為后者平臺(tái)上高層次人才帶來(lái)更多的機(jī)遇。

Q: Why did the EU initiates the EU SME Centre? Would you please give us a quick view of the centre’s history?
A: The EU SME Centre was set up 6 years ago,in 2010. Its main aim is to help European small and medium-sized businesses get ready for the Chinese market. The EU pays great attention to its SMEs and wants to boost their competitiveness in doing business overseas.
Small businesses are very important for the European Union, they make up 99.7% of all businesses in the EU,that means 22 million small businesses in the European Union’s 28 states.
SMEs are acknowledged as a key source of growth,entrepreneurship, innovation, competitiveness and employment. At the same time, SMEs are typically less resourced than larger firms to address the complexities and risks of entering global markets.
The EU SME Centre helps facilitate market access for European SMEs. Specifically, the Centre assists SMEs to establish, develop and maintain commercial activities in the Chinese market ? through export and investment - particularly at the crucial early stages of their market penetration strategy.
Q: You just mentioned your aim, then how does the EU SME Centre fulfill that?
A: Our team of experts provides advice and support in four areas ? business development, law, standards and conformity and human resources. Collaborating with external experts worldwide, the Centre converts valuable knowledge and experience into practical business tools and services easily accessible online. From first-line advice to in-depth business solutions, we offer servicesthroughout:
Knowledge Centre - Containing over 100 comprehensive market reports, guidelines and case studies available to download from our website.
Advice Centre - Saving the SMEs’ time,money and providing reassurance that they have the right information to support their business decisions.
Training Centre - Offering training programmes both face-to-face and online to plug the knowledge and skills gaps of SMEs entering the China market.

Q: What is the biggest challenge when SMEs start their businesses in China?
A: One of the biggest challenges here is dealing with regulations and bureaucracy. It is tough, especially for small businesses as they do not have many resources here. The regulations and bureaucracy always take time.
In the UK, for example, you can set up a company in a week or two. In China, it is much longer, you have to go to different departments and organisations, engage different banks, and go through many steps. Small businesses cannot afford that long,they don’t have that much time and money. They need to go to the market much more quickly. That is where we help, we can give them advice and point them in the right direction.
Q: What is the future trend for the EU SME Centre and the SMEs In China?
A: The world is changing very quickly. The 13th Five Year Plan indicates that China will be putting more emphasis on consumption to drive its economy. It will also be motivating its industries to innovate and move their manufacturing processes up the value chain. At the same time more and more Chinese companies will also be looking to invest in the EU. In this exciting new world, EU SMEs will have more and more opportunities to support and be part of China's transformation and, of course, the EU SME Centre will be there to help them with their journey.
Q: What is your advice to Chinese Overseas Students?
A: Make the most of it. Your experience abroad; studying and working alongside your colleagues will be invaluable. With the language and cultural skills that you will pick up there's no doubt that you will be the rising stars of the future.
