    Attracting More Overseas High-Level Human Resources to Promote the Chongqing’s Construction of Inland Open City

    Recently, the Conference on Overseas High-Level Human Resources Innovation and Pioneering Project in Chongqing, China 2016 was held in Russia and the Republic of Belarus. General secretary Xi Jinping once addressed that those who have topnotch human resources enjoy the advantage and dominant right in science and technology innovation. With the rapid economic and social development, Chongqing is attracting overseas high-level human rces and becoming more important in building a new focus of opening-up in inland China.

    Vital roles of overseas specialists

    In March 2010, Dr. Weihong Song, Canadian Research Chair in Alzheimer’s Disease UBC, Jack Brown and Family Professor, Director of Townsend Family Laboratories, and Special Advisor to the President on China, was invited to be the part-time director of Key Laboratory of Child Development and Disorders, Ministry of Education, Children’s Hospital of Chongqing Medical University. During his stay in Chongqing, Song made great contributions to scientifi c research, team construction and talents nurturing. Song also took initiative to promote the cooperation and communication between Chongqing Medical University, Children’s Hospital and UBC Canada in the meanwhile. Chongqing Medical University reached comprehensive cooperation agreement with UBC. In April 2011, Key Laboratory of Child Development and Disorders, Ministry of Education, Children’s Hospital of Chongqing Medical University passed the acceptance test carried out by experts from the Science and Technology Division, Ministry of Education, becoming the only key laboratory of Ministry of Education in the pediatrics fi eld.

    The shortage of topnotch scientific and technological human resources in Chongqing

    The amount of academicians of Chinese Academy of Science and Chinese Academy of Engineering is a vital indicator to evaluate the quantity and quality of local topnotch talents. According to the published data, till the end of 2015, there were 13 academicians of Chinese Academy of Science and Chinese Academy of Engineering in Chongqing, andamong which, 3 are academicians of Chinese Academy of Science and 10, academicians of Chinese Academy of Engineering. Moreover, since the institutional reform of academicians’ recommendation system, in 2015 more talents have been appointed academicians of Chinese Academy of Engineering, among who are Pan Fusheng from Chongqing University and Jiang Jianxin from The Third Affi liated Hospital, Third Military Medical University. There are less than 20 published academicians in Chongqing including overseas medical academicians introduced in 2016. However, in Zhengzhou, the capital city of Henan province, the whole city has called for people to do everything possible to reach the target of 50 academicians of Chinese Academy of Science and Chinese Academy of Engineering.

    Our reporter learned that though Chongqing has made remarkable achievements in economic and social development, the shortage of scientists who specialized in economy, science and technology is becoming severe. Some relevant data showed that till 2015, there was only one leading economist who won the Changjiang Scholar Award and permanently stayed in Chongqing, namely Professor Shujie Yao, from Chongqing University.

    Colleges, universities, and scientifi c research institutions are the main stages to attract overseas high-level human resources. Over 99 organizations including colleges, universities, scientific research institutions, companies, and hospitals went out and provided 782 jobs to attract overseas talents this round. Chongqing University of Posts and Telecommunications, Sichuan International Studies University, Chongqing University, and Chongqing Institute of Green and Intelligent Technology, Chinese Academy of Sciences are in great demand of overseas high-level talents. In 2015, in order to attract students back to work in Chongqing, the human resource center of Chongqing Logistics City carried out touring campus recruitment and made recruitment speeches in top universities in Beijing, Shanghai and Chongqing, including Tsinghua University, Fudan University, Chongqing University and Southwest University of Finance and Economics. Meanwhile, it also broke the limit of national boundaries and finished 3 roadshows with Europe, the western and eastern parts of North American on the overseas talents recruitment platform of Zhimaqiao, making a new innovation in online recruitment.
