CHINA KEY PHRASES

中國(guó)倡導(dǎo)交流互鑒的文明觀,其核心內(nèi)涵是:文明是多彩的,人類文明因多樣才有交流互鑒的價(jià)值;文明是平等的,人類文明因平等才有交流互鑒的前提;文明是包容的,人類文明因包容才有交流互鑒的動(dòng)力。當(dāng)今世界,人類生活在不同文化、種族、膚色、宗教和不同社會(huì)制度所組成的世界里,各國(guó)人民形成了你中有我、我中有你的命運(yùn)共同體,應(yīng)該推動(dòng)不同文明相互尊重,和諧共處,讓文明交流互鑒成為增進(jìn)各國(guó)人民友誼的橋梁、推動(dòng)人類社會(huì)進(jìn)步的動(dòng)力和維護(hù)世界和平的紐帶。應(yīng)該從不同文明中尋求智慧,汲取營(yíng)養(yǎng),為人們提供精神支撐和心靈慰藉,攜手解決人類共同面臨的各種挑戰(zhàn)。
China’s initiation of exchanges and mutual learning among civilizations is prompted by their diverse nature, premised on the principle of equality, and propelled by the overarching desire for inclusiveness.
As the world we inhabit is characterized by diverse cultures, ethnicities, religions, and social systems, people everywhere find more than ever that they are part of a community of shared future whose interests interlock. Promoting mutual respect and harmonious coexistence between civilizations, therefore, is vital. Exchanges and mutual learning can serve as a bridge of friendship between peoples, drive human progress, and help safeguard world peace. The wisdom and power of world civilizations is a source of moral support and cultural inspiration that we must tap throughout our joint effort to deal with the challenges that humanity faces.
中國(guó)倡導(dǎo)維護(hù)和發(fā)展開(kāi)放型世界經(jīng)濟(jì),主張各國(guó)應(yīng)進(jìn)一步擴(kuò)大相互開(kāi)放,旗幟鮮明地反對(duì)各種形式的貿(mào)易保護(hù)主義,齊心協(xié)力做大世界經(jīng)濟(jì)這塊大蛋糕。為此,各國(guó)應(yīng)維護(hù)自由、開(kāi)放、非歧視的多邊貿(mào)易體制,不搞排他性貿(mào)易標(biāo)準(zhǔn)、規(guī)則、體系,避免造成全球市場(chǎng)分割和貿(mào)易體系分化。要探討完善全球投資規(guī)則,引導(dǎo)全球發(fā)展資本合理流動(dòng),更加有效地配置發(fā)展資源。
China is committed to maintaining and developing an open world economy. It encourages all countries to open their doors wider, stand firm against any form of trade protectionism, and work in concert to promote growth of the world economy. To this end, all should work towards an open, unfettered, and nondiscriminatory multilateral trading system, and resist any standards, rules or policies that condone or encourage exclusionary trade practices. Efforts are called for to avoid undue fragmentation of the global market and trading system. All avenues should be explored to improve global investment rules, ensure rational flow, and more effective allocation of global development resources.
中國(guó)主張,在國(guó)際關(guān)系中,要妥善處理義和利的關(guān)系。政治上,要遵守國(guó)際法和國(guó)際關(guān)系基本原則,秉持公道正義,堅(jiān)持平等相待。經(jīng)濟(jì)上,要立足全局,放眼長(zhǎng)遠(yuǎn),堅(jiān)持互利共贏,共同發(fā)展,既要讓自己過(guò)得好,也要讓別人過(guò)得好。
習(xí)近平主席指出:義,反映的是我們的一個(gè)理念,共產(chǎn)黨人、社會(huì)主義國(guó)家的理念。這個(gè)世界上一部分人過(guò)得很好,一部分人過(guò)得很不好,不是個(gè)好現(xiàn)象。真正的快樂(lè)幸福是大家共同快樂(lè)、共同幸福。中國(guó)希望全世界共同發(fā)展,特別是希望廣大發(fā)展中國(guó)家加快發(fā)展。利,就是要恪守互利共贏原則,不搞我贏你輸,要實(shí)現(xiàn)雙贏。中國(guó)有義務(wù)對(duì)貧窮的國(guó)家給予力所能及的幫助,有時(shí)甚至要重義輕利、舍利取義,絕不能惟利是圖、斤斤計(jì)較。正確義利觀承繼了中國(guó)外交的優(yōu)良傳統(tǒng),體現(xiàn)了中國(guó)特色社會(huì)主義國(guó)家的理念。
China views the relationship between the greater good and self-interest as an essential feature of international relations. At the political level, all countries should abide by international law and the basic norms that govern international relations, and uphold the principles of fairness, justice, and equality among nations. At the economic level, they should seek a course of action that brings mutual benefits and leads to win-win solutions, and focus on the big picture and long-term considerations.
The pursuit of the greater good remains, as President Xi Jinping once said, embedded in our values. A self-perpetuating divide between the haves and have-nots is not acceptable. True happiness is that which is shared and enjoyed by everyone. China hopes that all countries in the world, especially developing countries, might benefit from development efforts. The pursuit of self-interest should, on the other hand, be aligned with the search for mutual benefit, rather than transmuting into a zero-sum game. China has shouldered the obligation to provide assistance to poor countries within the limits of its own resources. It is sometimes necessary to work for the greater good at the expense of self-interest to fulfill this obligation, however unfavorable the calculus might be in financial terms. The relationship between the greater good and self-interest is grounded in China’s tradition of diplomacy, and embodies the values we cherish.
