“棗莊空間”，風勁正揚帆

自古以來，棗莊就是一座好客養(yǎng)士、包容尚賢的城市，不僅孕育了中華科圣墨子、工匠祖師魯班、造車鼻祖奚仲等眾多歷史名人，更有戰(zhàn)國“四公子”之一的孟嘗君在這里廣攬群賢，留下了“食客三千”的佳話，開啟了中國歷史上招才引智、選賢用能的先河。今天的棗莊，高舉習近平新時代中國特色社會主義思想偉大旗幟，正以嶄新的姿態(tài)迎接新一輪改革開放的大潮。來這里投資興業(yè)、創(chuàng)新創(chuàng)造、成就夢想，恰逢其時、前景廣闊，面臨著不可多得的“棗莊空間”。

這是實施新舊動能轉(zhuǎn)換重大工程帶來的“棗莊空間”。按照騰籠換鳥、鳳凰涅槃的思路，市委、市政府明確提出打造六大特色優(yōu)勢產(chǎn)業(yè)，其中高端制造、高端化工，屬于傳統(tǒng)改造升級、即將邁入千億板塊的產(chǎn)業(yè)；大數(shù)據(jù)、鋰電、光纖、醫(yī)養(yǎng)健康，屬于重點培植的新興產(chǎn)業(yè)。為加速動能轉(zhuǎn)換、產(chǎn)業(yè)集聚，我們設立了總規(guī)模100億元的市級新舊動能轉(zhuǎn)換基金，堅持一個產(chǎn)業(yè)制定一個專項規(guī)劃、匹配一支引導基金、明確一名市級領導掛帥扶持?？梢哉f，一個個產(chǎn)業(yè)如同一座座“富礦”，等待著各方有志之士來挖掘、來開采。

這是實施鄉(xiāng)村振興戰(zhàn)略帶來的“棗莊空間”。習近平總書記要求山東打造“鄉(xiāng)村振興的齊魯樣板”。棗莊作為國家農(nóng)村改革試驗區(qū)、國家現(xiàn)代農(nóng)業(yè)示范區(qū)和國家農(nóng)業(yè)可持續(xù)發(fā)展試驗示范區(qū)，承擔著打造“樣板中的模板”的使命任務。無論是農(nóng)業(yè)產(chǎn)業(yè)化、農(nóng)村“新六產(chǎn)”、農(nóng)民奔小康，還是美麗鄉(xiāng)村建設、鄉(xiāng)村旅游發(fā)展，都為工商資本、社會資本進軍“三農(nóng)”提供了大有可為、大有作為的舞臺。

這是實施園區(qū)改革創(chuàng)新發(fā)展帶來的“棗莊空間”。棗莊擁有1個國家級高新技術產(chǎn)業(yè)開發(fā)區(qū)和6個省級經(jīng)濟開發(fā)區(qū)，以及魯南煤化工產(chǎn)業(yè)園、薛城能源循環(huán)經(jīng)濟產(chǎn)業(yè)園、臺兒莊文化產(chǎn)業(yè)園等一批特色產(chǎn)業(yè)園區(qū)。為提升園區(qū)承載力，我們研究制定了園區(qū)改革創(chuàng)新發(fā)展的意見，著力清理“僵尸企業(yè)”，發(fā)展“飛地經(jīng)濟”，實行項目市級統(tǒng)籌，為大項目、好項目落地騰出更多資源和空間。同時，在新城南部規(guī)劃了15平方公里的魯南產(chǎn)學研協(xié)同創(chuàng)新示范區(qū)，統(tǒng)籌推進高校和技術開發(fā)轉(zhuǎn)化中心、互聯(lián)網(wǎng)小鎮(zhèn)、魯南大數(shù)據(jù)中心、醫(yī)養(yǎng)健康園等創(chuàng)新創(chuàng)業(yè)平臺建設，進一步集聚高端創(chuàng)新資源。棗莊的各類園區(qū)有著近萬畝的可騰退土地和近千萬平米的可利用廠房，是項目招商的主陣地，每一條“靶向”政策、每一塊“留白”土地，都蘊含著觸手可及的“棗莊商機”。

這是實施基礎設施建設帶來的“棗莊空間”。棗莊地處京滬交通大動脈的中間節(jié)點，京滬高鐵、津浦鐵路等從這里出入山東境，京臺高速、新臺高速等從這里實現(xiàn)繞城，京杭大運河、微山湖等在這里形成“黃金水道”，區(qū)位交通得天獨厚。為進一步鞏固優(yōu)勢、加固底板，聚焦交通、能源、水利、城建等領域，市委、市政府謀劃實施了莊里水庫及抽水蓄能發(fā)電、棗莊機場、十電運煤專線遷建、棗菏高速、新臺高速、棗木高速東延、S234沂臺線南延、新城至滕州快速公交B6線、棗莊鐵路物流園等一批重大基礎設施項目。這些巨大的投資需求，為政府與市場聯(lián)手、地方和企業(yè)合作提供了前所未有的寶貴機遇。

這是實施營商環(huán)境優(yōu)化帶來的“棗莊空間”。加速追趕、換道超車的棗莊，堅持把優(yōu)化環(huán)境作為發(fā)展的生命線，積極構(gòu)建“親”“清”新型政商關系，營造高效便捷的政務服務生態(tài)。我們正全力推進“一次辦好”改革，3個工作日內(nèi)完成新辦企業(yè)開辦手續(xù)，5個工作日內(nèi)完成不動產(chǎn)登記，45個工作日內(nèi)完成工程建設項目審批。我們正全力推行“一線作戰(zhàn)”工作法，對重大工程、重點項目和重要企業(yè)實行作戰(zhàn)指揮部工作機制，一名現(xiàn)職市級領導任指揮長，帶領一個工作專班，點對點、面對面、實打?qū)崕头觯瑤椭鉀Q在資金、規(guī)劃、立項等方面的困難和制約，讓干部“多跑腿”，讓企業(yè)“少操心”，真正做到“政府負責陽光雨露，企業(yè)只管茁壯成長”。我們正全力實施“棗莊英才集聚”工程，梳理整合現(xiàn)有的招商引資、招才引智政策，拿出最優(yōu)質(zhì)的資源、提供最周到的服務，吸引更多的戰(zhàn)略投資者、合作者和高層次人才來棗創(chuàng)新創(chuàng)造、創(chuàng)業(yè)創(chuàng)富。

The big project of replacement of old growth drivers with new ones brings the “Zaozhuang Space”. The Rural Revitalization Strategy brings the “Zaozhuang Space”.The agriculture industrialization and the construction of beautiful villages provide a platform for industry and commercial funds and social capital to go deep into agriculture, rural areas and the life of farmers.
