      Study on the Paths of Reinforcing Counselors’ Professional Capacity Cultivation in Local Colleges

      Abstract: The promotion of college counselors professional capacity is the key factor that is highly related with the progress of Chinese higher education, counselors development and college students growing up. On how to promote local college counselors professional capacity, the cultivating ways explored by the Counselors Quality Promoting Project of a College in Guangdong, such as the scientific management, specialized training, example demonstration, regular communication and professional skills contest are worth learning.

      From the successively publication of《the suggestions on furtherly reinforcing and improving college students ideological and political education from The CPC Central Committee and the State Council》and《rules on common college counselor crew construction》to the promulgation of《common college counselors training plan(2013-2017)》and《college counselors professional capacity standard(trial implementation)》, these official documents show that the state pays more and more attention to the construction of crew specialization and professionalization of college counselor on one hand, and that the requirements from higher education in new era to counselors professional capacity. The investigation show that,” counselors are dedicated but not specialized”. Recently, many colleges have realized the importance and urgency of promoting counselors professional capacity, and the counselor quality promoting project of the college the author works in is the representative.

      1、the importance and urgency of reinforcing counselors professional capacity cultivation in college.

      promoting counselors professional capacity is the necessary requirement in three aspects: Chinese higher education development, counselors development, and cultivating “Shuangchuang” talents. Firstly, the essential task of higher education aims to make people moral and able. The core task to higher education is to help college students to have correct views about the world, life and value. This makes rather high requirements to the college counselor crew in the cultivating progress. College counselors play an obvious role in “guiding idea and belief, striving goal and behavior way”, and are named “l(fā)ife supervisor” by college students. Secondly, college counselors are the importance part of teaching crew and managing crew, and they have a double identity of teacher and cadre. However actually, counselors development is always ambiguity in responsibility and vague in development planning. The more seriously is that, with the speeding up of de-administration reform in college, and the implementation of personnel system reform and professionalization, the room for counselors as cadres has become smaller and smaller. Thirdly, in the time of “Shuangchuang”, innovation and enterprising have become the direction of higher educations reform and development. As the frontline crew of college students educating and managing, college counselors are given more important responsibility and mission in the cultivation of “Shuangchaung” talents.

      2、The bottleneck of promoting counselors professional capacity in local college

      There is a prominent contradictory in the professional capacity development of local college counselor, that is the contradictory between the capacity requirement and the current capacity. Firstly, specialized knowledge and discipline background are far away from position requirement. Most of the domestic colleges dont have profession limitation in employing counselors, and counselors that have discipline background of ideological and political education, psychology, management and pedagogy are only a small portion. The number of the counselors which have these discipline backgrounds are no more than 30 percent. Secondly, there is a long distance between the specialized and professional level and the position requirement. The brain drain phenomenon is rather serious in the counselor crew. In the college the author works, the counselors whose working year is less than 5 years is 65.14 percent, while that whose working year is more than 10 years is no more than 5 percent.

      3、The paths of reinforcing counselors professional capacity in local college

      Recently, via《counselors quality promotion project》, with promoting counselors professional skills, enhancing the study of counselors work and promoting education background as pointcuts, a college in Guangdong created various conditions to build a counselor crew of “Firm political stance, skillful in work, obeying the discipline, unbright in daily behaviour”.

      Firstly, scientific management is a force guarantee. The promotion of counselors professional capacity depends on the scientific management in the process of employing, test and evaluation. The first step is to employ an excellent counselor crew, and the next is to manage and evaluate scientifically to make this crew stable. Secondly, specialized training is an effective path. Recently, colleges have constantly increased counselors training efforts, with accelerating counselors specialization, professionalization and lasting development as guidance, constructing rigorous training system as basis, promoting training professional capacity as key point, innovating training ways as measure, promoting training quality as goal. Thirdly, example demonstration is an important gripper. The power of example is huge, and it is a mirror, a flag. Recently, this college has found, cultivated and advertised many excellent counselors to strengthen example demonstration effect through selecting “counselor year people”, “excellent counselor”, “excellent counselors essay”, “excellent counselors case”. Meanwhile, this college positively implements “outstanding counselors studio construction”, and plans to help some counselors to get promoted in technical title. Fourthly, regular communication is an important platform. Communication stimulates thoughts, and people get experiences through communication. This college regularly holds counselor salon and counselor forum, so as to provide a platform for counselors to communicate with each other. Lastly, professional technical contest is a new path. Counselor professional capacity contest “helps to solve the problems existing in ordinary bachelor colleges, for example, counselors social identity degree is not high, professional lassitude phenomenon is prominent, specialized capacity is insufficient, and so on.” Since 2012, this college has held nearly 10 counselor professional technical contests, and each of the counselors in college has contest experience. Through such a contest, counselors are more familiar with managing rules and systems, know students better, comprehensively inspect professional capacity, and accelerate counselors mutual communication and learning.
