柯城區(qū)禮賢社區(qū)項(xiàng)目建筑面積65萬(wàn)平方米，總投資達(dá)53.35億元，以“大同之城，崇德禮賢”為設(shè)計(jì)理念展開(kāi)，整體規(guī)劃結(jié)合TOD核心功能，實(shí)現(xiàn)多元共享的服務(wù)體系，配套教育中心、健康中心，東西向串聯(lián)嚴(yán)家淤活力島的城市功能發(fā)展軸，整合地塊內(nèi)南北文化教育、醫(yī)療康養(yǎng)優(yōu)勢(shì)資源的城市景觀聯(lián)系軸，打造醫(yī)療康養(yǎng)、文化教育、活力生活復(fù)合片區(qū)。

該社區(qū)既是浙江省首批24個(gè)未來(lái)社區(qū)試點(diǎn)項(xiàng)目之一，也是首批聯(lián)合國(guó)可持續(xù)社區(qū)標(biāo)準(zhǔn)試點(diǎn)項(xiàng)目。它位于衢州市中心區(qū)組團(tuán)，項(xiàng)目位于衢州新老城區(qū)交界處，處于城市交通大動(dòng)脈的中心，周邊有衢江大橋、雙港大橋、荷一路過(guò)江隧道等交通線(xiàn)路連接隔江相望的智慧新城，區(qū)位條件優(yōu)越，屬于改造重建類(lèi)試點(diǎn)項(xiàng)目。

將中華文化、江南特色、東方文化、衢州韻味等特色元素進(jìn)行提煉，禮賢未來(lái)社區(qū)賦予場(chǎng)地新的性格和詩(shī)意空間，構(gòu)筑高品質(zhì)居住生活、庭院勝境，以期打造為中國(guó)城市社區(qū)生活獲得感領(lǐng)跑者、中國(guó)大花園城市高質(zhì)量領(lǐng)跑者、中國(guó)基層治理標(biāo)桿城市領(lǐng)跑者。

“一核、雙心、三軸、多片區(qū)”

禮賢未來(lái)社區(qū)以“一核、雙心、三軸、多片區(qū)”為規(guī)劃結(jié)構(gòu)，各地塊與三大軸線(xiàn)有機(jī)連接，在“幾”字形軸線(xiàn)上形成一方方“印章”，打造獨(dú)特的衢州“印”象，并根據(jù)各地塊自身特點(diǎn)，合理布置功能，注重從自然和人文出發(fā)，重視空間和場(chǎng)所性格的塑造。

該社區(qū)落實(shí)“三化九場(chǎng)景”的指標(biāo)要求，踐行低尺度、密路網(wǎng)、小街巷，地下通、車(chē)快捷、人易行，無(wú)圍墻、無(wú)邊界、無(wú)障礙，生態(tài)化、低碳化、智慧化，市井味、煙火味、人情味的45字規(guī)劃建設(shè)方針，實(shí)現(xiàn)新型城鎮(zhèn)化與產(chǎn)業(yè)智慧化、空間治理與社會(huì)治理的同步轉(zhuǎn)型。

規(guī)劃設(shè)計(jì)將鄰里中心設(shè)在最核心的沿江區(qū)位，其下配置“鄰禮匯”社區(qū)服務(wù)中心、TOD公交首末站、商業(yè)服務(wù)和創(chuàng)業(yè)創(chuàng)新等功能，將最優(yōu)的景觀配套資源禮讓給教育、醫(yī)療及配套服務(wù)從業(yè)者。生活場(chǎng)景中導(dǎo)入TOD功能模式，通過(guò)功能完善的mini-TOD系統(tǒng)串聯(lián)起禮賢未來(lái)社區(qū)中的九大場(chǎng)景，該系統(tǒng)與蓋板地景之上的慢行景觀系統(tǒng)既平行獨(dú)立，又在上下節(jié)點(diǎn)處緊密聯(lián)系。

源于對(duì)中國(guó)特色鄰里關(guān)系的思考，設(shè)計(jì)中運(yùn)用地景的方式塑造了社區(qū)中的花園，在花園之上各社區(qū)組團(tuán)采用低層數(shù)、密路網(wǎng)、小街巷、多院落的組合方式營(yíng)造舒適宜人的空間尺度，提取傳統(tǒng)東方建筑“粉墻黛瓦”“前坊”“望樓”等元素，融合形成大花園、小房子，體現(xiàn)出兼具中國(guó)特色與強(qiáng)烈未來(lái)感的建筑特征。

構(gòu)建高效工作機(jī)制

該未來(lái)社區(qū)建設(shè)的目標(biāo)是打造成為浙江省高質(zhì)量發(fā)展的新亮點(diǎn)和“重要窗口”的標(biāo)志性成果，同時(shí)這也是一項(xiàng)集理念創(chuàng)新、模式創(chuàng)新、技術(shù)創(chuàng)新、機(jī)制創(chuàng)新為一體的全新實(shí)踐，需要統(tǒng)籌整合，需要系統(tǒng)發(fā)力，需要機(jī)制保障。

為了更好地推動(dòng)未來(lái)社區(qū)建設(shè)，衢州市政府有關(guān)部門(mén)抽調(diào)精干力量組建專(zhuān)班，舉全市之力聚焦“方案最優(yōu)、模式最新、主體最好、政策最佳”破難攻堅(jiān)。

自禮賢未來(lái)社區(qū)創(chuàng)建以來(lái)，衢州始終堅(jiān)持開(kāi)門(mén)辦學(xué)、開(kāi)放創(chuàng)新，政府引導(dǎo)、市場(chǎng)運(yùn)作，廣邀各類(lèi)主體以多種形式參與到未來(lái)社區(qū)試點(diǎn)中，并從中選擇有情懷、有資源、有跨界能力、有成功案例的高端團(tuán)隊(duì)展開(kāi)合作，集聚廣泛參與力量，達(dá)到“借智借力、群策群力、內(nèi)外合力”的效果。

為了更好地發(fā)揮高端智囊作用，衢州立足市內(nèi)、放眼市外，召開(kāi)全民大討論、國(guó)際論壇、理論中心組學(xué)習(xí)會(huì)等各個(gè)層級(jí)各種形式的“諸葛亮?xí)?，與阿里巴巴、中鐵建、浙江金控未來(lái)社區(qū)管理基金等機(jī)構(gòu)簽訂戰(zhàn)略合作協(xié)議，廣泛邀請(qǐng)省發(fā)展規(guī)劃院、綠城設(shè)計(jì)院、中國(guó)美院等各類(lèi)主體參與試點(diǎn)創(chuàng)建，開(kāi)門(mén)問(wèn)策，集思廣益。

不僅如此，禮賢未來(lái)社區(qū)建設(shè)堅(jiān)持走群眾路線(xiàn)。衢州組織召開(kāi)原住居民座談會(huì)3次，收集方案設(shè)計(jì)調(diào)查問(wèn)卷823份，通過(guò)公眾參與、調(diào)查研究，梳理需求清單，為“場(chǎng)景塑造+社群營(yíng)造”、為高品質(zhì)生產(chǎn)生活和完善的配套服務(wù)找到“接地氣”的方向和目標(biāo)。

“群眾的滿(mǎn)意度，是衡量這項(xiàng)工作的最終評(píng)判點(diǎn)?！贬橹菔邪l(fā)改委相關(guān)負(fù)責(zé)人說(shuō)，“我們需要以百姓需求為導(dǎo)向，充分考慮未來(lái)社區(qū)建設(shè)中的‘關(guān)鍵小事’，聆聽(tīng)他們的心聲，做深做細(xì)實(shí)施方案，讓未來(lái)社區(qū)在百姓心里‘軟著陸’，可觸可感?！?/p>

目前，衢州柯城禮賢未來(lái)社區(qū)已全面開(kāi)工建設(shè)，是浙江省實(shí)現(xiàn)全面開(kāi)工的7個(gè)首批試點(diǎn)之一，為未來(lái)社區(qū)試點(diǎn)建設(shè)工作起到示范帶動(dòng)作用，也為浙江試點(diǎn)建設(shè)增添了獨(dú)特的“有禮”文化基因。如今，圍繞社區(qū)全生活鏈服務(wù)需求，她正一步步由藍(lán)圖走向現(xiàn)實(shí)，生動(dòng)詮釋著城市發(fā)展的終極目標(biāo)——“讓生活更美好”。

Lixian Community： For a Better Life

The Lixian Community project in Quzhou city’s Kecheng district has a planned construction area of 650，000 square meters， with a total investment of 5.335 billion yuan. Designed according to the concept of Datong Zhi Cheng， Chongde Lixian （hence the community’s name）， or “City of Universal Harmony， Honoring Men of Virtue”， the overall planning of the project is combined with the core functions of TOD （transit-oriented development）， attempting to implement a diverse and co-shared service system. The community will be provided with an education center and a health center， connecting with the Yanjiayu Island on an east-west urban functions development axis and integrating the cultural， educational， medical and healthcare resources on a north-south urban landscape axis. The project will help create a complex mixing all the abovementioned aspects of life.

Lixian Community is one of the first 24 future community pilot projects in Zhejiang province; it is also one of the first United Nations Sustainable Community Standards pilot projects. It is located in Quzhou’s downtown district， under the jurisdiction of Shuangshuiqiao community， Shuanggang sub-district in Kecheng district. Reaching Xinyuan Road in the east， Qujiang River in the west， Laodong Road of Qujiang Bridge in the north and Shuanggang Overpass in the south， the project sits right at the junction of the old and new urban areas of Quzhou city， the center of the city’s major traffic artery. Surrounded by Qujiang Bridge， Shuanggang Bridge， Heyi Road Tunnel and other traffic lines connecting the smart new city across the river， the location of the community is believed to the most ideal.

The structure of Lixian Community is planned as such that it will be composed of “a nucleus， two cores， three axes and multiple blocks”. Organically linked by the three axes， which have formed a “door” shape， the multiple blocks of the community are placed around like traditional Chinese seal cutting. According to the characteristics of each block， appropriate functions have been assigned， focusing on nature and people. Incorporating elements of Chinese culture， special Jiangnan （south of the Yangtze River） features and Quzhou’s local flavors， Lixian Community will lend the place a new personality with poetic imaginations. The end product will be a high-quality garden-like living area and a trend-setter for future communities.

Lixian Community will strive to follow the footsteps of new urbanization， industrial digitalization and the transformation of spatial and social government. More specifically， it will strictly adhere to the planned construction policy of building a dense road network， providing convenient transportation for vehicles and pedestrians， offering barrier-free access， erecting no walls， ensuring low-carbon emissions， among various other aspects.

In line with the planned design， a neighborhood center will be built along the Qujiang River at the very heart of Lixian Community， under which will be set up a community service center， a TOD bus terminal， apart from offering business services， entrepreneurship and innovation， as well as a slew of other functions. Indeed， practitioners in the educational， medical and service industries will be able to enjoy the most ideal landscape resources. Moreover， the TOD model will be introduced into everyday life， with a mini-TOD system linking the nine areas of neighborhood， education， healthcare， entrepreneurship， architecture， transportation， low carbon， services and governance.

Taking into consideration the unique Chinese neighbor relationships， the design of the community has used the method of landscaping in the building of the community garden for residential areas. Each residential area is virtually interspersed within a big garden， with the dense road network， traditional Chinese lanes and multiple courtyards serving as joints. Coupled with “white walls and black tiles” and other traditional oriental features， the architecture of community will be an ideal mix of Chinese traditions and futuristic ideas.

One of the goals of building future communities is to further propel Zhejiang’s high-quality and truly make it an “important window” of China. As a new practice encompassing concept innovation， model innovation， technology innovation and mechanism innovation， overall planning， systematic efforts and mechanism guarantees are all needed. Therefore， the Quzhou government has set up special taskforces headed by its leadership， research institutions and think tanks have been called in and public opinions have been canvassed， all for the smooth implementation of the Lixian Community project.

Just as someone from the Quzhou government in charge of the project stated， “The success of the project is ultimately dependent on citizens’ satisfaction.”
