編者按：濰坊地處渤海萊州南岸，陸地面積1.61萬平方公里，海域面積1421平方公里，轄4區(qū)6市2縣，常住人口938萬，現(xiàn)有耕地面積1000多萬畝。

濰坊自古農(nóng)業(yè)發(fā)達。1500多年前的濰坊人賈思勰著《齊民要術(shù)》，被譽為“農(nóng)圣”。千百年來，耕文明和創(chuàng)新傳統(tǒng)在濰坊大地薪火相傳，生生不息。2018年，習(xí)近平總書記在全國“兩會”期間到山東代表團參加審議和視察山東時兩次講到，“改革開放以來，山東創(chuàng)造了不少村改革發(fā)展經(jīng)驗，貿(mào)工農(nóng)一體化、業(yè)產(chǎn)業(yè)化經(jīng)營就出自諸城、濰坊、形成了‘諸城模式‘濰坊模式‘壽光模式”。這既是對山東和濰坊農(nóng)業(yè)農(nóng)村工作的充分肯定，也蘊含著對創(chuàng)新提升“三個模式”、推動鄉(xiāng)村振興走在前列的殷切期望。

“三個模式”的核心是農(nóng)業(yè)產(chǎn)業(yè)化。“諸城模式”主要是商品經(jīng)濟大合唱、貿(mào)工農(nóng)一體化、農(nóng)業(yè)產(chǎn)業(yè)化和農(nóng)村社區(qū)化等具體實踐，解決的主要是農(nóng)業(yè)生產(chǎn)、加工、流通脫節(jié)的問題;“濰坊模式”是濰坊各地農(nóng)業(yè)農(nóng)村改革創(chuàng)新經(jīng)驗的集成，突出農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營，創(chuàng)新農(nóng)業(yè)生產(chǎn)的組織形式、經(jīng)營方式和運行機制，解決的主要是農(nóng)戶散經(jīng)營與大市場之間的矛盾;“壽光模式”主要是蔬菜產(chǎn)業(yè)的生產(chǎn)、銷售、技術(shù)、會展和標(biāo)準(zhǔn)輸出等創(chuàng)新經(jīng)驗，解決的主要是蔬菜生產(chǎn)產(chǎn)業(yè)化的問題。

三年來，濰坊市以習(xí)近平總書記的肯定為動力，認(rèn)真落實黨中央、國務(wù)院決策部署，按照山東省委、省政府工作安排，圍繞創(chuàng)新提升“三個模式”、全面推進鄉(xiāng)村振興，加快推進農(nóng)業(yè)農(nóng)村現(xiàn)代化，進行了系列探索創(chuàng)新，努力為全省、全國提示范和借鑒。

在剛剛過去的十三五收官之年，濰坊市農(nóng)業(yè)總產(chǎn)值突破千億元，達到1038億元，占山東省的1╱10左右;蔬菜產(chǎn)量、畜禽產(chǎn)量達到山東的1╱5左右;農(nóng)機總產(chǎn)值達到1300多億元，約占全國的1╱4。濰坊市生姜、胡蘿卜、大蔥、洋蔥出口額分別占全國的1╱4、1╱6、1╱2、1╱7左右，蔬菜出口量、禽肉出口貨值分別占全國的1╱8、1╱6左右。

濰坊人用他們敢闖敢試、積極作為的擔(dān)當(dāng)以及超人的智慧和實踐，把農(nóng)村變成了大有可為的廣闊天地，獲得了“全國農(nóng)業(yè)看山東，山東農(nóng)業(yè)看濰坊”的贊譽。研究梳理濰坊創(chuàng)新提升“三個模式”、實鄉(xiāng)農(nóng)村振興戰(zhàn)略的探索實踐，對于全面推進鄉(xiāng)村振興、加快農(nóng)業(yè)村現(xiàn)代化具有重要的理論意義和現(xiàn)實意義。

Weifang has had devloped agricuture since ancient times. More than 1.500years ago Jia Sixie a Weifang native who wrote an agricultural book entitledQi Min Yao Shu，is known as the "agricultural sage". For huousands of years，agricultural civilization and innovation tradition have been passed down from generationto generation in Weifang.Since the reform and opening up，Weifang has created aseries of wei-known experience such as the joint development of commodity economy.the integration of trade，industry and agriculture， and the industrialized operation ofagriculture，and has created the brilliance that"shandong's agriculture tops elsewhere inChina and Weifang's agriculture tops elsewhere in Shangdong".

Weifang people have turned the rural area into a wast world of great prospects withtheir bold spirit， active action and super wisdom and practice. With 1‰ of fresh waterand 1.7‰ of land of our coutry， Weifang has contrbuted 7.2‰ of the country's grain.With 15.7‰ of vegetables and 12.7‰ of peanuts， Weifang has become a real rice bag，vegetable basket， meat chopping board and seed bank，It has given an excllentanswer to the Party and the state.
