      Abstract: While the era of big data has brought us convenience in information sharing, it has also produced anomie and disorder of ethics. Since the enlightenment movement, right has become the foundation of modern ethics system, and also the cornerstone of information ethics. To solve the current problems of information ethics, it is urgent to construct the right order of standardizing the information society. Both utilitarianism and liberalism have different understandings of individual rights. It is impossible to guarantee the realization of individual rights if they are divorced from social relations or the connection between society and individuals. Starting from the “real man”, the Marxist view of rights adheres to the combination of man’s all-round free development and social free development, and emphasizes that under the premise of clarifying the dialectical relationship between rights and obligations, some inequality in content and form should be used to guarantee the right of individual free development, so as to realize the equality in essence. In the era of big data with the gradual expansion of social differences, the construction of information ethics from the Marxist concept of rights should not only realize the feedback of social development on individual development, but also realize the promotion of individual development on social development, so as to solve the contradiction between social benefits and individual rights and interests, and form a unified and harmonious state of individual development and social progress.

      Abstract: In view of the “innovation paradox” phenomenon that China’s sharp increase in patent is accompanied by the downturn in total factor productivity growth and the decline of economic growth rate, this paper empirically investigates the industrial structure threshold effect of patent structure on economic growth from the perspective of new structural economics, using China’s inter provincial panel data from 2002 to 2016. The results show that only when the patent structure adapts to the industrial structure can it promote economic growth, industrial development and total factor productivity. When the proportion of sales output value of labor-intensive industries to that of non-labor-intensive industries exceeds the threshold, that is, the industrial structure is more labor-intensive, non-invention patents representing imitation innovation are more conducive to economic growth than invention patents representing independent innovation. The innovation model suitable for regional economic development should match the stage and characteristics of regional industrial development.

      Abstract: “Industrial convergence-industrial collaboration-industrial Cluster” is an important path of high-quality development in the Yangtze River Delta region. Firstly, based on the current situation of industrial convergence caused by the similar endowment structure, it is found that while the internal structure of the manufacturing industry is similar in the region, there are segmented industries with specialized comparative advantages. Secondly, using the research methods of new structural economics, “a new flying geese pattern” is proposed to carry out cross-regional industrial collaboration in the Yangtze River Delta region based on the dynamic advantage of factor endowment. Thirdly, empirical tests on industrial clusters are carried out by using the panel data of 27 cities from 2010 to 2019. The results show that there is an “inverted U-shaped” structure in the advanced development and the homogenization of manufacturing industry, that under the constraint of factor endowment, excessive advanced manufacturing will restrain economic growth, while homogenization is beneficial to urban economic growth, and that both economic development and manufacturing homogenization in the Yangtze River Delta urban agglomeration have spatial spillover effect, but the effect is limited by the level of informatization.

      Abstract: Research on the coordinated development of green finance and industrial green is of great value for promoting high-quality economic development and ecological construction. Based on the coupling mechanism of green finance and industrial green development, the article constructs a model of coupling coordination degree. Using the data of nine provinces and two cities in the Yangtze River Economic Belt from 2012 to 2017, it analyzes the coupling and coordination relationship between green finance and industrial green development. The results show that, firstly, the development of green finance promotes green industrial development, and the green development of the industry has achieved remarkable results in feeding back green finance. The green finance and industrial green development of the Yangtze River Economic Belt have reached a benign resonance coupling, and the degree of coupling and coordination has been continuously improved. The development stage has gone through reluctant coordination, primary coordination, intermediate stage to good coordination, and is moving closer to high-quality coordination. Secondly, the industrial green development in the upper reaches of the Yangtze River Economic Belt has formed an intra-regional cooperation mechanism. Therefore, the green industry in this region has developed rapidly, and the coupling and coordination of green finance and industrial green development has risen the fastest since 2012. Thirdly, the nine provinces and two cities in the Yangtze River Economic Belt differ in the degree of coupling and coordination between green finance and industrial green development because of their different foundations and priorities. But they have reached the stage of good coordination. Finally, corresponding countermeasures and suggestions are put forward for the current situation of the coupling and coordination of green finance and industrial green development in the Yangtze River Economic Belt.

      Abstract: The green development of rural industry is an important carrier of ecological civilization construction and rural revitalization. The difficulty lies in constructing a sustainable environmental cost transformation mechanism to deal with the relationship between economic growth and environmental protection. Taking the environmental protection upgrading of rural iron net industry in Hebei Province as a case, this paper analyzes the transformation mechanism and progress of environmental cost in the transition process from the perspective of ecological modernization. The analysis results show that with the strong regulation of environmental policy, active promotion of industry association and the multiple support provided by the grass-roots government, the rural industry chooses the ways of outsourcing environmental reconstruction tasks and non-technical production adjustment to gradually internalize its environment cost, but the process of environmental cost re-externalization faces the difficulties of lack of technological innovation and consumer incentives. Its green transformation leads to the increase of production costs and the decline of social welfare. Due to the shortage of R&D and capital, it is difficult for the rural industry in China to take the path of ecological modernization. The establishment of the cooperative innovation of “government-industry-university-research-society” and the green consumption mechanism may help break through the dilemma of re-externalization of environmental costs.

      Abstract: In the modern context, “fellow countrymen” is closely related to urbanization, reflecting the influence on the “city”. However, in today’s rural revitalization, its role in the “township” is increasingly valued. From the perspective of type research, the “fellow countrymen” can be divided into “aggregation production”, “aggregation consumption”, “decentralization consumption” and “decentralization production”. Different types of “fellow countrymen” have different mechanisms on rural revitalization. The “gathering production” type often promotes rural revitalization through the characteristic industries in real estate and the return of talents. The “gathering consumption” type contributes to the rural areas through returning to their hometown for consumption or donating to their hometown. “Decentralized production” and “decentralized consumption” combine the above two types of functions, and their external development makes the mechanism of rural revitalization similar to that of “agglomeration consumption”. However, their establishment of local brands and development of original industrial forms in their hometown make them similar in mechanism to “agglomeration production”. Therefore, if different types of “fellow villagers” want to give full play to their roles in rural revitalization, the guiding mechanism of the government will be different.

      Abstract: In the context of grass-roots governance modernization, to effectively overcome the one-way path dependence of accountability governance and avoidance of responsibility, we need to correctly understand the dual attributes of grass-roots avoidance behavior. The grass-roots responsibility avoidance includes duty avoidance, pressure avoidance and risk avoidance. Its generation is not only the economic rational choice made by organizations or individuals based on the judgment of profit gains and losses, but also due to some possible deficiencies of grass-roots governance system and mechanism. Specifically, the grass-roots responsibility avoidance behavior is comprehensively affected by institutional conditions such as bureaucratic system, target responsibility system and incentive mechanism. The grass-roots multiple subjects respond to the institutional pressure with different degrees and different forms of responsibility avoidance strategy combinations. Therefore, it is necessary to find an appropriate balance between rigid policy regulation and flexible policy implementation, so as to overcome the disadvantages of avoiding responsibility at the grass-roots level and ease the multiple pressures faced by the grass-roots level.

      Abstract: In the process of rural revitalization, it is worth discussing whether it is necessary to provide language service support for a large number of rural empty nesters and what types of services to provide. But there is little attention to this issue in the existing research. The main issues discussed in this paper include the relationship between rural empty nesters’ language service and rural revitalization, the types and functions of rural empty nesters’ language service. The results show that for the rural empty nest elderly, five types of language services can be provided, including chat, spiritual comfort, information consulting, language technology and language education. Although the content and function of these language services are different, they can alleviate the spiritual loneliness of rural empty nesters from different perspectives and improve their sense of life happiness. Therefore, language services can help the construction of rural civilization and play a role in rural revitalization at the spiritual level.

      Abstract: In recent years, with the rapid development of digital information technology revolution, the following “digital divide”, “digital exclusion” and “digital poverty” make the social survival of the elderly group difficult. In addition, the “digital vulnerability” will not disappear with the renewal of science and technology and inter-generational change, but will make the distribution of digital resources more unbalanced with the improvement of digitization. As a result, there will be more widespread discrimination against the elderly. In view of this, it is imperative to promote the construction of an aging friendly digital inclusive society. From the perspective of “ethics-reality” two-dimensional framework, this paper focuses on the social roots and evolution mechanism of the existence and emergence of the digital divide, discusses the construction strategy of “elderly-friendly digital inclusive society”, and comes to the conclusion that the digital vulnerability of the elderly group can be fundamentally improved based on the three dimensions of strengthening digital power, refining social support and optimizing public services.

      Abstract: The associated integration and unhindered connection between different modes of public governance is conducive to enhancing the legitimacy and effectiveness of governance. The case study of the “Green Travel” governance model change in City Q shows that, the “new era characteristics” of public governance, the “problem orientation” of public governance and the “anti-function” of public governance conventional model constitute the institutional motivation, the systematic motivation and the structural motivation respectively, resulting in the alternation and integration of three modes of hierarchical governance, market governance and network governance. The alternating integration of the three modes has realized the “distinctive combination” of public governance in different realistic scenes. While giving full play to the decisive role of market in resource allocation, it has better played the role of the government and society, thus enhancing the legitimacy and effectiveness of public governance. To further advance this distinctive tendency to correspond to the new governance model of “co-construction, collaborative governance and sharing”, it is necessary to make the authority-responsibility relationship clearly among multi actors while encouraging participation, constrain the “l(fā)egal injury” of the government while giving full play to its role of “meta governance”, and avoid “technical dependence” while working on the marginal improvement on governance technique.Based on the observation of the “green travel” case of City Q, the modern transformation of public governance modes such as hierarchical governance, market governance and network governance has been empirically tested.
