【摘要】為切實(shí)提升城市氣象服務(wù)水平,各地紛紛加入氣象防災(zāi)減災(zāi)示范社區(qū)的建設(shè)當(dāng)中,但對(duì)于示范社區(qū)建成效果與城市氣象服務(wù)滿意度以及服務(wù)效益的定量定性分析結(jié)果仍無(wú)法給出明確結(jié)論。對(duì)此,本文從氣象防災(zāi)減災(zāi)示范社區(qū)的設(shè)計(jì)入手,給出系統(tǒng)總體框架、技術(shù)路線、功能組成和安全保障設(shè)計(jì)?;诖?,建立服務(wù)效益模型,展開(kāi)實(shí)證分析。通過(guò)實(shí)證研究發(fā)現(xiàn),示范社區(qū)建成效果將直接影響城市氣象服務(wù)效益提升水平,同時(shí),與城市氣象服務(wù)滿意度息息相關(guān)。由此說(shuō)明,在建設(shè)氣象防災(zāi)減災(zāi)示范社區(qū)中,要搭建企業(yè)與城市氣象服務(wù)間的橋梁,提高城市科學(xué)管理水平。

Feasibility Analysis of Urban Meteorological Service Standard in Disaster Prevention and Mitigation Demonstration Community

Abstract:In order to effectively improve the level of urban meteorological services,various places have joined in the construction of meteorological disaster prevention and mitigation demonstration communities,but the quantitative and qualitative analysis results of the demonstration communitys completion effect,urban meteorological service satisfaction and service efficiency still cannot give a clear conclusion. In this regard,this paper starts with the design of meteorological disaster prevention and mitigation demonstration in the community,and gives the overall framework,technical route,functional composition and safety guarantee design of the system. Based on this,a service benefit model is established and an empirical analysis is carried out. Through empirical research, it is found that the completion effect of demonstration community will directly affect the improvement level of urban meteorological service benefits. At the same time,it is closely related to the satisfaction of urban meteorological services. This shows that in the construction of meteorological disaster prevention and mitigation demonstration communities,it is necessary to build a bridge between enterprises and urban meteorological services to improve the level of urban scientific management.

氣象防災(zāi)減災(zāi)示范社區(qū)建立是城市化發(fā)展的有力途徑,在政策和相關(guān)制度支持下,各地就當(dāng)前城市氣象服務(wù)提升作出回應(yīng)。通過(guò)建立示范社區(qū),設(shè)計(jì)智能化氣象信息播報(bào)與展示平臺(tái),居民能夠直接獲取天氣、出行等直觀信息數(shù)據(jù),便于合理安排個(gè)人生活。經(jīng)研究表明,示范社區(qū)的建立在一定程度上對(duì)居民提升城市氣象服務(wù)依賴感起到積極作用。但尚未從定量分析角度,衡量氣象防災(zāi)減災(zāi)示范社區(qū)建立對(duì)城市氣象服務(wù)的認(rèn)同感和依賴性提升的可行程度。為此,文章就此展開(kāi)研究。
1.1系統(tǒng)總體框架
氣象防災(zāi)減災(zāi)示范社區(qū)氣象服務(wù)平臺(tái)包括數(shù)據(jù)訪問(wèn)層、業(yè)務(wù)邏輯層和界面展示層,并且邏輯結(jié)構(gòu)中包含應(yīng)用層、功能層、服務(wù)層和數(shù)據(jù)層?;贐/S傳統(tǒng)架構(gòu),引入多層架構(gòu)模式,通過(guò)定制Web服務(wù),支持上層結(jié)構(gòu)。此平臺(tái)的功能庫(kù)隨開(kāi)發(fā)領(lǐng)域拓展而不斷豐富,具備二次開(kāi)發(fā)、統(tǒng)一管理維護(hù)的特點(diǎn),可應(yīng)用于實(shí)際氣象服務(wù)中[1],系統(tǒng)架構(gòu)如圖1所示。
