2004年以來,中法關(guān)系有了新的重大發(fā)展,尤為突出的是法國總統(tǒng)希拉克去年對中國的訪問。法國外貿(mào)部長級代表弗朗索瓦·洛斯對兩國關(guān)系的加強感到極為滿意。在接受《中國新時代》專訪時,他闡述了對法中關(guān)系的看法,并表達了他對加強法中貿(mào)易和工業(yè)各部門合作的希望。
《中國新時代》:您對目前的中法關(guān)系有何評論?
弗朗索瓦·洛斯:法中之間已建立起彼此高度信賴的關(guān)系。兩國的國家和政府首腦經(jīng)常會晤,2004年在法國舉行的中國年和2005年在中國舉行的法國年活動都深受歡迎,不論是從文化、科學(xué)還是從經(jīng)濟的角度來看都如此。
《中國新時代》:您如何看待法國企業(yè)在中國的狀況?
弗朗索瓦·洛斯:在經(jīng)濟領(lǐng)域還有潛力可挖。當(dāng)然,法國和中國大公司在投資和貿(mào)易項目方面都非常活躍。法國不僅以酒和奢侈品著名,先進技術(shù)也同樣出名。
以法中在核能源領(lǐng)域的合作為例。法國沒有油氣資源,目前80%的電是核電,法國公司已完全掌握了這種燃料技術(shù)。目前(法國)正在發(fā)展性能更高、安全性更強的新一代核電技術(shù)。芬蘭已決定使用這種技術(shù)。未來,中國的能源需求很大。我希望中國也參與開發(fā)這種原應(yīng)攜手開發(fā)的技術(shù)。
另一個例子是高速列車。法國的巴黎——里昂高速列車(TGV)投入運營已有25年。自1980年以來,其運載的乘客數(shù)量相當(dāng)于中國的總?cè)丝?,而且未發(fā)生過任何事故。因此,我們可以為中國乘客提供非常穩(wěn)定可靠的技術(shù),而這種技術(shù)可以與中國的鐵道行業(yè)共同開發(fā)。
《中國新時代》:您有何計劃鼓勵企業(yè)尤其是中小企業(yè)在這個極有潛力的國家開拓市場?
弗朗索瓦·洛斯:要想擴大貿(mào)易來往,中小企業(yè)就要加強它們在中國的存在。在這方面還有許多工作要做。我也想和我的中國同行一起,竭盡所能,加強兩國中小企業(yè)的洽談。2005年,我們要在北京、上海、廣州和香港為中小企業(yè)組織一些盛大活動。我今年的目標(biāo)是:鼓勵1000家新的中小企業(yè)參加在中國的洽談。目前,僅有7000家法國中小企業(yè)對華出口,因此空間還很大。我堅信,希拉克總統(tǒng)和胡錦濤主席釋放出的政治推動力將引發(fā)新的動力。
中國人對法國的興趣也越來越濃。如此多的中國游客到法國旅游,這種情況前所未有。我為此感到欣慰。他們在這里不僅能看到一個有著深厚歷史和文化底蘊的國家,也有機會建立商業(yè)關(guān)系。
France China: relations based on confidence and dynamism
——Interview with Fran?ois Loos, French Minister Delegate for Foreign Trade

Since 2004, there has been significant new momentum in relations between China and France, one of the highlights being President Jacques Chirac's visit to China last year. Very pleased with this strengthening of the ties between the two countries, Fran?ois Loos, Minister Delegate for Foreign Trade, accepted our invitation to explain his position and his hopes for increased cooperation in every possible sector of French and Chinese trade and industry.
China New Time: What is your view of the situation of French business in China ?
Fran?ois Loos, Minister Delegate for Foreign Trade:Franco-Chinese relations have reached an exceptional level of confidence. The Heads of State and Government of our two countries meet up very regularly, and the Year of China in France in 2004 and the Year of France in China in 2005 are extremely popular events, whether from the cultural, scientific or economic standpoint.
However, we could do better in the economic field. Of course, the major French and Chinese companies are very dynamic in terms of investments and trade projects. France is not only renowned for its wines and spirits and luxury goods, but also for leading-edge technologies.
Let me take the example of Franco-Chinese cooperation in the field of nuclear energy. France, which has no gas or oil resources, currently produces 80% of its electricity from nuclear energy, and French companies have fully mastered this fuel cycle. A new generation of higher-performing, safer power stations is currently being developed. Finland has already decided to use this technology and I hope that China, which will have considerable needs in terms of energy in the coming years, will also take part in developing this technology, which is designed to be co-produced.
Then there is the example of high-speed trains. The French TGVs have been in service for 25 years and have transported the equivalent of the entire population of China without an accident since 1980. We can therefore provide Chinese travellers with a very reliable technology that could be co-produced with the Chinese railway industries.
China New Time: what are your plans for encouraging companies, especially SMEs, to work in this high-potential country ?
Fran?ois Loos, Minister Delegate for Foreign Trade:If trade is to be expanded, small and medium-sized enterprises must increase their presence in China. There is still an enormous amount of work to be done in this area and I try to do everything possible, with my Chinese counterparts, to foster meetings between SMEs from our two countries. We are organizing major events for SMEs in 2005, in Beijing, Shanghai, Guangzhou and Hong Kong. I have set a target for this year: 1,000 new SMEs will be encouraged to take part in meetings in China. At present, only 7,000 French SMEs export to China. This leaves plenty of room for progress and I am certain that the political impetus given by the two Presidents, Jacques Chirac and Hu Jintao, will spark off renewed mobilisation.
The Chinese are also increasingly interested in France. Never have so many Chinese tourists come to visit France! I am delighted by this. When they come here, not only will they discover a country with a very rich historical and cultural background, but they will also have the opportunity of building up business relations.
