“重慶的城市發(fā)展速度太快了！我曾于2017年到訪過(guò)重慶，現(xiàn)在再來(lái)到這里，感覺(jué)變化很大，每一次見到的都是嶄新的面貌，這讓我非常高興，同時(shí)也非常驚訝！”8月25日下午，白俄羅斯駐重慶總領(lǐng)事館首任領(lǐng)事德米特里·葉梅利亞諾夫（Dmitry Emelyanov）正式到任重慶。他表示，重慶是一座美麗的城市，生活在這里的人們幸福指數(shù)很高，很高興能來(lái)到這里工作，將盡快啟動(dòng)領(lǐng)館工作。

市政府外辦副主任唐文到機(jī)場(chǎng)迎接德米特里·葉梅利亞諾夫，對(duì)他來(lái)渝就任表示熱烈歡迎。他表示，市政府外辦將全力支持白俄羅斯領(lǐng)館籌備工作，并加強(qiáng)雙方合作，推動(dòng)重慶與白俄羅斯在經(jīng)貿(mào)、物流、文化、教育、旅游等領(lǐng)域友好合作再上新的臺(tái)階。

去年6月，我外交部與白俄羅斯外交部就白俄羅斯在渝設(shè)立總領(lǐng)事館達(dá)成協(xié)議。經(jīng)與白方協(xié)商，原計(jì)劃于今年年初開館，后因新冠肺炎疫情推遲。近期，白俄羅斯外交部正式任命德米特里·葉梅利亞諾夫?yàn)榘锥砹_斯駐重慶總領(lǐng)事館首位領(lǐng)事官員，行使代理館長(zhǎng)職務(wù)。

德米特里·葉梅利亞諾夫于8月8日乘機(jī)抵達(dá)北京，8月24日在京結(jié)束14天醫(yī)學(xué)隔離觀察，向白俄羅斯駐華大使館報(bào)到后，便立即來(lái)渝履新。

談及接下來(lái)的工作計(jì)劃，德米特里·葉梅利亞諾夫表示，當(dāng)前最重要的工作是讓白俄羅斯駐重慶總領(lǐng)事館盡快開館。他說(shuō)，這是一個(gè)相對(duì)復(fù)雜的過(guò)程，希望在重慶相關(guān)政府部門的大力支持下，快速推動(dòng)相關(guān)工作，在3個(gè)月內(nèi)讓白俄羅斯總領(lǐng)館正式開館。

在德米特里·葉梅利亞諾夫看來(lái)，重慶與白俄羅斯合作基礎(chǔ)良好，合作前景廣闊。近年來(lái)，兩地人員互訪密切。2017年3月，重慶市與白俄羅斯明斯克州建立了友好城市關(guān)系;2018年11月，重慶萬(wàn)州區(qū)與明斯克州科佩爾區(qū)建立友好關(guān)系;2019年8月，重慶市渝北區(qū)與明斯克州明斯克區(qū)建立友好關(guān)系……

德米特里·葉梅利亞諾夫表示，基于這些合作基礎(chǔ)，重慶與白俄羅斯有很多具體的合作項(xiàng)目，而白俄羅斯駐渝總領(lǐng)館接下來(lái)最重要的任務(wù)就是為這些合作項(xiàng)目提供各方面的支持和服務(wù)。同時(shí)，尋找新的合作機(jī)遇，推動(dòng)雙方合作走深走實(shí)，實(shí)現(xiàn)互利共贏。

"On the afternoon of August 25， Dmitry Emelyanov， the first consular officer of Consulate General of Belarus in Chongqing， officially assumed the office in Chongqing. He said that Chongqing is a beautiful city and the happiness index of people living here is quite high. He is thrilled to work here and will start the work of the Consulate General as soon as possible.

Tang Wen， Deputy Director-General of the Foreign Affairs Office of Chongqing Municipal People's Government， went to the airport to warmly welcome Dmitry Emelyanov for assuming his post in Chongqing. He said that the Foreign Affairs Office of Chongqing Municipal Government will fully support the preparatory work of the Consulate General of Belarus in the city and strengthen bilateral cooperation， so as to promote the friendly cooperation between Chongqing and Belarus in the fields of economy， trade， logistics， culture， education and tourism to a new height.

In June last year， Ministry of Foreign Affairs of China and Ministry of Foreign Affairs of Belarus reached an agreement on the establishment of Consulate General of Belarus in Chongqing. After consultation with Belarus， the Consulate General was originally scheduled to be opened at the beginning of this year， but was later postponed due to COVID-19. Recently， the Ministry of Foreign Affairs of Belarus officially appointed Dmitry Emelyanov as the first consular officer of the Consulate General of Belarus in Chongqing to perform the duties of Acting Head of Mission.

Dmitry Emelyanov arrived in Beijing on August 8. After 14 days of medical quarantine and observation in Beijing， Dmitry Emelyanov immediately came to Chongqing to assume his new post after reporting to the Embassy of Belarus in China.

Speaking of the next-step work plan， Dmitri Emelyanov said that the most important task at present is to open the Consulate General of Belarus in Chongqing as soon as possible. As it's a relatively complex process， he hoped that with the strong support of relevant government departments in Chongqing， work will be proceeded rapidly and the Consulate General of Belarus in Chongqing will be officially opened within three months.

According to Dmitry Emelyanov， the cooperation between Chongqing and Belarus enjoys a solid foundation and broad prospects. In recent years， people of Chongqing and Belarus have been visiting each other frequently. In March 2017， Chongqing established friendly city relations with Minsk of Belarus; in November 2018， Wanzhou District of Chongqing established friendly relations with Koppel District of Minsk; in August 2019， Yubei District of Chongqing established friendly relations with Minskaja of Minsk......

Dmitri Emelyanov said that based on such cooperation basis， Chongqing and Belarus have many specific cooperation programs， and the next most important task of the Consulate General of Belarus in Chongqing is to provide support and services in all aspects for these programs. At the same time， we should seek new cooperation opportunities， promote deep and substantial cooperation between the two sides， and achieve mutual benefit and win-win results.
