2020年11月30日至12月2日，中共山東省委十一屆十二次全會(huì)在濟(jì)南舉行，全會(huì)明確提出實(shí)施“強(qiáng)省會(huì)”戰(zhàn)略；2月2日，山東省政府工作報(bào)告中也明確提出了“強(qiáng)省會(huì)”戰(zhàn)略，中共山東省委省政府放眼全局，創(chuàng)造性地做出省市一體推進(jìn)濟(jì)南加快發(fā)展的重大決策。

隨后，2月19日，《中共濟(jì)南市委濟(jì)南市人民政府關(guān)于貫徹落實(shí)強(qiáng)省會(huì)戰(zhàn)略的實(shí)施意見》印發(fā)，其中明確提出，在提升省會(huì)輻射帶動(dòng)能力上實(shí)現(xiàn)新突破，加強(qiáng)與周邊區(qū)域的優(yōu)勢互補(bǔ)和協(xié)同發(fā)展，立足省內(nèi)、帶動(dòng)周邊、鏈接全球，在全國發(fā)展格局中的戰(zhàn)略地位顯著提升。

與此同時(shí)，省會(huì)經(jīng)濟(jì)圈“一圈同城、共建共享”步伐不斷加快。2020年7月2日，省會(huì)經(jīng)濟(jì)圈一體化發(fā)展工作部署會(huì)暨第一次聯(lián)席會(huì)議召開，會(huì)議審議通過了《省會(huì)經(jīng)濟(jì)圈一體化發(fā)展2020年工作要點(diǎn)》《省會(huì)經(jīng)濟(jì)圈一體化發(fā)展戰(zhàn)略合作框架協(xié)議》《省會(huì)經(jīng)濟(jì)圈一體化發(fā)展聯(lián)席會(huì)議制度》。同時(shí)，濟(jì)南市明確提出省會(huì)經(jīng)濟(jì)圈一體化發(fā)展需要加快推進(jìn)基礎(chǔ)設(shè)施一體化，推動(dòng)省會(huì)經(jīng)濟(jì)圈基礎(chǔ)設(shè)施互聯(lián)通，實(shí)施“瓶頸路”暢通工程，形成軌道交通、公路、航空、水運(yùn)聯(lián)通的基礎(chǔ)設(shè)施網(wǎng)絡(luò)體系。加快推進(jìn)產(chǎn)業(yè)發(fā)展一體化，實(shí)施經(jīng)濟(jì)圈產(chǎn)業(yè)鏈?zhǔn)秸虾椭攸c(diǎn)項(xiàng)目聯(lián)合攻堅(jiān)行動(dòng)，建立利益分享機(jī)制，探索“雙向飛地”“異地孵化”“共管園區(qū)”等跨區(qū)域產(chǎn)業(yè)合作新模式。加快推進(jìn)市場融通一體化，推進(jìn)省會(huì)經(jīng)濟(jì)圈經(jīng)濟(jì)運(yùn)行的規(guī)則銜接、機(jī)制對(duì)接，促進(jìn)人員、貨物、資金、技術(shù)、信息等要素高效便捷流動(dòng)。加快推進(jìn)公共服務(wù)一體化，深化經(jīng)濟(jì)圈各市在教育、文化、旅游、社會(huì)保障、疫情防控、應(yīng)急管理、環(huán)境治理等領(lǐng)域的合作，打造優(yōu)質(zhì)生活圈。加快推進(jìn)濟(jì)泰同城化、濟(jì)淄同城化和濟(jì)齊融合發(fā)展，引領(lǐng)帶動(dòng)省會(huì)經(jīng)濟(jì)圈加快形成協(xié)調(diào)聯(lián)動(dòng)發(fā)展格局。

Jinan， the provincial capital of Shandong， is of enormous significance for the provinces development and prosperity. From November 30 to December 2， 2020， the Twelfth Session of the 11th Shandong Provincial Committee of the Communist Party of China （CPC） was convened， which rolled out the“Making the Provincial Capitals Strong” strategy. Such a strategy was reasserted in the government work report of Shandong presented on February 2， 2021. The CPC Shandong Provincial Committee and Shandong Provincial Peoples Government have taken a broad view of the overall situation and creatively made vital decisions to improve the mechanism for provincial-municipal integration. On February 19， 2021， the “CPC Jinan Municipal Committee and Jinan Municipal Peoples Governments Opinions on the Implementation of Strengthening the Provincial Capitals Power Strategy” was published， accelerating the pace of integrated development of the provincial capitals economic circle. On July 2， 2020， the first joint conference for deploying the integrated development of the provincial capitals economic circle was held， in which the “Focus of Work” “Strategic Cooperation Agreement” and “Joint Conference System” of the integrated development of the provincial capitals economic circle were approved.
