秉承三大國(guó)家戰(zhàn)略交匯疊加的發(fā)展優(yōu)勢(shì)，主動(dòng)融入黃河戰(zhàn)略，積極服務(wù)黃河戰(zhàn)略，擔(dān)當(dāng)引領(lǐng)黃河戰(zhàn)略，緊緊咬住生態(tài)保護(hù)和高質(zhì)量發(fā)展這兩個(gè)核心關(guān)鍵，協(xié)同“產(chǎn)城河”三位一體發(fā)展，當(dāng)好“火車(chē)頭”，做出新示范，努力扛起“龍頭中的龍頭”的重大戰(zhàn)略使命；

緊扣黃河流域中心城市的定位，努力打造大江大河治理的標(biāo)桿示范、生態(tài)文明建設(shè)的標(biāo)桿示范、高質(zhì)量發(fā)展的標(biāo)桿示范、中華文化保護(hù)傳承弘揚(yáng)的標(biāo)桿示范；

錨定國(guó)家中心城市，各種利好政策層層推進(jìn)：2020年1月5日，《濟(jì)南建設(shè)國(guó)家中心城市三年行動(dòng)計(jì)劃（2020-2022年）》公布；7月23日，濟(jì)南市委十一屆十一次全體會(huì)議審議通過(guò)《關(guān)于實(shí)施黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展國(guó)家戰(zhàn)略行動(dòng)的意見(jiàn)》；12月13日、14日，2021年濟(jì)南市委工作務(wù)虛會(huì)提出，舉全市之力落實(shí)好黃河流域生態(tài)保護(hù)和高質(zhì)量發(fā)展重大國(guó)家戰(zhàn)略。

濟(jì)南，這座黃河流域中心城市正乘風(fēng)而起，挺起高質(zhì)量發(fā)展的脊梁。

Jinan shall strengthen the responsibility of taking the lead in implementing the national strategies. At a historic point， it has showed enormous courage to shoulder responsibilities for developing itself into one of the central cities in China. Grasping the combined historic opportunities presented by the three national strategies， Jinan shall coordinate the three-pronged development of industry-city-river integration， emerging as a leader and pacesetter for the implementation of major strategic initiatives. It will get oriented at developing Jinan into one of the central cities in the Yellow River Basin， play demonstration roles and develop ways of benchmarking for river management， ecological civilization construction， high-quality development， protection， inheritance and promotion of Chinas civilization. Positioned to become a national central city， Jinan has put favorable policies into effect.
