河南省高新技術(shù)企業(yè)知識產(chǎn)權(quán)創(chuàng)新調(diào)查分析

摘 要：擁有知識產(chǎn)權(quán)是高新技術(shù)企業(yè)具有核心競爭力的基本保障。本文對河南省高新技術(shù)企業(yè)在八大技術(shù)領(lǐng)域內(nèi)擁有知識產(chǎn)權(quán)、商標(biāo)及標(biāo)準(zhǔn)的創(chuàng)新現(xiàn)狀進(jìn)行分析，河南省高新技術(shù)企業(yè)專利申請及授權(quán)量穩(wěn)步增長，但注冊商標(biāo)、參與國家或行業(yè)標(biāo)準(zhǔn)制定較少。整體專利質(zhì)量不高、擁有專利技術(shù)創(chuàng)新的創(chuàng)新企業(yè)少，專利運(yùn)營意識不強(qiáng)等問題。因此，提出了要充分并深刻認(rèn)識知識產(chǎn)權(quán)及標(biāo)準(zhǔn)在高新技術(shù)企業(yè)發(fā)展中的重要作用，加強(qiáng)創(chuàng)新型企業(yè)要素保障。加強(qiáng)高新技術(shù)企業(yè)培育，對創(chuàng)新型企業(yè)建設(shè)重大創(chuàng)新平臺加大支持力度。強(qiáng)化河南省高新技術(shù)企業(yè)在知識產(chǎn)權(quán)上量質(zhì)并舉意識。

IInvestigation and Analysis of Intelectual Property Innovation of High Tech Enterprises in Henan Province

Abstract： Owning intellectual property rights is the basic guarantee for high-tech enterprises to have core competiveness. This paper analyzes the innovation status of high-tech enterprises in Henan province with the intellectual property rights， trademarks and standards in the eight major technology fields. The number of patent applications and authorizations of high-tech enterprises in Henan Province has increased steadily， but the number of registered trademarks and participation in the formulation of national or industrial standards is less. The overall patent quality is not high， there are few innovative enterprises with patent technology innovation， and the awareness of patent operation is not strong. Therefore， we should fully and deeply understand the important role of intellectual property rights and standards in the development of high-tech enterprises， and strengthen the guarantee of innovative enterprise elements. We will strengthen the cultivation of high-tech enterprises and increase support for the construction of major innovation platforms for innovative enterprises. Strengthen the awareness of high-tech enterprises in Henan Province on both quantity and quality of intellectual property rights.

1 河南省高新技術(shù)企業(yè)發(fā)展概況

1.1 高新技術(shù)企業(yè)10年來快速增長

2011—2016年河南省高新技術(shù)企業(yè)數(shù)量保持小幅增長。2017年4月，河南省發(fā)布《關(guān)于印發(fā)2017年度加快高新技術(shù)企業(yè)培育工作方案的通知》，之后河南省高新技術(shù)企業(yè)數(shù)呈快速增長，到2020年達(dá)6 333家①。2016—2020年河南省高新技術(shù)企業(yè)數(shù)年均增長率達(dá)到40%，呈現(xiàn)了連續(xù)3年快速增長，年均增速超過1 000家的良好態(tài)勢。2020年全省高新技術(shù)企業(yè)突破6 000家[1]。

1.2 高新技術(shù)企業(yè)在八大技術(shù)領(lǐng)域中均有分布

河南省6 333家高新技術(shù)企業(yè)在國家重點(diǎn)技術(shù)的八大技術(shù)領(lǐng)域②中均有分布，先進(jìn)制造與自動化領(lǐng)域企業(yè)數(shù)居于首位，共1 894家，占比29.91%;電子信息、新材料領(lǐng)域的企業(yè)數(shù)分別為1 146家、1 139家，占比分別為18.1%、17.99%，這三個(gè)領(lǐng)域的企業(yè)數(shù)均在1 000家以上。高技術(shù)服務(wù)、生物與新醫(yī)藥、資源與環(huán)境、新能源與節(jié)能等技術(shù)領(lǐng)域的企業(yè)數(shù)在100～1 000家，占比在4%～13%。航空航天領(lǐng)域企業(yè)僅為37家，占比0.58%。
