      An Assessment of Biden’s First 100 Days in Office

      Abstract:

      The 100th day in office is a crucial point to assess a new US president’s gains and losses. It can be judged how he puts into effect his campaign promise, promotes important legislation, and what direction his domestic and foreign agenda is.Taking office amidst the fierce crisis, his first priority is to control the pandemic,heal the domestic sore and recover the economy.At the same time, he is also making efforts to enhance US’long-term national strength to compete with China.Therefore, he sees domestic affairs as the priority and tries to combine it with foreign policy to reconstruct US democracy and gain global predominance.

      The Five Eyes’China Policy:Coordination and Limits

      Abstract:

      The Five Eyes is the most rigorous intelligence alliance in the world.In recent years,Five Eyes’China policy coordination has become increasingly frequent and the scope of policy coordination has been expanding.It not only puts pressure on China in ICT supply chain, ideology and regional security, but also strengthens China policy coordination through intelligence activities, diplomatic means and mechanism expansion. It is moving toward a political and security alliance with the core goal of strategic competition with China. The common understanding of the Five Eyes toward China on technology, ideology and international rules contributes to this trend. In particular, the US perception of China has become increasingly extreme after Donald Trump came to power, while the Biden administration even pays more attention to using the alliance system and ideology to compete with China.

      Japan’s Participation in the Five Eyes Alliance

      As an intelligence sharing network centered on the US and UK, the Five Eyes Alliance has a long history and extensive network layout. In recent years, it has paid more attention to China. In the process of Japan’s pursuit of political and military power,intelligence security occupies an important position in its national security strategy.The rise of China objectively stimulates Japan to approach the Five Eyes alliance.Japan’s direct participation to the Five Eyes Alliance in the short term faces institutional and regulatory obstacles. However,Japan can make use of Five Eyes alliance as an opportunity to reform the domestic intelligence system and mechanism, explore flexible ways to deepen cooperation with the Five Eyes alliance, and use this to enhance the Indo-Pacific strategy.In intelligence sharing,content is always more important than form.

      Climate policy has been a core issue during Biden’s presidential campaign and after he came to power.Biden’s new climate policy is the most far-reaching federal climate policy agenda proposed by the president-elect of the United States. It places climate change at the core of the national security and foreign policy of the United States, combines long-term strategic objectives with specific policy recommendations, adopts a government-wide approach to deal with climate change, contains the value of environmental justice, attaches importance to multilateralism and emphasizes the leading role of the United States. For China, how to balance the competition and cooperation is a key issue in the future Sino-US climate cooperation.

      The Background and Impact of EU Carbon Border Adjustment Mechanism

      Abstract:

      In recent years, major countries have successively announced carbon neutrality targets, and the global Greenhouse Gas (GHG) emission reduction action has entered a new stage. Some developed countries have also designed self-protection mechanisms while reducing emissions to hedge against economic losses. The European Union plans to launch Carbon Border Adjustment Mechanism (CBAM) as soon as 2023, imposing tariffs on goods exported to Europe from countries that are not able to reduce GHG emissions. This paper examines the debates and introduction process of the EU policy, and finds that CBAM is the inherent requirement of the EU’s climate politics, the actual needs for hedging the pressure of emission reduction, and the inevitable result of the changes in its social and political thoughts and party politics.
