一大早，濟南市章丘區(qū)三澗溪村村委會主任葉貴芬騎上電動車，直奔區(qū)政府所在地。2022年，三澗溪村加快產(chǎn)業(yè)升級，新建的商業(yè)酒店、冷鏈物流基地、商業(yè)中心需要協(xié)調(diào)辦理有關(guān)手續(xù)。40歲的葉貴芬，這陣子一直忙前忙后。

做講解、搞旅游，短短幾年間，返鄉(xiāng)大學生葉貴芬快速成長，得到村民廣泛認可，2021年當選村委會主任。

這些年，200多名像葉貴芬這樣的年輕人返鄉(xiāng)下鄉(xiāng)就業(yè)創(chuàng)業(yè)，為三澗溪村全面推進鄉(xiāng)村振興注入青春力量。2021年，村集體資產(chǎn)達到2.73億元，村民人均年收入超過3萬元。

“‘鄉(xiāng)村振興，人才是關(guān)鍵。要積極培養(yǎng)本土人才，鼓勵外出能人返鄉(xiāng)創(chuàng)業(yè)，鼓勵大學生村官扎根基層，為鄉(xiāng)村振興提供人才保障?！暯娇倳?018年6月在三澗溪村考察時的殷切囑托，我們一直銘記在心。”三澗溪村黨委書記高淑貞說，“黨的二十大報告提出全面推進鄉(xiāng)村振興，我們將下更大力氣匯聚人才，吸引和激勵更多有志青年在鄉(xiāng)村振興中顯身手?！?/p>

讓返鄉(xiāng)下鄉(xiāng)青年有機會有舞臺

26歲的于錫是三澗溪村的“百事通”。“跟我來，給你看看我的資料庫。”推推鼻梁上的眼鏡，于錫一溜小跑來到村委會辦公室三樓，走進一間屋子，打開電腦，“三澗溪村的家底就在這兒?！?/p>

于錫2020年考取了濟南市的鄉(xiāng)村振興專員崗位，分配到三澗溪村工作沒多久，就投入建設(shè)數(shù)字服務(wù)中心的工作中。

“雖然算是科班出身，但心里還是直打鼓?！庇阱a說，“村里黨建、民生、戶籍等方面幾十年積攢的檔案、數(shù)據(jù)，都要錄入電腦。就拿戶籍信息來說，稍有差錯就會影響村民利益，還關(guān)系到村里安置房分配?！?/p>

有村民擔心：“小丫頭初出茅廬，這事能干好？”高淑貞說：“年輕人有知識、有闖勁，得讓他們放手干、加油干?！?/p>

將紙質(zhì)檔案一一掃描、分類、編碼、線裝，三澗溪村的歷史仿佛在手中流過?！拔液蛢蓚€伙伴經(jīng)常加班加點，一心想干出個樣子來?！闭f起那些日子，于錫頗有成就感。

兩個月后，三澗溪社會治理現(xiàn)代化綜合平臺順利上線，老年人補貼發(fā)放、低保人員統(tǒng)計等都可以在線上處理。輸入姓名，村民的拆遷補償條件、動遷費發(fā)放情況等信息自動生成表格，一目了然。

村委會原委員徐紹霞這些天來幫于錫整理檔案材料，開口就忍不住夸，“這姑娘肯吃苦、能干事?！?/p>

來到三澗溪村，許多年輕人感覺如魚得水。90后劉亞楠把三澗溪村官方新媒體賬號運營得風生水起；95后退伍軍人李其曉在農(nóng)創(chuàng)園田園綜合體創(chuàng)業(yè)，單次直播銷售額逾1.3萬元……

2021年，三澗溪村兩委完成換屆，村干部平均年齡43歲，其中新當選的5名干部平均年齡不到35歲。

“黨的二十大報告提出，‘扎實推動鄉(xiāng)村產(chǎn)業(yè)、人才、文化、生態(tài)、組織振興’。”章丘區(qū)委組織部副部長楊玉新說，“三澗溪村的實踐說明，推進鄉(xiāng)村人才振興，要善于引才用才育才，讓返鄉(xiāng)下鄉(xiāng)青年有機會有舞臺。”

讓創(chuàng)業(yè)平臺吸引人留住人

三澗溪村的農(nóng)創(chuàng)園里，大棚內(nèi)瓜果成行。不少大棚入口處，都貼著經(jīng)營者的照片。上前一看，一張張年輕面孔青春洋溢。

“這些都是由村里的返鄉(xiāng)青年經(jīng)營的，每人租一個大棚，參與農(nóng)業(yè)創(chuàng)業(yè)?！睗显椿⑹称酚邢薰究偨?jīng)理王元虎介紹。

“農(nóng)事匯”電商平臺搭建起線上商城和線下農(nóng)特產(chǎn)品展銷中心，創(chuàng)建章丘優(yōu)質(zhì)嚴選農(nóng)特產(chǎn)品供應(yīng)庫，切實幫助村集體、農(nóng)戶增收創(chuàng)收。圖／鹿紅東The “Nongshihui” e-commerce platform has set up an online shopping mall and an offline special agricultural products exhibition and sales center,and created a supply library of high-quality and carefully selected agricultural special products in Zhangqiu to effectively help village collectives and farmers increase their income.

王元虎和妻子李少清是三澗溪村第一批返鄉(xiāng)創(chuàng)業(yè)大學生。在當?shù)攸h委和政府的惠農(nóng)政策扶持下，夫妻倆歷經(jīng)13年，打造出一家年銷售收入超千萬元的濟南市農(nóng)業(yè)龍頭企業(yè)。

“創(chuàng)業(yè)不易，我吃過苦頭，也栽過跟頭?！蓖踉㈩H為感慨，“返鄉(xiāng)創(chuàng)業(yè)的年輕人有闖勁，但遇到挫折有時也容易泄氣?！?/p>

“咱得著力完善機制、強化保障，讓農(nóng)村的創(chuàng)業(yè)平臺吸引人、留住人?！备呤缲懻f。在三澗溪村，產(chǎn)業(yè)增長點在哪里，專業(yè)合作社就建在哪里，黨組織就延伸到哪里，發(fā)揮好黨員干部示范引領(lǐng)作用。如今，村黨委下設(shè)青年創(chuàng)業(yè)、個體私營企業(yè)、康養(yǎng)服務(wù)、物業(yè)管理、古村旅游5個黨支部。

王元虎擔任青年創(chuàng)業(yè)黨支部書記，帶動121名年輕人組建綠澗生態(tài)農(nóng)業(yè)專業(yè)合作社，成立農(nóng)創(chuàng)園田園綜合體。

劉亞楠是首批進駐農(nóng)創(chuàng)園的年輕人之一。她于2018年嫁到三澗溪村，也想從事農(nóng)業(yè)創(chuàng)業(yè)，可當時難題不少，建大棚前期投入至少十幾萬元，自己經(jīng)驗也不足。

“在農(nóng)創(chuàng)園，一個大棚一年租金1萬元，還有黨組織協(xié)調(diào)，幫助解決技術(shù)、配送難題。”入駐當年，劉亞楠不僅收回了本錢，還拿到了入股合作社的分紅。2020年，她獲得濟南市創(chuàng)業(yè)大賽一等獎。

“黨的二十大報告提出，統(tǒng)籌鄉(xiāng)村基礎(chǔ)設(shè)施和公共服務(wù)布局，建設(shè)宜居宜業(yè)和美鄉(xiāng)村?！蓖踉⒄f，“有志青年投身鄉(xiāng)村振興正逢其時、大有可為?！毖巯?，他又有新謀劃，將8700平方米的舊豬舍轉(zhuǎn)型為農(nóng)樂園，打造集休閑觀光、研學旅游、勞動體驗、農(nóng)事科普等為一體的農(nóng)業(yè)旅游園區(qū)，為有志于推進鄉(xiāng)村振興的年輕人就業(yè)創(chuàng)業(yè)提供更多機會、更好環(huán)境。

2022年5月，4名00后大學生來此實習，成為農(nóng)創(chuàng)園的推廣主力。“鄉(xiāng)村振興的發(fā)展機會越來越吸引年輕人?！逼渲?，19歲的武昊計劃留下來。

讓更多人才建功立業(yè)

膠濟鐵路橫穿三澗溪村，路北是生態(tài)客廳，路南是冷鏈物流基地和古村。村西頭，章丘區(qū)中醫(yī)院樓群拔地而起；村東頭，電商基地已開始運行……

這張村莊規(guī)劃圖，深深地印在高淑貞腦中。三澗溪村根據(jù)自身資源條件，發(fā)揮毗鄰城區(qū)的優(yōu)勢，持續(xù)匯聚人才、資金等資源，著力打造新型產(chǎn)業(yè)平臺，有序推進田園綜合體、工業(yè)產(chǎn)業(yè)園和旅游、研學、康養(yǎng)產(chǎn)業(yè)，讓廣袤田野煥發(fā)新活力，讓鄉(xiāng)村更有吸引力。

位于三澗溪生態(tài)客廳的悅?cè)蝗凉鞠频辏鷱酵ㄓ?，花團錦簇。“我們提供宴會、婚慶、預制菜等服務(wù)，現(xiàn)在已經(jīng)輻射整個章丘區(qū)?！睈?cè)蝗凉鞠椖控撠熑藢O兆民，早年和姐夫在章丘城區(qū)做餐飲，生意蒸蒸日上，“三澗溪生態(tài)客廳的發(fā)展定位，讓我們慕名而來?！?/p>

目前，悅?cè)蝗凉鞠獎?chuàng)業(yè)車間已解決80余名村民就業(yè)，每年可增加村集體收入70多萬元。

禾木直播負責人、85后楊志剛也是慕名而來。他帶著團隊入駐三澗溪村鄉(xiāng)村振興綜合體，成立了三澗溪（山東）電子商務(wù)集團有限公司。

“現(xiàn)在還是試營業(yè)，計劃元旦正式營業(yè)，屆時將推廣章丘當?shù)氐氖ト?、醬油醋等各類產(chǎn)品，并服務(wù)章丘本地企業(yè)?！睏钪緞傔呑哌吔榻B，“二樓設(shè)置了300多個工位，免費提供給有創(chuàng)業(yè)意愿的大學畢業(yè)生，優(yōu)秀者或特別困難者能享受1萬元的補貼。我們還組織培訓，鼓勵村民學習電商知識，增加自身收入?！?/p>

“我們很快也會參與直播基地建設(shè)，聚合資源，讓三澗溪品牌成為品質(zhì)的代名詞，帶動更多優(yōu)質(zhì)產(chǎn)品走出去。”工作之余，劉亞楠緊盯電商動態(tài)。

“如今的三澗溪，正在形成人才、土地、資金、產(chǎn)業(yè)匯聚的良性循環(huán)?！备呤缲懻f，“我們將認真貫徹落實黨的二十大報告提出的‘真心愛才、悉心育才、傾心引才、精心用才’要求，匯聚更多人才資源，扎實推進鄉(xiāng)村振興?！?/p>

Sanjianxi Village: Distinguishing Itself in Rural Revitalization

Early in the morning,Ye Guifen,director of the village committee of Sanjianxi Village,Zhangqiu District,Jinan City,Shandong Province,rides an electric bicycle straight to the district government.In 2022,Sanjianxi Village has been speeding up its industrial upgrading.Relevant procedures concerning the newly built commercial hotel,cold chain logistics base,and commercial center need to be coordinated and handled.These days forty-year-old Ye Guifen has been busy with these issues.

Doing lectures and engaging in tourism,in just a few years,Ye Guifen,a college graduate who returns to her hometown,has grown rapidly and is widely recognized by the villagers.Last year,she was elected as the director of the village committee.

In recent years,more than 200 young people like Ye Guifen have returned to the countryside to work and start businesses.They inject their youthful strength into the comprehensive promotion of rural revitalization in Sanjianxi Village.Last year,the collective assets of the village reached 273 million yuan.The per capita annual income of villagers exceeded 30,000 yuan.

“‘Talent is the key to rural revitalization.We must actively cultivate local talents,encourage capable people to return to their hometowns to start businesses,and encourage college student village officials to take root at the grassroots level to provide talent guarantee for rural revitalization.’ General Secretary Xi Jinping said when inspecting Sanjianxi Village in June 2018.We have always kept in mind the ardent entrustment at that time.”Gao Shuzhen,Secretary of the Party Committee of Sanjianxi Village,said,“The report of the 20th National Congress of the Communist Party of China proposes to comprehensively promote rural revitalization.We will make greater efforts to gather talents to attract and inspire more aspiring young people to work in the countryside to show their skills in revitalization.”

The Jiaoji Railway crosses Sanjianxi Village.To the north of the railway is an ecological living room.To the south is a cold chain logistics base and an ancient village.At the west end of the village,the buildings of Zhangqiu District Traditional Chinese Medicine Hospital have sprung up.At the east end of the village,the e-commerce base has begun to operate...

This village planning map has been deeply imprinted in Gao Shuzhen’s mind. According to its own resource conditions,Sanjianxi Village takes advantage of its adjacent urban areas,continues to gather talents,capital and other resources,strives to create new industrial platforms,and promotes rural complexes,industrial parks,tourism,research,and health care industries in an orderly manner,thus making the vast fields revitalize and the countryside more attractive.

“Today’s Sanjianxi is forming a virtuous circle of talent,land,capital,and industry convergence.”Gao Shu zhensaid,“Wewill conscientiously implement the requirements of ‘sincerely loving talents,cultivating talents carefully,and attracting talents with all ourheart,and usingtalents meticulously’ proposed in the report of the 20th National Congress of the Communist Party of China to gather more human resources,and solidly promote rural revitalization.”
