歷史研究推動中英關(guān)系發(fā)展“英國駐重慶使領(lǐng)館變遷研究成果匯報暨二戰(zhàn)時期中英關(guān)系研討會”舉行

2014年3月13日,“英國駐重慶使領(lǐng)館變遷研究成果匯報暨二戰(zhàn)時期中英關(guān)系研討會”在重慶市外僑辦舉行。此次研討會由英國文化協(xié)會和重慶市外僑辦共同主辦。來自英國駐重慶總領(lǐng)事館、重慶市外僑辦、重慶與世界雜志社以及四川外國語大學(xué)國際關(guān)系學(xué)院等單位的近70位代表參加了本次研討會。
英國駐重慶總領(lǐng)事館領(lǐng)事米博娜、四川外國語大學(xué)副校長樂勇、四川外國語大學(xué)國際關(guān)系學(xué)院院長肖肅等出席開幕式并致辭。
米博娜表示,中國與英國的聯(lián)系最早始于18世紀(jì)末,英國在重慶設(shè)立領(lǐng)事館,這是外國在重慶設(shè)立的第一個領(lǐng)事機構(gòu),兩國地區(qū)的人民在科學(xué)、文化等領(lǐng)域展開了交往,也經(jīng)歷了諸多變遷,也正因為領(lǐng)事館的設(shè)立,讓更多的英國人來到中國內(nèi)陸地區(qū),了解重慶。在中國最受愛戴和尊敬的外國科學(xué)家之一—李約瑟博士也廣為人知。
來自四川外國語大學(xué)國際關(guān)系學(xué)院的四位專家分別就其研究的中英交往時間段做了精彩的陳述。宋國華副院長指出,19世紀(jì)晚期,英國為鞏固其在中國的優(yōu)勢地位,重點發(fā)展和鞏固了其在長江流域的勢力范圍。英國駐重慶總領(lǐng)事館的設(shè)立,對重慶乃至西南地區(qū)的對外開放和近代化進程產(chǎn)生了巨大的影響。
接著,陳廣猛副教授指出,二戰(zhàn)時期,隨著國際形勢的發(fā)展,中英關(guān)系和英國駐渝使領(lǐng)館都經(jīng)歷了較大變化。太平洋戰(zhàn)爭的爆發(fā)使得英國對華政策出現(xiàn)重要轉(zhuǎn)變,英國成為了中國反法西斯統(tǒng)一戰(zhàn)線的盟友。英國駐華大使館于1937年隨國民政府撤離南京,最終遷往重慶。
諶華僑副教授提到,新中國成立后,因受外部環(huán)境的影響,英國陸續(xù)撤關(guān)停多處在華使領(lǐng)館,重慶與英國的官方聯(lián)系逐步中斷。直到1993年英國萊斯特市與重慶市結(jié)為友好城市,重慶與英國的聯(lián)系才重新開始日益密切。
朱天祥副教授指出,在2000年3月1日,英國在重慶設(shè)立新的總領(lǐng)事館,總領(lǐng)館先后在五位總領(lǐng)事的帶領(lǐng)下,為促進英國與重慶之間各層次交往與各領(lǐng)域合作做出了突出貢獻?!巴ㄟ^對英國駐渝使領(lǐng)館變遷歷史的研究,必將有助于英國與重慶的友好合作關(guān)系,促進未來中英關(guān)系的順利發(fā)展。”
此次研討會上,來自英國的作家艾瑪(Emma Oxford)女士也追尋著父母的足跡,來到重慶,介紹了她的小說《至少我們活了下來》,并通過講述書中她父母的親身經(jīng)歷,反映了二戰(zhàn)期間重慶與英國的特殊關(guān)系。
英國領(lǐng)事館在重慶的變遷歷史是中英關(guān)系史上的重要資源,對重慶的外事工作與領(lǐng)事工作有著深刻的影響,對加強發(fā)展重慶與英國的關(guān)系很有意義。開展這樣的研討會,對重慶“走出去”也產(chǎn)生了積極作用,拉近了重慶與英國之間的關(guān)系,吸引雙方注意,為未來雙方在人文、經(jīng)貿(mào)等各方面聯(lián)系打下基礎(chǔ)。
據(jù)了解,2015年是世界反法西斯戰(zhàn)爭勝利及中國人民抗日戰(zhàn)爭勝利70周年。二戰(zhàn)期間,中英兩國是反法西斯統(tǒng)一戰(zhàn)線的盟友。研討會的召開,對這段特殊歷史時期的回顧和研究,必將有利于兩國友好關(guān)系的長遠(yuǎn)發(fā)展。
Historical Study on Promoting the Development of Sino-British Relations
Workshop on the changes of British consulate and embassy in Chongqing & China-UK relationship during WWⅡwas held on March13th.This workshop was co-sponsored by British Council and Chongqing Foerign and Overseas Chinese Affairs Office.70 representatives who are from British Consulate General, Chongqing Foerign and Overseas Chinese Affairs Of fi ce,the World and Chognqing magazine,Sichuan International Studies University Institute of international relations participated in the workshop.
Paula Mary Middleton, the British Consul said, the relationship between China and the United Kingdom fi rstly started in the late18th century,UK established consulate in Chongqing, which is the first foreign country established consulate in Chongqing.People from the two countries started communication in the fi elds of science and culture, and have gone through many changes. Many British people came to the inland China, and understand Chongqing because of the establishment of consulate. Such as Dr.Joseph Needham,who is widely known as the most revered and respected foreign scientist in China.
Four experts from Sichuan International Studies University Institute of international relations made wonderful statements at the workshop.
The author from United Kingdom Emma Oxford also followed the footsteps of her parents to Chongqing to introduce about her novel, At Least We Lived, which reflected the special relationship between Chongqing and UK during the war by telling her parents' personal experiences in this book.
The changing history of British Consulate in Chongqing is an important resource in the history of Sino-British relations,it has a profound impact on Chongqing foreign affairs and consular work and strengthening development of relationship between Chongqing and UK.This workshop has a positive effect on Chongqing to ”go out",linking relationship between Chongqing and UK, attract attention, lay the foundation in the humanities, economic and trade in the future.
It is understood that2015 is the70 years’victory of the world anti-fascist war and the Chinese people's victory.During the second world war, both China and Britain were allies in the United Front against fascism.this workshop to review and study the particular historical period will be conducive to the long-term development of friendly relations between the two countries.
