CCS Ushers in Its Brilliant Moment

Recently, the 32 Administrations including the General Administration of Quality Supervision,Certification and Accreditation Administration of the People’s Republic of China(CNCA), National Development and Reform Commission jointly published the“13th Five-Year”plan for the development of certification and accreditation inspection(China Quality Inspection[2016] No.524, hereinafter referred to as“the plan”, which clearly put forward the guiding ideology, development goals,strategy tasks and reform measures for certification and accreditation industry in the next five years.

The plan put forward 6 development goals and 10 quantitative development indicators on service capability, innovation capability, industry governance, industry development,international cooperation and basic work. Among them, the revenue of inspection and certification is expected to maintain a 9.2% growth rate, reaching 300 billion RMB by the end of the“13thFive-Year plan”period, which is higher than the growth rate of GDP. And the number of certification and accreditation certificate, technical innovation, international mutual recognition and other key indicators will also maintain a rapid growth rate in the“13thFive-Year plan”period.

Today, China Classification Society has become an international classification society with technical capability,business service competitiveness and political and brand influence in the international maritime industry. It is widely recognized by customers from home and abroad;through development, innovation and scientific research experiment, CCS actively participates in the field of international standards and provide regulation and technical standards complying with the international requirements to Chinese shipbuilding, shipping and offshore engineering,CCS has become an important supportive strength for Chinese shipbuilding, shipping, energy development,finance and insurance and other related industry. By way of implementing the international maritime conventions,domestic laws and ship classification regulations, CCS has become the main force for China to carry out maritime safety and quality management, and environment monitoring.

As the national classification society, over the decades of development, CCS has been constantly copying and transposing the international advanced operational model and management experience into domestic business, and has constantly been improving the ability and level of domestic ship survey, land product survey and certification work, helping domestic shipping, shipbuilding and product enterprises to achieve sustainable development, making the service object of CCS be more competitive and at the same time has realized coordinated development. Meanwhile, CCS has been continuously strengthening its implementation ability of technical supervision authorization, actively implementing classification of domestic ship, promoting standardization of ship type and playing the role of main force in survey quality, technical content, the number of survey ships and other aspects. In serving key national water area, and the safety and environmental protection of key ships,CCS actively takes the responsibility as the national ship survey organization and carries out research and development and constantly improves national ship safety technical standards,reflecting its role as the national ship survey main force to safeguard the stability of domestic statutory survey and water transportation safety.
