2017年重陽節(jié),浙江省寧??h的梅林街道河洪村熱鬧非凡。
河洪村是一個山清水秀的小村落,背靠大山,一條小溪靜靜地從村旁流淌,更叫人羨慕的是河洪村就依偎在中國三大著名溫泉之一的寧海天明山南溪溫泉旁邊。2015年10月,河洪村被評為寧波市首批“長壽村”,村里總?cè)丝?440多人,60歲以上老人有300多位,80歲以上老人有70多位。村里還曾經(jīng)出過一位寧波市最長壽的老人——112歲的朱土花。
金風(fēng)送爽,天高云淡。一大早,四里八鄉(xiāng)的村民成群結(jié)隊來到河洪村。這里將舉辦寧海(梅林)長壽文化節(jié)的開幕儀式,村民們都想來看看熱熱鬧鬧的歌舞戲曲表演,還想來看看河洪村里的老外,大家都叫他洋村官。
法籍企業(yè)家娶了寧海姑娘
這位洋村官的中文名字叫丁一牧,是位法國人。高高的個子,慈祥的討人喜歡的笑臉。1963年出生的他在美國獲得MBA學(xué)位后,曾就職于美國華爾街交易所、英國倫敦交易所。就是這么一個法國人,后來到了寧??h創(chuàng)辦文具家電企業(yè),年產(chǎn)值約1億元。丁一牧來寧海已經(jīng)有15年了,還娶了個寧海姑娘,算得上“新寧海人”了,這些年,他最愛到處走走看看,寧海的各個山村角落他幾乎都去過。
時任寧??h委書記的褚銀良對這位前來寧??h投資辦廠的法國人十分關(guān)注,多次和他促膝長談,聽取他關(guān)于寧??h經(jīng)濟和社會發(fā)展的看法和建議。寧??h梅林街道黨工委書記陳偉榮也“看”上了他。陳偉榮對他說:“我們寧海的梅林街道有一個背山面水的小村莊叫河洪村,自然環(huán)境很好,還出了寧波最長壽的112歲老人,被大伙稱為‘長壽村,可惜一直藏在深閨人不知,村干部都是農(nóng)民出生,不懂吆喝。我們很想引進一位會經(jīng)營的人才,幫助改造、發(fā)展、推薦小山村的山山水水?!?016年2月29日,在各方的協(xié)調(diào)下,丁一牧受聘擔(dān)任了寧??h梅林街道河洪村的村主任助理。
就任洋村官助力山村旅游
村里的干部告訴我們,丁一牧上任的第一件事就是把眼科醫(yī)院的醫(yī)生拉到村里,免費為60歲以上老人檢查眼睛。到現(xiàn)在已經(jīng)做了十幾例白內(nèi)障手術(shù)。2016年的首屆寧海(梅林)長壽文化節(jié),村里的王牌項目就是“洋村官帶你玩轉(zhuǎn)長壽村”,丁一牧親自做起導(dǎo)游,長壽節(jié)辦了3天,河洪村接待了5萬多名游客。
2017年10月27日,河洪村就像過節(jié)一樣沸騰了起來,進村公路兩旁的大樹上大紅燈籠高高掛起,各色彩旗迎風(fēng)飄舞,鑼鼓聲聲,歌聲飛揚,成千上萬的村民匯聚在山村旁邊的廣場上。丁一牧笑容滿面地舉著小紅旗為一群來自杭州、寧波的外國留學(xué)生當(dāng)起了導(dǎo)游。提起村里的景致,他如數(shù)家珍。他一會兒帶著大家參觀長壽老人的住宅,一會兒帶著大家看各種各樣的老農(nóng)具和古村落的景點。丁一牧的英語介紹讓這批外國留學(xué)生聽得津津有味。而河洪村保存完整的古建筑,也深深吸引了這批老外。一位黑人朋友說:“這個小山村太漂亮了,古老的房子,優(yōu)美的山水,真的非常棒?!?/p>
謀劃保護老房子建洋家樂
當(dāng)?shù)弥謇镆阑h(huán)境在村中心建造一座老年休閑亭時,丁一牧毫不猶豫地捐贈了10萬元。如今小山村中心的老年亭得到了全體村民的一致夸獎,村民們走累了在這里歇歇腳,下雨了就在這里躲躲雨,夏天炎熱就在這里乘乘涼。他還和村里一起設(shè)立了一個教育基金,專門資助寧海各個小山村里家庭困難的孩子讀書。不過,在丁一牧看來,這些都只是民間力量的淺層幫扶,真正要改變山村,需要更深入的對接與參與。丁一牧經(jīng)常為小山村的發(fā)展出謀劃策,從他走過的近百個國家里尋找樣本,要給村莊規(guī)劃一個發(fā)展的方案。他說:“現(xiàn)在站在村口看,都是新房子,可是走近了,會看到很多珍貴的老房子,這些房子不保護,5年后,或許一幢也沒有了!”他思考著,如何讓河洪村也制訂出個村規(guī)民約,讓大家一起來保護老房子。
丁一牧還有一個設(shè)想,就是在村莊里建“洋家樂”。他說,現(xiàn)在越來越多的外國人到中國來經(jīng)商或生活,可是寧海又是一個小縣城,每次客戶來,都為找合適的住宿和吃飯的地方犯難。河洪村可以弄個中西結(jié)合的洋家樂,與別的鄉(xiāng)村農(nóng)家樂錯位競爭,吸引更多游客來到這里,釣釣魚,吃吃農(nóng)家菜,過過慢生活,生意一定不會錯。
一年一度的重陽節(jié)到了,丁一牧又把全村的老人請到了村里的文化禮堂,大家高高興興地圍坐在一起吃起了長壽面。老人們個個豎起拇指夸他好。我們問丁一牧:“你中國菜吃得慣嗎?”還沒等翻譯開口,他馬上笑著用寧海話回答:“好吃,好吃。”

A Frenchman Helps
a Village in Ninghai

Located in Meilin, Ninghai County in Ningbo, small and scenic Hehong Village enjoys close proximity to the Nanxi Hot Spring, one of the ‘top three hot springs in China, and is one of the first officially recognized ‘longevity villages in Ningbo. Among 1,440 village residents are over 70 octogenarians. The village is also the home of Zhu Tuhua, who lived to be 112 and was once the oldest person in Ningbo. For the villagers, the 2017 Double Ninth Festival was more eye-opening than ever before. The village square was jam-packed with people jostling each other in the crowd for a look at Denis Emmanuel Roger, who is a French businessman and now assistant to the Village Head. In Ninghai, he is better known as Ding Yimu, his Chinese name.endprint
The 54-year-old, tall and always with a beaming face, had a Wall Street life in the US and worked with the Royal Exchange in London before launching his stationery and household appliance company in Ninghai and settling down with his Ninghai wife. The annual revenue of his business in Ninghai now tops 100 million yuan. Over the past 15 years, he has explored every nook and cranny of the county.
Shortly after he launched his factory in Ninghai, the Frenchman caught the attention of Chu Yinliang, then Secretary of the county Party Committee, and Chen Weirong, representing the Meilin sub-district of the county. “We have been looking for the right person to ‘sell a village, and you are the best candidate because you know more about marketing than us,” pitched the two to the French entrepreneur who has been operating a very big business in Ninghai over the past 15 years. In February of 2016, Ding Yimu swore in as assistant to the village head of Hehong Village.
A new broom sweeps clean. The first thing Ding Yimu did in his position was bringing free cataract surgery to the villages oldies, many of whom had been suffering from cataract for years without seeking treatments.
In 2016, the first Ninghai (Meilin) Longevity Festival drew in more than 50,000 visitors to the village. The three-day festivity saw Ding Yimu act as a busy tour guide and fully showed his marketing genius.
On October 27, 2017, Hehong was sizzling with heaps of atmosphere again. A group of foreign students from Ningbo and Hangzhou had a good time in the ‘longevity village, following the little red flag carried by the English-speaking French tour guide. Ding Yimu invited all elderly people in the village to join the Double Ninth feast and enjoy ‘longevity noodles at the villages ‘culture center.
When learning about a plan to build a pavilion for the oldies to keep out wind and rain when hanging out, Ding Yimu donated 100,000 yuan without hesitation. He also worked out an education fund that is providing subsidies for school-age children from impoverished households. All this, however, is the tip of the iceberg of what the Frenchman has done for his adopted hometown. “It is a shame that the ancient dwellings are being neglected and suffering from long-time disrepair. Theyll be gone in five years if no effective protective action is taken,” Ding Yimu warns. He is also thinking hard to work out a ‘village convention and invites all villagers to contribute to the protection of one of the most valuable assets of their home village.
Another important thing on his to-do list is to improve the tourism facilities targeting a growing number of foreign tourists. “The village has to have something special to offer to stand out in the fierce rural tourism competition, and the first thing to work on is to have more breakfast and bed places ready to meet the needs and budgets of foreign visitors,” Ding Yimu suggested.endprint
