匈牙利創(chuàng)新與技術(shù)部部長帕爾科維奇（左）與重慶市副市長鄧恢林共同啟動中國—匈牙利技術(shù)轉(zhuǎn)移中心（重慶）網(wǎng)站上線。

2018年11月6日至7日，匈牙利創(chuàng)新與技術(shù)部部長帕爾科維奇·拉茲洛率團訪問重慶，商洽促進匈牙利與重慶在科技、教育、文化等領(lǐng)域合作。11月7日，市委副書記、市長唐良智在重慶外事大樓會見了帕爾科維奇一行。

唐良智說，重慶是中國直轄市、國家中心城市，在國家區(qū)域發(fā)展和對外開放格局中具有獨特而重要的作用。匈牙利與重慶交流合作密切，中歐班列“重慶—匈牙利”班列、中國—匈牙利技術(shù)轉(zhuǎn)移中心（重慶）等運行良好。重慶希望與匈牙利深化經(jīng)貿(mào)、科技、交通物流、文化教育、重點產(chǎn)業(yè)等領(lǐng)域的合作，共同創(chuàng)造美好未來。”

帕爾科維奇表示，重慶是一座山水秀美、人文厚重的城市，產(chǎn)業(yè)基礎(chǔ)好、發(fā)展?jié)摿Υ?，愿進一步與重慶拓展合作領(lǐng)域、提高合作層次，深化務(wù)實合作，實現(xiàn)互利共贏。副市長鄧恢林參加會見。

隨后，帕爾科維奇就匈牙利政府在推動重慶與匈牙利在科技、教育和旅游等領(lǐng)域合作的具體政策，以及未來如何進一步深入這些領(lǐng)域的合作等問題，接受了記者的采訪。

中匈合作已有支撐框架

“匈牙利是歐洲第一個參與支持‘一帶一路’倡議的國家，重慶對于匈牙利來說是一座非常重要的城市。”帕爾科維奇表示，目前，中匈合作的領(lǐng)域已經(jīng)有了一些支撐的框架，比如已經(jīng)成立的中匈（重慶）技術(shù)轉(zhuǎn)移中心，已在重慶和布達佩斯設(shè)立辦公室。該中心為中匈兩國想要到對方地區(qū)發(fā)展的公司給予了更多的支持。在此基礎(chǔ)上，匈牙利政府希望開拓更廣泛的合作，例如在人工智能、通訊技術(shù)等方面，將匈牙利和重慶的合作更好地融入“一帶一路”倡議中。

在教育合作領(lǐng)域?，F(xiàn)在有2000名中國學生在匈牙利大學學習，很多學生可以獲得匈牙利政府的獎學金?！拔磥砦覀儗㈤_發(fā)更多的中匈大學合作辦學項目，匈牙利將邀請中國的大學來到匈牙利，與當?shù)氐拇髮W進行合作，并且通過這個學校頒發(fā)歐盟認證的學歷證書。”帕爾科維奇說道。

在旅游領(lǐng)域的合作。目前，每年從中國到匈牙利的游客數(shù)量在25萬人次左右。帕爾科維奇希望，通過開通重慶與匈牙利城市的直航，推動雙邊游客往來和帶動周邊其他歐洲城市的旅游發(fā)展。

中歐班列（重慶）拓展?jié)摿Υ?/h2>

帕爾科維奇表示，匈方十分關(guān)注中歐班列“重慶—匈牙利”班列的運行情況，認為中歐班列（重慶）還有很大的拓展?jié)摿?。匈牙利作為歐洲腹地、核心中轉(zhuǎn)城市，在交通和物流運輸方面扮演著很重要的角色，所以在這個方面重慶與匈牙利可以加強合作。

帕爾科維奇透露，未來，重慶與匈牙利將成立一個聯(lián)合工作小組，其中匈方為匈牙利駐重慶總領(lǐng)事館，中方為重慶市人民政府外事辦公室。通過這個聯(lián)合工作小組，雙方將討論下一步的合作，并探討如何轉(zhuǎn)化為行動。

訪渝期間，帕爾科維奇出席了2018中國（重慶）—匈牙利創(chuàng)新合作論壇開幕式，與重慶市副市長鄧恢林共同啟動中國—匈牙利技術(shù)轉(zhuǎn)移中心（重慶）網(wǎng)站上線；在重慶大學做“匈牙利科技創(chuàng)新與高等教育”專題演講；參加中國—匈牙利高校合作圓桌會；參觀首屆長江上游城市花卉藝術(shù)博覽會；還出席了第六屆中國西部匈牙利文化節(jié)·布達佩斯之秋閉幕式，以及匈牙利著名鋼琴家演奏會等多項藝術(shù)文化活動。

On November 6 to 7,Palkovics Laszlo,minister of Hungarian Ministry of Innovation and Technology,led a delegation to visit Chongqing for discussing and promoting cooperation between Hungary and Chongqing in such fields as science&technology,education,culture. On November 7,Tang Liangzhi,deputy secretary of Chongqing Municipal Party Committee and mayor of Chongqing Municipal People’s Government met with Palkovics and his delegation at the Chongqing Foreign Affairs Building.

Tang Liangzhi said that Chongqing,as a municipality directly under the Central Government and a central city of China,is of unique importance in the pattern of China’s regional development and opening-up. Hungary has maintained close exchanges and cooperation with Chongqing,with the“Chongqing-Hungary”train line of China Railway Express to Europe and the China-Hungary Technology Transfer Centre (Chongqing) running well.Chongqing hopes to create a bright future with joint effort by deepening cooperation with Hungary in the fields such as economy&trade,science&technology,transportation&logistics,culture&education,key industries.

Palkovics held that,as a city with beautiful landscape and profound culture,Chongqing has a favourable industrial foundation and great potential in development. Hungary is willing to further expand areas of cooperation with Chongqing,enhance the level of cooperation,and extend cooperation in a pragmatic fashion,achieving the mutual benefit and win-win result. Deng Huilin,deputy mayor of Chongqing Municipal People’s Government,attended the meeting.

Palkovics then granted an interview to journalists about the specific positive policies of the Hungarian government to promote cooperation between Chongqing and Hungary in such fields as science&technology,education and tourism,as well as how to further deepen cooperation in these fields in the future.

Supportive Framework for China-Hungary Cooperation

Palkovics believed that Hungary is the first country in Europe to support and participate in the Belt and Road Initiative,and Chongqing is an extremely important city for Hungary. Currently,there has been some supportive frameworks in the areas of China-Hungary cooperation,such as the China-Hungary Technology Transfer Centre (Chongqing)whose offices have been set up in Chongqing and Budapest. The centre has provided more support for the companies from China and Hungary,who want to develop in each other’s regions. On this basis,Hungarian government wishes to explore broader cooperation,such as the fields of artificial intelligence,communication technology and so on,then better integrating the cooperation between Hungary and Chongqing into the Belt and Road Initiative.

In the field of education,at present,there are 2000 Chinese students studying in Hungarian universities,many of whom can obtain scholarships from Hungarian government for study and living expenses.“In the future,we will develop more cooperation programs between Chinese and Hungarian universities. Hungary will invite Chinese university partners to Hungary to cooperate with local universities and issue diplomas certified by the European Union.

As for cooperation in the field of tourism,nowadays,about 250,000 Chinese tourists tour Hungary every year. Palkovics hoped to open direct flights between Chongqing and Hungarian cities,through which to promote bilateral tourist exchanges and tourism development of other European cities around the city.

Great Potential of China Railway Express to Europe (Chongqing) to Expand

Palkovics indicated that Hungary pays close attention to operation of the“Chongqing-Hungary”train line of China Railway Express to Europe and believes that this line still has great potential to expand. As a core transit city in the hinterland of Europe,Hungary plays an important role in transportation and logistics,so Chongqing and Hungary can strengthen cooperation in this respect.

In the future,Chongqing and Hungary will set up a joint working group which consists of the Consulate General of Hungary in Chongqing and the Foreign Affairs Office of Chongqing Municipal People’s Government. The two sides will discuss further cooperation and how to translate it into action through the joint working group.

During his visiting in Chongqing,Palkovics attended the opening ceremony of China-Hungary Innovation Cooperation Forum 2018,and colaunched the website of China-Hungary Technology Transfer Centre (Chongqing) with Deng Huilin. And he participated in many artistic and cultural activities. In Chongqing University,he delivered a keynote speech of Technological Innovation and Higher Education of Hungary. Besides,he attended the China-Hungary University Cooperation Roundtable Meeting,and visited the First Urban Flower Art Exposition in the Upper Reaches of the Yangtze River. He not only attended the Close Ceremony of the Sixth Western China Hungarian Cultural Festival Autumn of Budapest,but also went to the concert of a famous Hungarian pianist.
