Abstract: In recent years, the emerging biotechnology has developed rapidly integrated with cross-domain high technologies. With the promising prospects and potential risks, the leadership of biotechnology and the biosecurity capabilities have become the new focal point of great power competition. The COVID-19 epidemic has exposed the weaknesses of biosecurity system in many countries, underlining the shortcomings of global biosecurity governance, intensifying the competition between major powers and increasing the difficulty of global governance. Due to the lack of verification mechanisms and the dual-use of biotechnology, the biosecurity competition may result in arms race and even military conflict. Meanwhile, the bioterrorism threats and the risk of the misuse and abuse of biotechnology is becoming more urgent and complicated. The security of biological information and data and governance of global public health also faces challenges. The major powers should learn to cooperate and innovate cooperation mechanisms in the era of strategic competition in order to provide public goods and manage the increasing risk of biosecurity.

Abstract: The public health issue has attracted most attention in the world because of COVID-19 pandemic. The ambiguity of power and duties of governance actors, the imbalance between supply and demand of health public goods, barrier of sharing medical technology and disease information are problems contemporary global public health faces. How to improve global public health involve coordination among multilevel governance actors, combination of multiple governance components, South-South and South-North cooperation, and regional governance experiences. China actively participates in global health governance, including upgrading state health governance capacity, resources and skills supporting, providing health public goods and committing to new regulations and standards which reflect developing countries’ appeals.

Abstract: Under the impact of multiple public health crises, China has been constantly improving the response capacity of its public health system and accelerating its integration into the global health governance system. With the launch and promotion of the “Health Silk Road” initiative, China has played a role in bilateral and multilateral public health cooperation, and promoted the innovation of regional and global health governance and the provision of health public goods. The current global epidemic of COVID-19 not only highlights the strategic significance and value of the “Health Silk Road”, but also poses new challenges to its steady and long-term development.

Abstract: Since its revival in 2017, the Quadrilateral Security Dialogue (known as the Quad) among the United States, Japan, India and Australia has made considerable progress. Unlike the first Quadrilateral Security Dialogue in 2007, the dialogue restarted in 2017 has a certain continuity thanks to four countries’ response to China’s rise, the adjustment of US policy towards China, and the development of their relations over the past decade. Although the Quad still faces challenges in the future, the cooperation among the four countries will continue and have a major impact on the evolution of the regional security architecture.

Abstract: Since the late 1980s, political multipolarity and economic globalization have extended their reach. In order to deal with the complicated global competition, major space powers have increased their pursuit of space capabilities. The leading role of the space industry in national economic and technological progress, as well as nations’ need to protect fragile space assets, have prompted major powers to use commercial space to strengthen national space capabilities and the space industry. This motive for obtaining “power-interest” laid the foundation for the privatization and commercialization of space industry, and made it as a key factor in the interaction among major powers in space. Great powers are constantly increasing their competition for the international space markets. There has been an upsurge of using space technology to seize the future opportunities in the worldwide.
