6月，從波蘭港始發(fā)的23標(biāo)箱“小M”牛奶，陸續(xù)運抵寧波舟山港，快速通關(guān)后，分批發(fā)往全國各地。

“小M”的“中國游”始于2019年。近3年來，“大M”“小M”“牛頭”，越來越多的波蘭牛奶漂洋過海，從寧波等城市的港口進入中國，走上國人餐桌。

“從3標(biāo)箱到1萬標(biāo)箱，這組進口數(shù)據(jù)的裂變式增長，就好像波蘭牛奶與中國市場上演了一場‘跨國之戀。” 浙江德霏供應(yīng)鏈管理有限公司總經(jīng)理王文佳，是這場“跨國戀”的“紅娘”。

2018年起，寧波積極搶抓國家“一帶一路”建設(shè)良機，出臺貿(mào)易便利化新政，提升互聯(lián)互通水平，全力構(gòu)建對外開放新格局。彼時，從事膠帶出口貿(mào)易的王文佳，已經(jīng)敏銳地嗅到了中東歐市場的新商機，開始轉(zhuǎn)做進口，試水波蘭牛奶的中國市場。

2018年5月，波蘭格拉耶沃的春天，草木蔓發(fā)。王文佳在此待了一個多星期，其間“輾轉(zhuǎn)”了四家當(dāng)?shù)貒鵂I牛奶企業(yè)。仔細(xì)對比后，他將目標(biāo)鎖定在排名第一的老字號牛奶國企——MLEKPOL上。

“此前這家企業(yè)生產(chǎn)的‘小M牛奶一部分在當(dāng)?shù)劁N售，一部分銷往歐洲、美洲等地，從未進入過中國?！蓖跷募鸦貞?，洽談之初，波蘭企業(yè)方對這款牛奶能否打開中國市場“半信半疑”，提出了“現(xiàn)金付款”的要求。

信任的建立需要時間。2019年3月，權(quán)衡再三后，王文佳與MLEKPOL達(dá)成合作協(xié)議，當(dāng)即簽下首筆3標(biāo)箱的“小M”牛奶訂單。經(jīng)過一個多月的“旅行”，“小M”沿著海上絲綢之路，途經(jīng)德國、埃及、新加坡，最終抵達(dá)寧波舟山港，并因為品質(zhì)好受到了國內(nèi)市場的歡迎。

“10標(biāo)箱”“60標(biāo)箱”“114標(biāo)箱”……如今，每個月經(jīng)由王文佳之手進入中國市場的波蘭牛奶有600多標(biāo)箱，一年算下來，有1萬標(biāo)箱、22萬噸。僅“小M”牛奶就占到了MLEKPOL總產(chǎn)量的四成多。

“現(xiàn)在即使我不打錢過去，波蘭企業(yè)也會先發(fā)牛奶過來?！苯衲?月10日，王文佳又包下波蘭企業(yè)POLMLEK兩條“牛頭”牛奶生產(chǎn)線。7月中旬，150多標(biāo)箱的“牛頭”牛奶將抵達(dá)寧波港口。

這幾年，王文佳形容自己“像頭倔牛一樣在牛奶的道路上越跑越遠(yuǎn)”。他知道，深耕波蘭牛奶市場的背后，離不開寧波近幾年探索實踐更高標(biāo)準(zhǔn)的進出口貿(mào)易便利化模式，離不開越織越密的城市交通網(wǎng)。

由于牛奶保質(zhì)期有限，通關(guān)時間的長短至關(guān)重要。“過去通關(guān)要10天，現(xiàn)在只要3天”，對此，王文佳十分感慨。不僅如此，四通八達(dá)的寧波交通也讓他的波蘭牛奶在港口直接裝卸，然后分銷至全國各地，“基本沒有滯留”。

當(dāng)前，面對疫情重構(gòu)的世界大變局，寧波正以模范生的姿態(tài)，更高質(zhì)量地敞開“世界的市場、共享的市場、大家的市場”，釋放和分享“中國紅利”。

對王文佳而言，他的“一盒牛奶”里也藏著更大的“夢想”：以“瀾黛”品牌管理公司注冊成立為契機，在央企背書下，深入波蘭牛奶奶源地，“包下當(dāng)?shù)啬翀觥?，把更?yōu)質(zhì)的乳制品帶入寧波，帶向中國市場。

“專業(yè)的人做專業(yè)的事”。這些年，王文佳專注做牛奶，“別的事情交給專業(yè)的人”。他將進口牛奶的通關(guān)、裝卸等業(yè)務(wù)直接委托給寧波第三方外貿(mào)服務(wù)公司，基本“不用自己操心”，騰出更多精力去“深耕進口牛奶”。尤其在去年底國外集裝箱緊缺的情況下，他的企業(yè)“有倉位沒箱子”的難題得到了及時解決。

王文佳說，“一流的外貿(mào)服務(wù)環(huán)境是外貿(mào)企業(yè)做大做強的基石”。得益于此，寧波不僅成為“一帶一路”參與國的特色商品進入中國的集聚地，更成為通往中國大市場的“黃金通道”。

Mlekos Travels in China

In June 2021， 23 TEUs of milk the Gdansk Port in Poland successively arrived at the Zhoushan Ningbo Port. After a rapid customs clearance， they were sent out all over China.

The milk， produced by a top Polish diary brand Mlekpol， began its “China tour” back in 2019. In the past three years， more and more Polish milk products have crossed the Eurasian continent and entered China through port cities like Ningbo.

“From three TEUs to 10，000 TEUs， the explosive growth is as if the Polish milk and the Chinese market have engaged in ‘transnational love，” quipped Wang Wenjia， general manager of Zhejiang Defei Supply Chain Management Co.， Ltd.， and he is playing the role of the “matchmaker”.

Since 2018， Ningbo has been leveraging the Belt and Road Initiative， introducing new trade facilitation policies， improving connectivity， and making every effort to deepen reform and opening-up. Wang Wenjia， who was engaged in the duct tape export trade， sensed the new business opportunities and began to turn to importing Polish milk.

In May 2018. Wang stayed for more than a week in the Polish town Grajewo， visiting four local state-run milk companies. After careful comparison， he targeted Mlekpol， one of the oldest milk companies in Poland.

“The milk produced by the company was mainly sold locally and exported Europe and the Americas，" Wang recalled that at the beginning of the negotiation. “It had never entered China.” Mlekpol was half skeptical about opening the Chinese market and asked for cash payment.

Trust takes time to build. In March 2019， after much consideration， Wang Wenjia reached a cooperation agreement with Mlekpol and immediately signed the first order： three TEUs of milk. After more than a month， along the Maritime Silk Road， by way of Germany， Egypt， Singapore， they finally arrived in Ningbo Zhoushan Port， and became quite popular because of its good quality.

Ten TEUs， 60 TEUs， 114 TEUs…Wang currently brings more than 600 TEUs of Polish milk into the Chinese market. “Now even if I dont send money to them， Mlekpol will still ship milk first.” On May 10， 2021， Wang contracted two milk production lines from another Polish milk， Polmlek.

Wangs foray into the Polish milk market would not have been successful if not for Ningbos increasingly convenient trade services and its ever-improving transport connectivity. “First-class foreign trade service environment is the cornerstone for foreign trade enterprises to become bigger and stronger，” said Wang. Ningbo has not only become a hub for commodities of the Belt and Road countries， but also a “golden channel” for them to come into the China market.
