在內(nèi)蒙古呼倫貝爾市陳巴爾虎旗,有一支特殊的警隊(duì)。來到這里的游客但凡遇見他們,都很難不被吸引。那是一支騎著駿馬在草原上執(zhí)勤的警隊(duì),他們制服上的徽章圖案是非常吸引人眼球的海東青。
In the Old Barag Banner, Hulunbuir City,Inner Mongolia, there is a special police team.Any tourist here who happens to see them is sureto be captivated. This is a police team that patrolsthe grasslands on horseback, with badges ontheir uniforms featuring the striking image of thegyrfalcon.
矯健威猛,飛行俯沖速度極快,是古時(shí)人們狩獵的重要幫手。“海東青騎警隊(duì)”成立于2015年,騎警隊(duì)取此名意在勉勵(lì)自己能像海東青一樣奮勇高飛、永不放棄。騎警隊(duì)目前共有10名隊(duì)員,平均年齡30歲。近十年來,隊(duì)員們每天騎著馬,輾轉(zhuǎn)于密林、河流、草原等較為復(fù)雜的地形,執(zhí)行著巡邏、反恐、化解糾紛等任務(wù)。
The gyrfalcon, known as the “God of AllEagles,” is a type of falcon renowned for its agilityand might. It dives at incredible speeds and was animportant hunting companion in ancient times. The“Gyrfalcon Mounted Police Team” was establishedin 2015, so named to encourage the team membersto emula6te04NPjGWOeYoat1H5kXVB8nDNId6aW1SJ8qQjsexc=te the gyrfalcon to soar bravely and nevergive up. Now the team has 10 members, with anaverage age of 30. Over the past decade, the teammembers have ridden their horses daily, traversingthrough dense forests, rivers, grasslands, and othercomplex terrains to carry out patrols, counterterrorismoperations, and resolve disputes.

An Origin in Chance
2015年,現(xiàn)任騎警隊(duì)隊(duì)長、當(dāng)時(shí)還是一名特警的石永志與同事在那達(dá)慕大會現(xiàn)場執(zhí)勤。一年一度的那達(dá)慕大會是蒙古族最盛大的節(jié)日,參與人數(shù)眾多,環(huán)境雜亂,開車執(zhí)勤非常不便。于是石永志突發(fā)奇想,召集了幾位會騎馬的同事,向牧民借來了幾匹馬,騎馬進(jìn)行巡邏。騎馬執(zhí)勤不僅靈活便捷,在馬背上的視野也更開闊,還能更好地融入那達(dá)慕大會的氛圍,收到了很好的效果,受到當(dāng)?shù)啬撩竦臍g迎和贊許。
In 2015, Shi Yongzhi, now the captain of theGyrfalcon Mounted Police Team, was then a specialpolice officer on duty at the Naadam Festival. Theannual Naadam Festival is the grandest celebrationfor the Mongolian people, drawing large crowds andcreating a complex environment, making car patrolshighly inconvenient. Shi had a sudden inspiration. Hegathered a few colleagues who could ride and borrowedhorses from local herders to patrol the festival grounds.Patrolling on horseback offered not only more flexibilityand efficiency but also a better vantage point for therider, with the additional advantage of blending therider seamlessly into the festive atmosphere. Thisinnovative approach was highly welcomed and earnedpraise from the local herders.
那達(dá)慕大會結(jié)束后,石永志回到日常崗位繼續(xù)工作。警隊(duì)所在的陳巴爾虎旗地廣人稀、河流眾多,日常巡邏時(shí),他和同事們也經(jīng)常遇到復(fù)雜地形而無法開車。在上次經(jīng)驗(yàn)的啟發(fā)下,他想,與其徒步,不如也試試騎馬工作,這樣出警的效率也能提高。他的提議很快得到了相關(guān)部門的支持,于是他挑選精干警力組建了一支騎警隊(duì),起名“海東青騎警隊(duì)”。
After the festival, Shi returned to his regularduties. The Old Barag Banner, where the police teamis based, is vast and sparsely populated with numerousrivers, making car patrolling challenging in complexterrains. Inspired by his previous experience, Shiproposed using horses for regular patrols to improveefficiency. His idea quickly gained support from therelevant local authorities, leading to the formation ofthe “Gyrfalcon Mounted Police Team,” composed ofthe most competent officers.
守護(hù)草原平安
A Safety Guard for the Prairie
騎警隊(duì)的工作是在不利于車輛通行的牧區(qū)、山地及旅游區(qū)進(jìn)行治安巡邏,處理突發(fā)事件,如打擊偷盜牛羊馬、濫挖野生藥材、破壞生態(tài)環(huán)境等行為。
The Mounted Police Team operates in areasunsuitable for vehicles, such as pastures, mountains,and tourist regions, conducting security patrols and handling illegal activities like poaching, excessiveharvesting of wild herbs, and behaviors that aredestructive to the environment.
不過相比這些,他們?nèi)粘L幚砀嗟氖遣菰说摹叭粘P∈隆保瑸槟撩窈陀慰吞峁椭?。比如,遭遇暴雨時(shí),他們曾經(jīng)跋涉幾天幾夜,幫牧民找回走失的牛羊;有一位獨(dú)居大爺腿腳不便,他們就上門幫著搬草料、照料牲畜;有游客在草原上迷路,他們就化身“活地圖”帶路引導(dǎo)……。如今,在轄區(qū)內(nèi),“有事兒就給‘海東青’打電話”成了當(dāng)?shù)鼐用竦囊痪涑S谜Z??梢姾|青騎警隊(duì)帶給大家的是一份妥妥的安全感。
However, compared to these tasks, more oftenthan not they deal with the “daily business” of thegrassland people, providing assistance to herders andtourists. For instance, they once trekked for days andnights during heavy rain to help herders find lostcattle and sheep; they helped an elderly man wholives alone with mobility issues deliver his fodderand tend his livestock; when tourists got lost on theprairie, they would serve as the “walking map” toguide them. Nowadays, within their jurisdiction,“Call the Gyrfalcons if you need help” has becomea common phrase among locals. Such is the sense of security that the Gyrfalcon Mounted Police Teambrings to the prairie people.
騎警隊(duì)隊(duì)員大多從小與馬為伴,騎馬對他們來說不難,但騎馬開展實(shí)地工作就不一樣了。要做到“人馬合一”,需要經(jīng)常進(jìn)行針對性的訓(xùn)練——控制馬匹、長途奔襲、涉水訓(xùn)練……現(xiàn)在,隊(duì)員人人都是騎馬高手。此外,騎警隊(duì)還實(shí)行“專人專馬”制度,每個(gè)人負(fù)責(zé)好自己的專屬馬兒,從刷毛、喂養(yǎng)到洗澡、修蹄等日常照料,都由隊(duì)員們親力親為。在此過程中,隊(duì)員們也能和“搭檔”培養(yǎng)默契。
Most members of the Mounted Police Teamgrew up with horses as their companions so that theydo not find riding difficult. However, conductingdaily operations on horseback is a different story.The “unity of man and horse” is the result of regulartargeted training — controlling the horse, longdistancegalloping, water-wading, and more. Now,every member of the team is an expert rider. Theteam also adopts a rider-horse pairing system, so thatevery member is responsible for their own horse andcarries out daily care duties such as grooming, feeding,bathing, and hoof trimming. Through this process,team members develop a strong bond with their animalpartners.
在最佳“搭檔”的助力下,無論爬山涉水,還是穿越樹林,他們都能暢通無阻且更高效地開展工作。穿著精干的制服,騎著威猛的駿馬在草原上飛奔執(zhí)勤,看似英姿颯爽,但其實(shí)并不輕松。夏天的草原上,紫外線特別強(qiáng)烈,隊(duì)員們經(jīng)常被曬到皮膚過敏;冬天的內(nèi)蒙大地,室外溫度能低到零下40℃,隊(duì)員們還是要迎著風(fēng)雪堅(jiān)守崗位。雖然工作艱苦,但是大家總是充滿干勁,年復(fù)一年、日復(fù)一日地守護(hù)著草原的平安。
With the help of their “best partners,” teammembers can efficiently navigate mountains,rivers, and forests. Clad in smart uniforms andgalloping on majestic horses across the grassland,the mounted police officers capture all ourimagination as heroes, but their job is far fromeasy. In the summer, the officers are exposed tointense UV rays on the grassland, which oftencause skin allergies; in the winter, temperatures inInner Mongolia can drop to —40 °C, yet the officersbrave the wind and snow in their daily operations.However hard the working conditions, teammembers stay vigilant on duty; year after year, theysafeguard the peace of the grassland.

A Special Operation
2024 年2 月3 日,第14 屆冬季運(yùn)動會火炬?zhèn)鬟f儀式在內(nèi)蒙古滿洲里市啟幕。海東青騎警隊(duì)接到了一項(xiàng)特殊任務(wù)——當(dāng)火炬?zhèn)鬟f途經(jīng)陳巴爾虎旗時(shí),騎警隊(duì)要負(fù)責(zé)轄區(qū)內(nèi)火炬?zhèn)鬟f前的臨時(shí)交通管制和人流、車流疏導(dǎo)等安保工作,隊(duì)員們還要騎馬護(hù)航火炬?zhèn)鬟f。
On February 3rd, 2024, the torchrelay ceremony for the 14th WinterOlympic Games commenced inManzhouli City, Inner Mongolia. TheGyrfalcon Mounted Police Team received a specialtask — when the torch relay passes through the OldBarag Banner, the mounted police will be responsiblefor temporary traffic control, crowd and vehicle flowmanagement, and other security tasks within theirjurisdiction. The team members will also escort thetorch relay on horseback.
從接到任務(wù)起,石永志就每天帶領(lǐng)隊(duì)員們在火炬?zhèn)鬟f路線實(shí)地進(jìn)行訓(xùn)練,全面排查消除各類安全隱患,確?;鹁?zhèn)鬟f順利進(jìn)行。零下30℃的天氣里,天寒地凍,隊(duì)員們?nèi)蔽溲b。為了圓滿完成這次任務(wù),他們特地增加了冬季戰(zhàn)術(shù)訓(xùn)練科目,強(qiáng)化騎警隊(duì)員在雪地環(huán)境的馬術(shù)技能,還訓(xùn)練在極寒天氣下團(tuán)隊(duì)作戰(zhàn)的戰(zhàn)斗力和默契度。
From the moment they received the task, ShiYongzhi led his team members in daily on-sitetraining along the torch relay route, thoroughlyinspecting and eliminating various safety hazards toensure the smooth progress of the torch relay. In thefreezing weather of —30 °C, the team members werefully equipped. To successfully complete this mission,the team specifically included winter tactics subjectsin their daily training to enhance the police officers’equestrian skills in snowy environments and theircombat effectiveness and teamwork in extreme coldweather.
最終,在冬運(yùn)會的火炬?zhèn)鬟f儀式上,在群眾的熱烈歡呼聲中,五名騎警隊(duì)員以“最深的敬意、最佳的隊(duì)形、最安全的保障”順利將火炬護(hù)送到了轄區(qū)終點(diǎn)。
Finally, at the torch relay ceremony of theWinter Games, amidst the enthusiastic cheers ofthe crowd, five mounted police officers successfullyescorted the torch to the district’s endpoint with“the deepest respect, the best formation, and thesafest protection.”
每年的6月初夏,牧民為了讓牛、羊、馬群吃到新鮮的水草,需要轉(zhuǎn)移大量牲畜到夏營地,同時(shí)也要轉(zhuǎn)移自己的生活居所。這時(shí),騎警隊(duì)也迎來了他們每年的特殊任務(wù)——幫助牧民安全轉(zhuǎn)場,防止牲畜沿途侵入其他草場。這樣的任務(wù)可能也只有經(jīng)過多年騎術(shù)訓(xùn)練和馬背戰(zhàn)術(shù)訓(xùn)練的海東青騎警隊(duì)能夠完成了。
In early June each summer, herders need to movea large number of livestock to the summer campalong with their living quarters, so that their cattle,sheep, and horses can graze on fresh water and grass.It is also the time when the mounted police teamfaces their annual special task — helping herderssafely transfer to the summer camp and preventinglivestock from trespassing on other pastures alongthe way. Such a task could only be accomplishedby the Gyrfalcon Mounted Police Team, who haveundergone years of equestrian and horseback tacticaltraining.
一年四季,雖然工作勞累,但看見牧民和游客臉上的笑容,騎警隊(duì)隊(duì)員們就感到無比自豪。他們就像一往無前的蒙古馬、展翅翱翔的海東青一樣,守護(hù)著這片草原,守護(hù)著生活在這片土地的民眾。
Throughout the year, the mounted police’shard work is amply rewarded by the smiles on thefaces of herders and tourists, which fill the teammembers with immense pride. The officers are likethe implacable Mongolian horses and the soaringgyrfalcons, guarding the grassland and protecting itspeople.
