      Driving the Building of an International Landscape Featuring the Collaborative Innovation of Agriculture, Culture and Tourism

      On April 26, 2023, the Agriculture, Culture & Tourism Services Working Committee, Trade and Economic Multifunctional Platform for SCO Countries (hereinafter referred to as the ACT Services Working Committee) was established. Recently, Liu Jiao, Secretary-General of the ACT Services Working Committee, stated during an exclusive interview with The World and Chongqing that they would proactively facilitate the formation of an industry profoundly integrating agriculture, culture and tourism (“ACT”) with regional characteristics. Distinctive brands would be created to build an international landscape featuring the collaborative innovation of ACT in China, other SCO countries and Belt and Road partner countries.

      Creating ACT-Integrated Brands with Regional Characteristics

      The overarching consensus among SCO countries is to strengthen cultural exchanges and mutual learning, and facilitate the innovative growth of their modern agriculture and tourism. The integrated development of ACT has become a practical pattern for regional economic and social development.

      Liu Jiao stated that the ACT Services Working Committee, with nearly 40 founding members, focuses on conserving and carrying forward intangible cultural heritage, building beautiful rural areas, protecting farming culture, and refining and improving urban culture, based on Chinas rich ACT resources. It aims to “energize” culture by probing into cultural connotations behind hometowns of Chinese folk culture and art, towns with distinctive features, and national key villages and towns for rural tourism in various forms, such as handicrafts, design, research and development of cultural and creative products, exhibit design and experience, study tours, online education and cultural exchanges with other countries.

      The ACT Services Working Committee has initiated the establishment of six working groups engaging in national intangible cultural heritage, rural revitalization, urban culture and tourism, brand planning, omni-media operations on the Internet and “smart” digitalization. They will create distinctive ACT brands from various aspects.

      Digital and Smart Transformation and Upgrading of ACT Industries

      “The wide application of digital technologies has driven the transformation and upgrading of traditional industries. More digital and smart technologies will be applied to the integrated development of ACT to exchange information and share resources among industries. As a result, competitive ACT brands will be built,” suggested Liu Jiao.

      In January 2023, Huahe Digital and Smart Exhibition Hall, built by the ACT Services Working Committee, was open to the public in Chongqing. In the section of “AI Fashion”, AI-designed womens dresses and mens suits stood out. These garments have NFC chips embedded in the buttons, allowing customers to use the NFC technology on their phones to check information, such as fabrics and textures. In the AI fashion model, a whole-industry-chain platform offering comprehensive services, such as AI design, order placement, manufacture, and sales, has been built. In this case, the clothing industry can be upgraded with the help of digital technologies.

      The exhibition hall also boasts sections focusing on different themes, such as medicine, green and smart manufacturing, new livestream environment, cross-border trade and smart & digital cultural and creative products. Industry-specific application models have been built through computing power and data to help integrate the digital economy and the real economy deeply, and transform and upgrade Chinas ACT industries.

      Win-Win Outcomes from Joint R&D with SCO Countries

      “We expect to build a positive brand image of Chinas ACT industries among SCO countries, so as to boost the development of these industries,” noted Liu Jiao. By holding cultural events, the ACT Services Working Committee will show other SCO countries the abundant and diverse ACT resources of China to enhance mutual understanding.

      At the same time, the ACT Services Working Committee will put more effort into cooperation with academic and research institutions in SCO countries in ACT industries. Research projects will be jointly launched, and results will be shared to facilitate ACT knowledge dissemination and exchange. Moreover, it will collaborate with SCO countries on programs in ACT industries, such as promoting agrotechnology, building cultural tourist attractions and developing rural tourism, for the booming development of ACT industries.

      “The ACT Services Working Committee will give full play to the advantages of SCO TEMP. It will better tell stories of Chinas ACT industries to SCO countries, develop the industries and yield win-win outcomes for all sides,” indicated Liu Jiao.

      上合經(jīng)貿(mào)平臺農(nóng)文旅文化服務(wù)工作委員會(簡稱:農(nóng)文旅文化服務(wù)工作委員會)于2023年4月26日成立。近日,農(nóng)文旅文化服務(wù)工作委員會秘書長劉嬌接受本刊記者專訪時表示,將積極推動建設(shè)極具地域特色的“農(nóng)業(yè)+文化+旅游”深度融合產(chǎn)業(yè),努力打造特色品牌,構(gòu)建中國同上合組織國家及共建“一帶一路”國家農(nóng)文旅協(xié)同創(chuàng)新國際生態(tài)。

      打造極具地域特色的農(nóng)文旅融合品牌

      加強文化交流互鑒,促進(jìn)上合組織國家間現(xiàn)代農(nóng)業(yè)、旅游業(yè)創(chuàng)新發(fā)展是上合組織成員國首要共識。“農(nóng)業(yè)+文化+旅游”的融合發(fā)展已成為一種極具實踐意義的區(qū)域經(jīng)濟(jì)社會發(fā)展模式。

      劉嬌介紹,農(nóng)文旅文化服務(wù)工作委員會已吸收創(chuàng)始組織成員單位近40家,緊密結(jié)合中國豐富的農(nóng)文旅資源,以非遺保護(hù)傳承、美麗鄉(xiāng)村建設(shè)、農(nóng)耕文化保護(hù)、城市文化凝練與提升為主要工作方向,通過挖掘中國民間文化藝術(shù)之鄉(xiāng)、特色小鎮(zhèn)、全國鄉(xiāng)村旅游重點村鎮(zhèn)的文化內(nèi)涵,結(jié)合傳統(tǒng)手藝、設(shè)計、文創(chuàng)產(chǎn)品研發(fā)、空間展示+體驗、游學(xué)、在線教育、對外文化交流等工作,讓文化“活”起來。

      目前,農(nóng)文旅文化服務(wù)工作委員會已牽頭成立了國家非遺文化、鄉(xiāng)村振興文化、城市文旅、品牌全案、互聯(lián)網(wǎng)全媒體運營、“智慧”數(shù)字等6個工作組,將從多方面打造“農(nóng)業(yè)+文化+旅游”特色品牌。

      數(shù)字化、智能化賦能農(nóng)文旅產(chǎn)業(yè)轉(zhuǎn)型升級

      “數(shù)字技術(shù)的廣泛應(yīng)用推動了傳統(tǒng)產(chǎn)業(yè)轉(zhuǎn)型升級,農(nóng)文旅融合發(fā)展將更加注重數(shù)字化、智能化的應(yīng)用,實現(xiàn)產(chǎn)業(yè)間的信息互通、資源共享,打造具有競爭力的農(nóng)文旅品牌?!眲烧f。

      2023年1月,由農(nóng)文旅文化服務(wù)工作委員會打造的華合數(shù)智展廳在重慶落成開放。在AI智衣展區(qū),由AI設(shè)計的女士連衣裙及男士西裝引人注目——這些服裝的紐扣上嵌入了NFC芯片,消費者可以使用手機(jī)NFC功能查閱服裝的面料和材質(zhì)等。AI智衣模型搭建了全產(chǎn)業(yè)鏈平臺,包括AI設(shè)計、下單、生產(chǎn)和銷售等全方位服務(wù),通過數(shù)字化賦能服裝產(chǎn)業(yè)升級。

      此外,華合數(shù)智展廳還聚焦醫(yī)藥、綠色智造、直播新生態(tài)、跨境貿(mào)易、數(shù)智文創(chuàng)等板塊,以算力和數(shù)據(jù)打造行業(yè)應(yīng)用模型,助力推動數(shù)字經(jīng)濟(jì)和實體經(jīng)濟(jì)深度融合,推動中國農(nóng)文旅產(chǎn)業(yè)的轉(zhuǎn)型升級。

      與上合組織國家聯(lián)合研究開發(fā)實現(xiàn)共贏

      “我們希望在上合組織國家中樹立起中國農(nóng)文旅良好形象,推動農(nóng)文旅產(chǎn)業(yè)繁榮發(fā)展。”劉嬌介紹,將通過組織舉辦各類文化活動,向上合組織國家展示中國農(nóng)業(yè)文化和文旅資源的豐富多樣性,增強相互了解。

      同時,農(nóng)文旅文化服務(wù)工作委員會將加強與上合組織國家農(nóng)文旅領(lǐng)域相關(guān)學(xué)術(shù)和研究機(jī)構(gòu)合作,共同開展研究項目,分享研究成果,促進(jìn)農(nóng)文旅文化與信息的傳播和交流。此外,還要推動與上合組織國家在農(nóng)文旅領(lǐng)域的項目合作,如農(nóng)業(yè)技術(shù)推廣、文化旅游景區(qū)建設(shè)、鄉(xiāng)村旅游開發(fā)等,促進(jìn)農(nóng)文旅產(chǎn)業(yè)發(fā)展。

      “農(nóng)文旅文化服務(wù)工作委員會將充分發(fā)揮上合經(jīng)貿(mào)平臺的優(yōu)勢,面向上合組織國家講好中國文旅、農(nóng)業(yè)的故事,帶動產(chǎn)業(yè)發(fā)展,實現(xiàn)多方共贏。”劉嬌表示。
