Abstract: Based on three factors function and data from 1978 to 2014 of China, this paper analyzed the relationship between energy consumption and economic growth by co-integration analysis and model of error correction.The empirical analysis indicates that it exist long-run equilibrium among GDP and energy consumption,labor capital,fixed capital stock. The Granger causality from ECM (error correction model) finds that GDP and energy consumption have bidirectional Granger causality in the long run,and there is a unidirectional Granger causality between labor capital, fixed capital stock and GDP in the short-run.In the long-run, it indicates bidirectional Granger casuality between three factors and GDP.The conclusion is that energy consumption is one dynamic to promote economic growth,therefore,it is very important to enhance energy efficiency and guarantee the security of energy.

Abstract: Since the withdraw of ISAF from Afghanistan,the new geopolitical pattern of Central Asia region is changing, namely Central Asian republics are "Looking to the East".In early 2016,Iran has obtained opportunity to "return the region".The author deems that the return will promotes the adjustments of current geopolitical pattern of the region,and the new pattern of regional integration of the region will emerge.

Abstract: The law of criminal procedure amended in 2012 strengthens the criminal defense rights of lawyer.The meeting rights, marking rights and investigation rights of lawyer obtained different degree of reinforcement,which strengthen human rights protection,especially the human rights protection of criminal suspect and defendant.But the progress of legislation is not synchronize with the judicial status quo perfectly,the meeting rights of lawyers still in problem in judicial practice.The reason is, in the author's mind,the lack of legal protection to defense rights,the unreasonable construction of legal system and the deviating understanding of law and judicial practice field to the law governance.

Abstract:The total sum of disabled people in China is nearly 85 million,but it is rarely seen to provide facilities for people with disabilities and pregnant women in public places.How to strengthen the humanized design of public service and provide the enough special public service for disabled people,is a worthy of study in the construction of public facilities in China.

Abstract: The "One Belt and One Road" strategy put forward new requirements and challenges to China's foreign language ability,the improvement and adjustment of the existing foreign language education policy is particularly urgent and important.Based on the foreign language education policy of United States in different periods,the paper summarize its characteristics and trend,outlines the driving power and the meaning of development of its foreign language education policy,tries to provide reference and suggestions for improvement foreign language education policy of China.

A Preliminary Study on the Relationship between the Leading Cadre's Thinking Ability of Law Governance and System Leadership

The author deems that the modernization of governance requires leading cadres transfer their thinking from "rule of man" to "rule of law",from the model of traditional personified leadership to impersonal institutional leadership.We should make a breakthrough of traditional leadership system based on personal charm and authority,and set up the system leadership ability which is built up by design, innovation and implementation of system.The thinking ability of law governance is the nutrient fluid of system leadership ability.It is a necessary and important project which is adapt to the modernization transition of state governance,to improve the system leadership ability of leading cadres by advancing the thinking ability of law governance of leading cadres.
