2023年3月，全國(guó)人民代表大會(huì)和中國(guó)人民政治協(xié)商會(huì)議順利舉行。會(huì)議審議了政府過(guò)去五年的總體政策，并對(duì)未來(lái)五年的政府工作作出了展望。在全國(guó)人民代表大會(huì)上，習(xí)近平第三次當(dāng)選國(guó)家主席，這反映了中國(guó)共產(chǎn)黨內(nèi)部形勢(shì)的穩(wěn)固、黨員的信心以及他們對(duì)習(xí)近平主席的支持。

習(xí)近平主席是一位偉大的領(lǐng)袖，他帶領(lǐng)中國(guó)走向繁榮昌盛，其中最重要的就是實(shí)現(xiàn)全面脫貧和提出“一帶一路”倡議。2013年，習(xí)近平主席提出“一帶一路”倡議，這是歷史上最大的經(jīng)濟(jì)工程。它的基礎(chǔ)是中國(guó)政府提出并尋求實(shí)施的“雙贏”政策——實(shí)現(xiàn)所有人的利益。

今年是“一帶一路”倡議實(shí)施的十周年。一些人就如何加強(qiáng)這一倡議的建設(shè)提出了建議。國(guó)務(wù)委員兼外交部部長(zhǎng)秦剛在近日的一次新聞發(fā)布會(huì)上說(shuō)，在過(guò)去十年中，倡議拉動(dòng)近萬(wàn)億美元投資規(guī)模，形成3000多個(gè)合作項(xiàng)目，為沿線國(guó)家創(chuàng)造42萬(wàn)個(gè)工作崗位，讓將近4000萬(wàn)人擺脫貧困。

今年，中國(guó)將以主辦第三屆“一帶一路”國(guó)際合作高峰論壇為契機(jī)，與有關(guān)各方一道推動(dòng)“一帶一路”取得更豐碩的成果。

這一倡議為成千上萬(wàn)的阿拉伯青年提供了巨大的機(jī)會(huì)，讓他們能夠完成在中國(guó)的教育，更多地了解中國(guó)的文化，了解中國(guó)在共產(chǎn)黨及習(xí)近平主席的領(lǐng)導(dǎo)下實(shí)現(xiàn)的偉大復(fù)興。

In March,2023,the “National People’s Congress” and the“Chinese People’s Political Consultative Conference” were held.During the sessions,the government’s general policy was reviewed during the past five years,and a future vision for the government’s work in the next five years was drawn up.On the National People’s Congress,Xi Jinping was elected president for a third term,with a rate of 100%,which reflects the solidity of the internal situation in the Communist Party of China(CPC),and the confidence of its members and their rallying around President Xi Jinping.

We see President Xi as a great historical leader who was able to move China to the ranks of great powers and achieve outstanding achievements for his country,the most important of which was the eradication of poverty and the Belt and Road Initiative.

The Belt and Road Initiative,put forward by President Xi in 2013,is the most significant economic project in history.It is based on achieving profit for all by following the “win-win”policy that the Chinese government proposes and seeks to implement.

This year will be the 10th anniversary of the “Belt and Road” initiative.Several advisors have put forward proposals on how to strengthen the construction of this initiative.Chinese State Councilor and Foreign Minister Qin Gang said at a recent press conference that in the past ten years,the Belt and Road initiative had stimulated investment of nearly one trillion US dollars,established more than 3,000 cooperation projects,provided 420,000 job opportunities for participating countries,and extracted About 40 million people out of poverty.

This year,China will take the opportunity to host the third “Belt and Road” Forum for International Cooperation to jointly work with interested parties to push for more fruitful results under the initiative.

兩會(huì)選舉出了新一屆國(guó)家機(jī)構(gòu)和全國(guó)政協(xié)領(lǐng)導(dǎo)人，這是中國(guó)政治、經(jīng)濟(jì)和社會(huì)生活發(fā)展的新階段。今后五年，中國(guó)將努力實(shí)現(xiàn)全面建設(shè)社會(huì)主義現(xiàn)代化國(guó)家。

此外，通過(guò)對(duì)過(guò)去五年政府工作的全面、準(zhǔn)確回顧，我們不難發(fā)現(xiàn)經(jīng)濟(jì)、社會(huì)和安全水平上的正向指標(biāo)。盡管新冠疫情肆虐，但過(guò)去五年中國(guó)的國(guó)內(nèi)生產(chǎn)總值年均增長(zhǎng)率仍然超過(guò)了5%。當(dāng)我們積極看待中國(guó)取得的成就，也會(huì)感受到下一個(gè)五年計(jì)劃的政府工作規(guī)模宏大、振奮人心。我們期待中國(guó)取得更多的成就，因?yàn)檫@將對(duì)世界各國(guó)產(chǎn)生積極影響，包括我們阿拉伯國(guó)家。

我們非常關(guān)心中國(guó)的經(jīng)濟(jì)發(fā)展，關(guān)心中國(guó)環(huán)境保護(hù)的計(jì)劃，關(guān)心中國(guó)對(duì)世界和平的追求。我們對(duì)中國(guó)經(jīng)濟(jì)也有很多疑問(wèn)：中國(guó)經(jīng)濟(jì)的運(yùn)行和增長(zhǎng)情況如何？中國(guó)將如何幫助許多國(guó)家發(fā)展基礎(chǔ)設(shè)施？

中國(guó)還宣布將加大吸引和引用外資，加快現(xiàn)代工業(yè)體系建設(shè)，推進(jìn)國(guó)家發(fā)展模式的綠色轉(zhuǎn)型。

中國(guó)已經(jīng)從以高速發(fā)展為中心轉(zhuǎn)變?yōu)橐愿哔|(zhì)量發(fā)展為中心，即“從高速發(fā)展向高質(zhì)量轉(zhuǎn)變”。這將使中國(guó)產(chǎn)品在質(zhì)量上與其他國(guó)家的產(chǎn)品具有競(jìng)爭(zhēng)力。我們相信，今年中國(guó)將進(jìn)一步擴(kuò)大對(duì)外開(kāi)放。

我們的國(guó)家和人民對(duì)中國(guó)式現(xiàn)代化十分感興趣，這種現(xiàn)代化與西方現(xiàn)代化有很大的不同，“一帶一路”倡議、全球發(fā)展倡議以及全球安全倡議也備受關(guān)注。我們?cè)附梃b中國(guó)的經(jīng)驗(yàn)，繼續(xù)深化中阿戰(zhàn)略伙伴關(guān)系。

我們相信，中國(guó)將繼續(xù)主持公道，支持中東國(guó)家通過(guò)對(duì)話協(xié)商推動(dòng)熱點(diǎn)問(wèn)題政治解決。中國(guó)完全尊重中東國(guó)家主人翁地位，推動(dòng)促進(jìn)中東安全穩(wěn)定、與中東國(guó)家開(kāi)展合作，實(shí)現(xiàn)中東地區(qū)的發(fā)展與繁榮。在中國(guó)的努力下，沙特與伊朗關(guān)系重回正軌，為中東地區(qū)的和平與穩(wěn)定鋪平了道路，為本地區(qū)國(guó)家通過(guò)磋商和協(xié)商解決爭(zhēng)端和分歧，建立睦鄰友好關(guān)系樹(shù)立了良好的榜樣。

我們積極看待中國(guó)解決國(guó)際問(wèn)題的倡議，并對(duì)此充滿信心。鑒于中國(guó)的和平政策和原則立場(chǎng)，特別是在阿拉伯問(wèn)題上的立場(chǎng)，中國(guó)是世界上最能被接受的國(guó)家。

Here we must refer to the incredible opportunities provided by this initiative for thousands of Arab youth to complete their educational attainment in China,which allowed them to learn more about the culture of this country and to know the remarkable renaissance achieved by China under the leadership of CPC and its Secretary General,President Xi Jinping.

Members of the new Chinese government were also elected during the “Two Sessions” to carry out the tasks entrusted to it.This establishes a new stage in China’s political,economic and social life.The next five years will be the completion of building the Chinese state to be modern according to the highest standards.

Moreover,a comprehensive and accurate review of the government’s work during the past five years found many positive indicators on the economic,social,and security levels.For example,despite the spread of the Covid-19 epidemic,the average annual growth in China over the past five years was more than 5%.

The next five-year plan for the government’s work is ambitious,significant,and encouraging,especially as we look positively at the successes achieved by China,and we expect more achievements from it because this will reflect simply on all countries of the world,including our Arab countries.

We care very much about China’s economic development,China’s plans to preserve the environment,and its pursuit of peace in the whole world.We also have many questions about the Chinese economy;how well is it functioning and growing significantly? How does China help many countries develop their infrastructure?

China also announced that it would make more significant efforts to attract and utilize foreign capital,accelerate the construction of a modern industrial system,and promote the green transformation of the country’s development model.

China has shifted from focusing on development to “highquality development,” meaning “the transition from quantity to quality.” This will make Chinese goods competitive in quality with the products of other countries.We believe that Beijing will continue to adhere to reform and further expand opening-up this year.

Our countries and peoples are interested in Chinese modernization,which differs significantly from Western modernization,as well as the Belt and Road Initiative,the Global Development Initiative,and the Global Security Initiative.We are willing to learn from the Chinese experience and continue to deepen the strategic partnership between China and Arab countries.

兩會(huì)通過(guò)的決議不僅會(huì)影響中國(guó)內(nèi)政，也會(huì)影響那些認(rèn)同中國(guó)主張和平解決國(guó)際沖突等理念的世界各國(guó)，這也有利于結(jié)束美國(guó)單邊霸權(quán)主義給中東各國(guó)帶來(lái)不幸的時(shí)代。

中國(guó)將堅(jiān)持不干涉別國(guó)內(nèi)政的外交政策，這有利于促進(jìn)和平與穩(wěn)定。國(guó)內(nèi)政策以中國(guó)式現(xiàn)代化為代表。中國(guó)外交部部長(zhǎng)秦剛指出，一個(gè)擁有14億多人口的國(guó)家整體邁進(jìn)現(xiàn)代化，這將是人類歷史上前所未有的壯舉，具有巨大的世界意義。中國(guó)式現(xiàn)代化破解了人類社會(huì)發(fā)展的諸多難題，打破了“現(xiàn)代化=西方化”的迷思，創(chuàng)造了人類文明新形態(tài)。

中國(guó)在國(guó)際舞臺(tái)上仍是一個(gè)發(fā)展中的新興國(guó)家，中國(guó)有權(quán)提高自己的聲音，秦剛指出，當(dāng)今中國(guó)正日益走近世界舞臺(tái)的中央，我們比以往更容易“上熱搜”、被圍觀，但我們手中的麥克風(fēng)還不夠多，音量還不夠響，舞臺(tái)上還有不少“麥霸”，關(guān)于中國(guó)的噪音、雜音還不少。當(dāng)提到中國(guó)青年在傳達(dá)中國(guó)真實(shí)聲音方面的作用時(shí)，秦剛指出，在我們這個(gè)時(shí)代，提升中國(guó)的國(guó)際話語(yǔ)權(quán)，當(dāng)代中國(guó)青年義不容辭。中國(guó)式現(xiàn)代化一不靠戰(zhàn)爭(zhēng)，二不靠殖民，三不靠掠奪，中國(guó)堅(jiān)持和平、發(fā)展、合作、共贏，堅(jiān)持人與自然和諧共生，這是一條有別于西式現(xiàn)代化的嶄新道路。祝愿在中國(guó)共產(chǎn)黨及習(xí)近平主席領(lǐng)導(dǎo)下的友好的中國(guó)人民一切順利。

We are confident that China will continue to support the efforts of the countries of the Middle East to resolve hot issues politically through discussion and consultation because China respects the status of those countries as the masters of the region and is keen to enhance security and stability in them and cooperate with their governments to achieve development and prosperity.With Chinese efforts,the return of Saudi-Iranian relations to the right track paved the way for peace and stability in the Middle East and set an excellent example of how countries in the region can resolve disputes and differences and achieve good neighborly relations and friendship through discussion and consultation.

We look positively at Chinese initiatives to solve global problems,and we count on them because China is the most acceptable country in the world,given its peaceful policy and moral positions,especially on Arab issues.

The resolutions issued by the “Two Sessions” will not only have an impact on Chinese internal affairs but will also affect the whole world,which now looks at China as a country that sponsors peace and seeks to resolve international conflicts,and ends the era of American unilateral hegemony,which caused misfortune to all countries in the Middle East.

It seems that Beijing will not abandon its foreign policy of non-interference in the internal affairs of countries while encouraging peace and stability.The domestic policy is represented by a commitment to modernization in the Chinese way.The Chinese Foreign Minister mentioned,that achieving modernization for a country that embraced more than 1.4 billion people as a whole will be a great act that is unparalleled in human history,and it will acquire massive global connotations.The “Chinese-style modernization” has solved many dilemmas facing human development,breaking the stereotype that“modernization equals westernization” and creating a new pattern for human civilizations.

Considering that China is still a developing and emerging country on the international stage,and it has the right to raise its voice more,the Chinese Foreign Minister expressed that at present,China is approaching the heart of the world stage day after day,so we have become in a more interesting and eye-catching position than any other previous period.But the number of microphones in our hands is not enough,and their sound is not loud enough,and there are still a large number of microphones in the theater,so there is still a lot of noise around China.Regarding the role of youth in conveying the authentic voice of China,the foreign minister pointed,promoting China’s right to speak at the international level is an inevitable responsibility on the shoulders of Chinese youth in our time.The Chinese-style modernization does not seek the help of war,colonialism,or plunder but rather is committed to peace,development,cooperation,and win-win,and is committed to the harmonious coexistence between man and nature,which has formed a new path that differs from Western-style modernization.We wish all the best to the friendly Chinese people under the leadership of the Communist Party of China and its General Secretary,President Xi Jinping.
