基于用戶體驗的政府開放數(shù)據(jù)平臺評價探究

摘要：近年來，為提升公共數(shù)據(jù)資源利用率，許多國家都在加速推進開放政府數(shù)據(jù)。雖然我國地方政府在探索政府開放數(shù)據(jù)方面有了一定的實踐基礎，但其發(fā)展過程中尚存在諸多問題。政府開放數(shù)據(jù)平臺作為連接用戶和數(shù)據(jù)的重要橋梁，其數(shù)據(jù)資源質(zhì)量及用戶的使用體驗是影響用戶使用開放數(shù)據(jù)平臺的至關重要的因素。因此，本文從數(shù)據(jù)質(zhì)量和用戶體驗兩個方面出發(fā)，通過文獻調(diào)研、網(wǎng)站訪問等方式，選取我國具有代表性的8個地方政府開放數(shù)據(jù)平臺進行調(diào)查與分析，發(fā)現(xiàn)其目前存在的問題，以提高用戶對政府開放數(shù)據(jù)平臺的使用體驗，使這些數(shù)據(jù)資源創(chuàng)造出更大的價值。

A Study on Evaluation of Government Open Data Platform Based on User Experience

Abstract： In recent years， in order to improve the utilization of public data resources， many countries are accelerating the promotion of open government data. Although local governments in China have a certain practical basis in exploring the government's open data， there are still many shortcomings in the development process. The government open data platform is an important bridge connecting users and data. The quality of its data resources and the user experience are the most important factors affecting users' use of open data platforms. Therefore， from the two aspects of data quality and user experience， this paper selects 8 representative local government open data platforms for investigation and analysis through literature research and website interviews， and finds its current problems to improve. Users' experience with the government's open data platform has made these data resources more valuable.

1 引言

自2009年美國率先頒布《政府開放指令》并建成開放數(shù)據(jù)平臺“Data.gov”以來，政府開放數(shù)據(jù)運動席卷全球，越來越多的國家逐漸認識到政府數(shù)據(jù)的戰(zhàn)略價值，相繼建立自己的開放數(shù)據(jù)體系并取得了良好的效果。在我國，上海于2012年率先建成“上海市政府數(shù)據(jù)服務網(wǎng)”，為加快建設數(shù)據(jù)強國，全面深化推進我國大數(shù)據(jù)發(fā)展和應用，2015年8月31日，國務院以國發(fā)〔2015〕50號印發(fā)《促進大數(shù)據(jù)發(fā)展行動綱要》，以加快大數(shù)據(jù)戰(zhàn)略部署，深化大數(shù)據(jù)應用，其他各省市也紛紛響應國家號召，相繼建立政府開放數(shù)據(jù)平臺[1]。政府開放數(shù)據(jù)平臺是連接政府開放數(shù)據(jù)資源與用戶的重要紐帶，對政府開放數(shù)據(jù)平臺的建設現(xiàn)狀進行探究，發(fā)現(xiàn)其目前存在的問題，可以提高用戶對政府開放數(shù)據(jù)平臺的使用體驗，使這些數(shù)據(jù)資源釋放更大的活力。

2 政府開放數(shù)據(jù)平臺的內(nèi)涵

2.1 概念界定

開放數(shù)據(jù)是指一類可以被任何人免費使用、再利用、再發(fā)布的數(shù)據(jù)——在其限制上，頂多是要求署名和使用類似的許可協(xié)議再發(fā)布[2]。政府數(shù)據(jù)是對產(chǎn)生于政府內(nèi)部或者外部活動，對普通民眾、公眾活動和公共事務有影響有價值的數(shù)據(jù)資源的統(tǒng)稱[3]。目前，我國政府正在由行政主導轉(zhuǎn)向公眾參與，由經(jīng)驗決策轉(zhuǎn)向數(shù)據(jù)決策，開放政府數(shù)據(jù)，有利于加快民主化進程，推進政府的公信力度[4]。更重要的是，政府數(shù)據(jù)具有巨大的潛在價值，政府數(shù)據(jù)的開放，有利于推動社會各領域業(yè)務創(chuàng)新，為大數(shù)據(jù)產(chǎn)業(yè)的良好發(fā)展創(chuàng)造了環(huán)境，通過對政府數(shù)據(jù)進行利用，可以創(chuàng)造出更多的社會價值，提高我國的國民經(jīng)濟發(fā)展水平。

2.2 實現(xiàn)條件

建立專門的網(wǎng)站平臺，是實現(xiàn)開放政府數(shù)據(jù)資源的重要條件。各政府部門向平臺提供部門數(shù)據(jù)，平臺將這些數(shù)據(jù)整理成數(shù)據(jù)集，放在相應的分類之下，并建立開放數(shù)據(jù)接口，供用戶使用。用戶可提交基于開放數(shù)據(jù)平臺的數(shù)據(jù)資源所開發(fā)的APP應用程序，平臺審核通過之后會將其放在平臺上供其他用戶下載使用。為了幫助用戶快速便捷地獲取自己所需要的信息，平臺設置檢索功能來實現(xiàn)對平臺數(shù)據(jù)資源的檢索。同時，為了收集用戶對平臺的建議和公開政府關于開放數(shù)據(jù)的活動，平臺建立了“互動交流”模塊。除此之外，有些網(wǎng)站設置有“網(wǎng)站統(tǒng)計”模塊，來顯示平臺的數(shù)據(jù)開放和獲取利用情況。用戶可通過政府開放數(shù)據(jù)平臺免費下載大量無需授權(quán)、可重復使用的原始數(shù)據(jù)，并通過一定的方法對這些數(shù)據(jù)進行進一步的分析、挖掘和利用，從而達到業(yè)務創(chuàng)新和創(chuàng)造增值效應的目的。
