摘? 要：黨的十八大以來，國家高度重視知識產(chǎn)權工作，這使高校知識產(chǎn)權事業(yè)迎來前所未有的機遇。通過對已建設知識產(chǎn)權信息服務平臺的9所河南省高校進行網(wǎng)絡調(diào)查，了解目前該項服務開展的現(xiàn)狀，分析存在的問題，從規(guī)章制度、資源建設、人才引進等幾個方面提出建議。以期促進河南省高校知識產(chǎn)權信息服務水平的提升，助力建設知識產(chǎn)權強國計劃。

Analysis of the Status of Intellectual Property Information

Services of Universities in Henan Province

Abstract：Since the 18th National Congress of the CPC，China has attached great importance to intellectual property work，this is an unprecedented opportunity for the development of intellectual property in universities. Through an online survey of 9 universities in Henan Province that have built an intellectual property information service platform，they can grasp the current status of the service，analyze the existing problems，and make suggestions in terms of regulations，resource construction，and talent introduction. It is expected to promote the improvement of the level of intellectual property information services of colleges and universities in Henan Province，and to help build a plan to strengthen the country with intellectual property.

為實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略和國家知識產(chǎn)權強國戰(zhàn)略，如何利用自身的優(yōu)勢建設知識產(chǎn)權信息服務中心，充分發(fā)揮職能，開展高質(zhì)量知識產(chǎn)權信息服務，提升創(chuàng)新能力，是高等學校目前應思考的問題。

2018年4月，習近平總書記在博鰲亞洲論壇年會上強調(diào)要加強知識產(chǎn)權保護。這再一次引起了河南省高校對發(fā)展知識產(chǎn)權信息服務工作的重視，在前期開展工作的基礎上，迅速響應國家政策[1]。2019年3月，鄭州大學入選首批高校國家知識產(chǎn)權信息服務中心[2]。同年8月，河南省遴選出第一批高校知識產(chǎn)權運營管理中心建設試點單位：河南師范大學、河南大學、中原工學院[3];9月，遴選出的2019年高校知識產(chǎn)權運營管理中心建設試點單位為河南科技大學、洛陽理工學院、鄭州航空工業(yè)管理學院、商丘師范學院、信陽師范學院[4]。

1? 河南省高校知識產(chǎn)權信息服務現(xiàn)狀

河南省高校為提高教育綜合實力，深入貫徹知識產(chǎn)權戰(zhàn)略，在知識產(chǎn)權信息服務方面積極探索，推進建設高校知識產(chǎn)權管理服務中心，完善知識產(chǎn)權信息服務平臺。

為充分了解河南省高校知識產(chǎn)權信息服務工作的現(xiàn)狀，下面選取河南省已開展知識產(chǎn)權管理服務平臺的高校，即鄭州大學、河南大學、河南師范大學、河南科技大學、中原工學院、洛陽理工學院、鄭州航空工業(yè)管理學院、商丘師范學院、信陽師范學院這9所高校為研究對象，分析河南省高校知識產(chǎn)權信息服務現(xiàn)狀。

1.1? 知識產(chǎn)權信息服務入口設置

知識產(chǎn)權信息服務平臺的入口位置從一定程度上反映該服務被知悉或被獲取的難易程度。如果提供服務平臺的位置比較隱蔽或無法找到相關信息，可能導相關服務的提供不被知曉。

對這9所高校知識產(chǎn)權信息服務平臺網(wǎng)頁進行訪問（訪問調(diào)查時間為2020年3月20日），結果如表1所示。知識產(chǎn)權信息服務平臺設立在圖書館的有鄭州大學和河南大學，設立在科技處的是河南師范大學，其余高校均無法查找到知識產(chǎn)權信息服務平臺相關介紹。

1.2? 知識產(chǎn)權信息服務資源配置

為保障各高校知識產(chǎn)權信息服務順利開展，相關資源的配置是必不可少的。從調(diào)查結果看，除洛陽理工學院、鄭州航空工業(yè)管理學院、商丘師范學院沒有相關資源，信陽師范學院圖書館無法訪問外，其他高校主要的資源有2種類型：（1）購買的商業(yè)專利數(shù)據(jù)庫;（2）提供的免費專利數(shù)據(jù)庫和公共服務平臺。
