In 2022, Chongqing kept in line with national strategies, actively served the Country’s Overall Diplomacy, and effectively identified the positioning of foreign affairs work. Based on the roadmap of foreign affairs resources, Chongqing further promoted the construction of the Center for International Exchanges in Central and Western China, constantly deepened regional multi/bi-lateral cooperation, and accelerated the construction of a pattern of foreign exchanges based in central and western China, facing ASEAN and the world.

重慶外事始終堅(jiān)持從全局謀劃一域，以一域服務(wù)全局，緊密對(duì)接國(guó)家重大發(fā)展戰(zhàn)略和全市中心工作，積極提升國(guó)際事務(wù)參與度和影響力。

★ 9月，在習(xí)近平主席訪問(wèn)烏茲別克斯坦前夕，完成重慶與烏茲別克斯坦塔什干州正式簽署建立友好市州關(guān)系協(xié)議，納入元首外交活動(dòng)成果框架。

★ 9月，中白發(fā)布《中華人民共和國(guó)和白俄羅斯共和國(guó)關(guān)于建立全天候全面戰(zhàn)略伙伴關(guān)系的聯(lián)合聲明》第九條明確，雙方歡迎白俄羅斯同中國(guó)重慶、青島、天津等地深入開(kāi)展經(jīng)貿(mào)合作。

Chongqing Foreign Affairs Office always insists on planning regional development with big-picture thinking, serving the overall development with local contribution, closely connecting with the country’s major subnational development strategies and the key tasks of Chongqing, actively promoting Chongqing’s engagement and influence over international affairs.

★ In September 2022, ahead of President Xi Jinping’s visit to Uzbekistan, Chongqing officially signed an agreement with Tashkent Province, Uzbekistan to establish sister city/province relations, including it into the results framework of China’s Head-of-state diplomacy.

★ In September 2022, China and Belarus issued theJoint Statement on Establishing All-weather Comprehensive Strategic Partnership. According to article 9 of the statement,the two sides welcome deepened economic and trade cooperation between Belarus and Chinese cities, such as Chongqing, Qingdao, and Tianjin.

★ 11月，中新雙邊合作聯(lián)委會(huì)第18次會(huì)議舉行，雙方同意繼續(xù)深化中新互聯(lián)互通項(xiàng)目合作，協(xié)同推進(jìn)西部陸海新通道建設(shè)。

★ 11月，中越發(fā)布《關(guān)于進(jìn)一步加強(qiáng)和深化中越全面戰(zhàn)略合作伙伴關(guān)系的聯(lián)合聲明》第七條明確，中方支持越方在重慶、杭州設(shè)立的貿(mào)易促進(jìn)辦公室為兩國(guó)經(jīng)貿(mào)合作發(fā)揮積極作用。

★ 重慶醫(yī)療隊(duì)援巴布亞新幾內(nèi)亞20周年紀(jì)念畫(huà)冊(cè)被作為國(guó)禮贈(zèng)送給來(lái)華出席北京2022年冬奧會(huì)開(kāi)幕式的巴布亞新幾內(nèi)亞總理。

2022年11月，國(guó)務(wù)院副總理韓正同新加坡副總理王瑞杰共同主持中新雙邊合作聯(lián)委會(huì)第18次會(huì)議、蘇州工業(yè)園區(qū)聯(lián)合協(xié)調(diào)理事會(huì)第23次會(huì)議、天津生態(tài)城聯(lián)合協(xié)調(diào)理事會(huì)第14次會(huì)議和中新（重慶）戰(zhàn)略性互聯(lián)互通示范項(xiàng)目聯(lián)合協(xié)調(diào)理事會(huì)第6次會(huì)議。

★ In November 2022, the 18thChina-Singapore Joint Council for Bilateral Cooperation Meeting was held, and the two sides agreed to further deepen cooperation of the China-Singapore (Chongqing)Demonstration Initiative on Strategic Connectivity and join hands to build International Land-Sea Trade Corridor in Western China.

★ In November 2022, China and Vietnam issued theJoint Statement on Further Strengthening and Deepening the China-Vietnam Comprehensive Strategic Cooperative Partnership. According to article 7 of the statement, China supports Vietnam to play a positive role in China-Vietnam economic and trade cooperation by setting up offices of the Vietnam Trade Promotion Agencies in Chongqing and Hangzhou.

★ The 20thAnniversary Album commemorating Chongqing’s medical teams to Papua New Guinea(PNG) was given to the Prime Minister of Papua New Guinea (PNG) as a national gift, who attended the opening ceremony of the Olympic Winter Games Beijing 2022.

■ 積極參與全球合作治理Actively Participating in Global Cooperative Governance

助力打造人類命運(yùn)共同體，持續(xù)參與國(guó)際減貧合作。舉辦南亞國(guó)家減貧與發(fā)展研修班（第二期）、上合組織國(guó)家減貧與發(fā)展重慶研修班（第一期）。

打造彭水縣鄉(xiāng)村振興國(guó)際合作示范點(diǎn)，廣泛開(kāi)展國(guó)際減貧經(jīng)驗(yàn)分享和項(xiàng)目對(duì)接合作。

2022年7月，市政府外辦、市鄉(xiāng)村振興局和彭水縣三方簽署《共建重慶市鄉(xiāng)村振興國(guó)際合作示范點(diǎn)合作協(xié)議》。

We have advanced the construction of a community with a shared future for mankind and constantly engaged ourselves in international poverty reduction cooperation.The phase II workshops on “China-South Asian Countries Poverty Alleviation and Developmert” and phase I workshop on“SCO Countries Poverty Alleviation and Developmert” (Chongqing) were held.

The Rural Revitalization International Cooperation Demonstration Site in Pengshui County has been established to carry out extensive international poverty reduction experience sharing and project cooperation.

圍繞構(gòu)建人類健康命運(yùn)共同體，積極參與國(guó)際抗疫合作，精準(zhǔn)開(kāi)展對(duì)外醫(yī)療援助，全市統(tǒng)籌向尼泊爾等多個(gè)國(guó)家和國(guó)際組織捐贈(zèng)防疫物資。積極參與國(guó)際減災(zāi)行動(dòng)，緊急籌集救災(zāi)物資，全力支援巴基斯坦抗擊洪澇災(zāi)情，助推發(fā)展中巴全天候戰(zhàn)略合作伙伴關(guān)系。

Focusing on building a community with a shared future for health, we have actively engaged ourselves in the promotion of international pandemic control cooperation.We have provided targeted foreign medical assistance and made well-coordinated efforts to donate coronavirus prevention materials to Nepal and other countries as well as international organizations. We have actively participated in international disaster relief operations, raising emergency relief supplies to fully support Pakistan’s fight against floods and promote the development of the all-weather strategic cooperative partnership between China and Pakistan.

2022年2月，重慶市人民對(duì)外友好協(xié)會(huì)和重慶市工商業(yè)聯(lián)合會(huì)（重慶市總商會(huì)）組織全市有關(guān)商會(huì)企業(yè)向尼泊爾捐贈(zèng)40萬(wàn)只醫(yī)用口罩，支援尼泊爾防疫抗疫工作。

■ 配合國(guó)家總體外交 彰顯重慶地方特色Staying in Line with the Country’s Overall Diplomacy and Displaying the Local Features of Chongqing

圍繞建設(shè)中西部國(guó)際交往中心目標(biāo)，全面提升對(duì)外交往基礎(chǔ)設(shè)施硬實(shí)力和城市形象軟實(shí)力。主動(dòng)作為、多方協(xié)調(diào)推動(dòng)開(kāi)放發(fā)展戰(zhàn)略，助力成渝地區(qū)雙城經(jīng)濟(jì)圈、中歐班列（重慶）、西部陸海新通道、中老鐵路建設(shè)，彰顯對(duì)外開(kāi)放前沿陣地的外事?lián)?dāng)。

7月，緬甸駐重慶總領(lǐng)事館開(kāi)館；經(jīng)批準(zhǔn)在渝設(shè)立領(lǐng)事機(jī)構(gòu)增至13家。

Focusing on building the Center for International Exchanges in Central and Western China, we comprehensively enhanced Chongqing’s facilities for foreign exchange, i.e. infrastructure, and its soft power, i.e. urban image. We have taken active actions to coordinate all parties to promote opening and development strategy,advancing the construction of the Chengdu-Chongqing Twin-Hub Mega-Region, China-Europe Railway Express (Chongqing),International Land-Sea Trade Corridor in Western China, and China-Laos Railway,thus demonstrating our responsibility over foreign affairs as the forefront of reform and opening-up.

In July 2022, the Consulate General of the Republic of the Union of Myanmar in Chongqing was inaugurated. The number of authorized consular agencies in Chongqing was increased to 13.

2022年4月，國(guó)務(wù)委員兼外長(zhǎng)王毅在安徽屯溪會(huì)見(jiàn)來(lái)華訪問(wèn)的緬甸外長(zhǎng)溫納貌倫，并共同為緬甸駐重慶總領(lǐng)事館揭牌。

落實(shí)高質(zhì)量共建“一帶一路”倡議，重點(diǎn)加強(qiáng)與絲路沿線國(guó)家合作，建立友好城市關(guān)系。與蒙古國(guó)烏蘭巴托市、巴布亞新幾內(nèi)亞莫羅貝省，分別簽訂建立友好省市關(guān)系諒解備忘錄。與烏茲別克斯坦塔什干州簽署建立友好市州關(guān)系協(xié)議書(shū)，并納入元首外交活動(dòng)成果框架。萬(wàn)州區(qū)與墨西哥合眾國(guó)蒙克洛瓦市簽署發(fā)展國(guó)際友好城市關(guān)系意向書(shū)。巴南區(qū)與老撾烏多姆賽省勐賽縣簽署建立友好城市關(guān)系意向書(shū)。

中歐班列（重慶）運(yùn)營(yíng)線路輻射亞歐27個(gè)國(guó)家72個(gè)節(jié)點(diǎn)城市。

2022年7月，中國(guó)（重慶）——老撾商品集散分撥中心在重慶揭牌。

西部陸海新通道物流網(wǎng)絡(luò)已覆蓋113個(gè)國(guó)家和地區(qū)的338個(gè)港口。

2022年5月，市委副書(shū)記、市長(zhǎng)胡衡華通過(guò)視頻方式，會(huì)見(jiàn)蒙古國(guó)烏蘭巴托市市長(zhǎng)蘇米亞巴扎爾，并共同簽署兩市建立友好城市關(guān)系諒解備忘錄。

2022年7月，外交部領(lǐng)事司副司長(zhǎng)魏曉東與外國(guó)駐渝領(lǐng)團(tuán)座談交流。

Chongqing is implementing highquality Belt and Road cooperation,attaching great importance to the cooperation with countries along the Silk Road, and establishing sister city relationships. Chongqing has signed MoUs on Sister City Relations with Ulaanbaatar of Mongolia and Morobe province of Papua New Guinea. An agreement with Tashkent Province,Uzbekistan was signed to establish friendly city/province relations, including it into the results framework of China’s Head-of-state diplomacy. A letter of intent on establishing sister-city relations between Wanzhou District of Chongqing and Monclova City of Mexico was signed. A letter of intent on establishing sister-city relations between Banan District and Muangsai of Oudomxay province, Laos.

2022年7月，中國(guó)(重慶）——老撾重點(diǎn)合作項(xiàng)目簽約及揭牌儀式舉行。重慶市巴南區(qū)與老撾烏多姆賽省勐賽縣簽署建立友好城市關(guān)系意向書(shū)。

在建交周年紀(jì)念、主題年等重要節(jié)點(diǎn)，積極開(kāi)展市領(lǐng)導(dǎo)致賀信、視頻交流會(huì)、藝術(shù)展等多種形式的交流活動(dòng)，為增進(jìn)人文交流搭建友誼之橋。

Chongqing actively carried forward activities such as sending congratulatory letters from Chongqing municipal leaders,holding online meetings, and hosting art exhibitions to celebrate the anniversary of diplomatic relations and themed year,which facilitates closer people-to-people exchanges.

2022年1月，為慶祝中國(guó)與白俄羅斯建交30周年，“中白建交30周年圖片展暨重慶——明斯克電視周開(kāi)播儀式”舉行。

2022年2月，為慶祝中國(guó)與墨西哥建交50周年，重慶與北京、上海等城市聯(lián)動(dòng)，同時(shí)點(diǎn)亮地標(biāo)建筑。圖為重慶大劇院。

2022年3月，為慶祝中國(guó)與荷蘭建交50周年，中荷建交50周年荷蘭花藝裝置展在重慶舉行。

2022年4月，為慶祝中國(guó)與巴拿馬建交5周年，“拼縫故事——巴拿馬莫拉藝術(shù)展”在重慶舉行。

2022年5月，為紀(jì)念中日邦交正常化50周年，市人民對(duì)外友好協(xié)會(huì)舉辦市政府經(jīng)濟(jì)顧問(wèn)華井滿九十壽辰生日祝福視頻會(huì)。

2022年6月，中國(guó)和英國(guó)建立大使級(jí)外交關(guān)系50周年之際，英國(guó)駐重慶總領(lǐng)事館舉辦英國(guó)女王生日酒會(huì)暨白金禧年慶典。

2022年9月，“感知重慶·2022中秋城市推廣美國(guó)行”在明尼蘇達(dá)州舉行，聯(lián)邦眾議員Dean Phillips為重慶銅梁龍點(diǎn)睛。

2022年9月，成功舉辦重慶——仁川結(jié)好15周年射箭友誼賽，以紀(jì)念中韓建交30周年。

2022年4月，為慶祝中國(guó)與哥倫比亞建交42周年，重慶芭蕾舞團(tuán)經(jīng)典選段薈萃《百年紅梅頌》參加哥倫比亞國(guó)際舞蹈季“云展演”。
