摘? 要:2019《粵港澳大灣區(qū)發(fā)展規(guī)劃綱要》提出打造粵港澳大灣區(qū)教育和人才高地,要求推動教育合作發(fā)展,明確支持粵港澳高校合作辦學(xué),鼓勵聯(lián)合共建優(yōu)勢學(xué)科、實驗室和研究中心。隨著粵港澳大灣區(qū)建設(shè)逐漸開展,大灣區(qū)高等教育發(fā)展迎來新機遇?;浉郯拇鬄硡^(qū)高校資源分布不均,高等教育發(fā)展水平差異較大。加強粵港澳大灣區(qū)高等教育融合發(fā)展建設(shè)的重點在于應(yīng)符合國家戰(zhàn)略,順應(yīng)市場需求,易于政府引導(dǎo)。港澳高??萍佳芯繃H化水平高,但產(chǎn)業(yè)支撐不足,廣東地區(qū)高新制造業(yè)、科技產(chǎn)業(yè)較為發(fā)達,具有廣闊的合作前景?;浉郯拇鬄硡^(qū)和“一帶一路”建設(shè)需要大批國際化人才,港澳高校在此方面有更多經(jīng)驗,可以與內(nèi)地高校深入合作。上述兩個方面為港澳與內(nèi)地高校合作開辟了新思路。應(yīng)從合作方式、區(qū)位選擇和政策利用上加以深化,推動粵港澳大灣區(qū)高校合作取得實質(zhì)性發(fā)展。

Abstract: The 2019 "Development Planning Outline of Guangdong, Hong Kong and Macao Bay Area" proposes to create a highland of education and talents in Guangdong, Hong Kong and Macao, which requires promoting the development of education cooperation, clearly supporting the cooperation of universities in these areas, and encouraging joint construction of advantageous disciplines, laboratories and research centers. With the gradual development of the construction of Guangdong, Hong Kong and Macao Bay area, the development of higher education ushers in new opportunities. The university resources are unevenly distributed and the development level of higher education is quite different. The key point of strengthening the integration development of higher education is to conform to the national strategy and the market demand and be easy to be guided by the government. The internationalization level of science and technology research in Hong Kong and Macao universities is high, but the industry support is insufficient. High tech manufacturing and science and technology industries are relatively developed in Guangdong. The development of the belt and Road and Greater Bay Area needs a large number of international talents. Hong Kong and Macao universities have more experience in this area and can cooperate with mainland universities. These two aspects open up new ideas for the cooperation to the three places. We should deepen the cooperation mode, location selection and policy utilization, so as to promote the substantial development of university cooperation in the three places.

2019年2月,中共中央、國務(wù)院印發(fā)《粵港澳大灣區(qū)發(fā)展規(guī)劃綱要》(以下簡稱《綱要》),提出打造粵港澳大灣區(qū)教育和人才高地,要求推動教育合作發(fā)展。《綱要》明確支持粵港澳高校合作辦學(xué),鼓勵聯(lián)合共建優(yōu)勢學(xué)科、實驗室和研究中心,充分發(fā)揮粵港澳高校聯(lián)盟的作用,鼓勵三地高校探索開展相互承認特定課程學(xué)分、實施更靈活的交換生安排、科研成果分享轉(zhuǎn)化等方面的合作交流,支持大灣區(qū)建設(shè)國際教育示范區(qū),引進世界知名大學(xué)和特色學(xué)院,推進世界一流大學(xué)和一流學(xué)科建設(shè)。2019年2月,中共中央、國務(wù)院發(fā)布《中國教育現(xiàn)代化2035》也明確提出了深化粵港澳高等教育合作交流,促進教育資源特別是高等教育相關(guān)的人才、科技、信息等要素在粵港澳大灣區(qū)高效流動,促進粵港澳大灣區(qū)的高校合作。2019年8月印發(fā)的《中共中央、國務(wù)院關(guān)于支持深圳建設(shè)中國特色社會主義先行示范區(qū)的意見》中要求深圳應(yīng)“充分落實高等學(xué)校辦學(xué)自主權(quán),加快創(chuàng)建一流大學(xué)和一流學(xué)科。”國家對粵港澳大灣區(qū)高校合作提出了一系列的重要意見和要求,開展大灣區(qū)高校合作的系統(tǒng)性研究正當(dāng)時。
